Relevant Project Experience Pennsylvania Turnpike Commission (PTC) Traffic Incident Management Support Services/PTC Work Order 5 Regional Traffic Incident Management Coordinator providing a full range of Traffic Incident Management (TIM) support services for the Eastern and Central regions of Pennsylvania. Current initiatives include development and deployment of an Incentive Towing program for Turnpike Authorized Service Providers to reduce the duration of major incidents. Additional responsibilities include facilitating meetings for TIM program outreach, review of Traffic Management Plans, and development of best practices for Authorized Service Providers related to Turnpike customer service and billing. Anticipated tasks include providing TIM training to internal and external stakholders, updating the PTC s Emergency Transportation Operations Plan, updates to the PTC s Plan X detour program, facilitating incident After Action Reviews, and assistance in the development of the PennTIME statewide TIM program. New York State Department of Transportation Region 8 Operation of the Hudson Valley Transportation Management Center (HVTMC) Task 8 ITS Architecture Documentation Update, Hawthorne, NY Deputy Project Manager assisting with the updating and maintenance of the NYSDOT Region 8 ITS Architecture. This task includes analyzing the previous ITS Architecture update from 2003, developing a multi-phase project schedule, regional stakeholder outreach and engagement, stakeholder data collection and analysis, weekly project status meetings, and construction of the updated Architecture abiding by FHWA standards and utilizing Turbo software. Additionally, the project team is creating an architecture maintenance plan to be utilized for future updates to the document. New York State Department of Transportation Region 8 Operation of the Hudson Valley Transportation Management Center (HVTMC) Task 5 Training and Updating of Manuals, Hawthorne, NY Project Manager overseeing the updating of TMC Standard Operating
2 Guidelines and the development of new operational SOP documents as requested by NYSDOT. Assisted the HVTMC with the review and selection process for a new ITS asset management and maintenance tracking database. Additional projects include development of a Systems Administration Manual, which includes updates to SOP s as related to systems and field environments. Southwestern Pennsylvania Commission Task Order #65, Traffic Incident Management Tasks Sub-consultant tasked with the creation and development of an online quarterly newsletter to educate and assist first responder agencies with establishing new and enhancing existing funding sources. Informative e- mails will be used to supplement the newsletter between publication periods. Pennsylvania Turnpike Commission, Design Services for General Traffic and ITS Assignments/Work Order 7: Provided FHWA SHRP 2 training classes to responders from multiple emergency service disciplines as requested. Pennsylvania Department of Transportation District 5 TMC Operations Support Staffing / ECMS E03275 Allentown, PA Project Manager responsible for providing operational staffing support to the PennDOT District 5 Transportation Management Center in Allentown, PA. Additional responsibilities include administrative oversight of employees. Pennsylvania Department of Transportation District 6 TMC ITS Support / ECMS E02948 Work for this project includes all aspects of TMC operational support as requested. Current efforts include work to update and synchronize District and Statewide ITS inventories. Additional work includes data collection and analysis of ITS asset performance and development of reports to aid in determining device depreciation and future acquisition planning. Pennsylvania Department of Transportation Statewide Traffic Management Center Staffing Support / ECMS E03417 Project Manager responsible for providing operational staffing support to the PennDOT Statewide Transportation Management Center in Harrisburg. Additional responsibilities include administrative oversight of employees. Part of this task requires providing other operational support services as needed, including training and data analysis from TMC operations in other PennDOT Districts to help identify areas of opportunity for performance improvements. Pennsylvania Department of Transportation Philadelphia Regional Traffic Management Center: Responsible for operation and maintenance of ITS devices including Closed-Circuit Television, Dynamic Message Signs, and detection devices including loop detectors, RTMS microwave detectors, toll tag readers, video incident detectors, and Bluetooth device readers. Developed and maintained complete Standard Operating Guidelines for the RTMC. Responsible for developing and maintaining incident management database for tracking communications, incident action timeline, lane and incident clearance data, and DMS assets used for traveler information.
3 Created and maintained centralized database for maintenance offices in Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties to track and report all roadway maintenance requests received after normal business hours. Dispatch and coordination of Expressway Service Patrol vehicles for incident management and quick clearance. Participated in ITS design and plan reviews as well as field site inspection and stand-alone device testing. Created the first electronic asset management system for ITS devices at PENNDOT District 6 which became the framework for a statewide database. Collected and analyzed data from multiple sources to create annual RTMC performance reports. Project team member for the development of PENNDOT s Next Generation Advanced Traffic Management System (ATMS) scheduled for deployment statewide in Administrator for Road Condition Reporting System (RCRS) which is the centralized database for real-time traveler information that is disseminated via Pennsylvania s 511 system. Reviewed, amended, and created regional detour plans for integration into the web-based Interactive Detour Route Mapping application (IDRuM) created by the Delaware Valley Regional Planning Commission. Traffic Incident Management Task Forces: PENNDOT liaison to regional TIM Task Forces serving as an advisor and facilitating after-action reviews and development of action plans for efficient and effective quick clearance of traffic incidents with an emphasis on responder safety. Task Force groups included: I-76/I-476 Crossroads Incident Management Task Force PA 309 Coalition US 30 Chester County Task Force Philadelphia IM Task Force (I-95, I-76, and I-676) Bucks County Incident Management Task Force US 422 Coalition US 202 Great Valley Task Force Delaware County Incident Management Task Force Sports Complex Special Services District I-95 Corridor Coalition: Served as Co-Chair of the Delaware Valley Highway Operations Group under the I-95 Corridor Coalition s Coordinated Incident Management Program Track. Responsible for facilitating meetings amongst regional stakeholders and partner agencies in the Mid-Atlantic region to develop best practices, create and manage projects, and identify new training and educational opportunities in Traffic Incident Management. Notable projects undertaken by the Coalition include:
4 Virtual Incident Management Training: An intensive training program that uses three-dimensional, multi-player computer gaming simulation technology and distance-based learning technologies to test, validate, certify, and reinforce the dissemination of best incident management practices across the Coalition region. The three-dimensional software program enables practical, scenario-based, interactive, real-time incident management training for numerous responders, trainers and victims simultaneously at a variety of locations via the internet, thereby reducing training and travel costs and enabling increased participation. Identify and Study Best Incident Management Team Programs: This project identified, studied, and reported on best practices regarding IM Team Programs throughout the Corridor and assisted other member states in identifying and potentially establishing such programs. Scope of the project included the identification and description of dedicated IM Team Programs in the Corridor and, as practical, throughout the United States and internationally; IM Team protocols for major events and incidents; how to establish and enact the programs including necessary training and operational implementation; and source identification and analysis of statistics provided by involved entities to assess the impact of the IM Team programs. Mile Marker and Ramp Designation Signing Study: Accurate identification of incident locations is critical to providing efficient emergency response. The goal of this project was to identify the best design and deployment of mile marker and ramp designation signage to allow motorists to give accurate location information to emergency dispatchers when incidents occur. Quick Clearance Toolkit: The Quick Clearance Toolkit is a roadmap for developing a Traffic Incident Management Program, providing policy makers and practitioners in traffic incident management with handy and ready-to-use tools to assist them in providing more effective TIM practices in general, but with primary emphasis on quick clearance. The toolkit is designed for use by multiple disciplines, including DOT, TMC, Police, Fire, EMS, Investigator, HAZMAT, Road Maintenance, Towing, Service Patrol, Medical Examiner, and the Media. Ten Percenters Program: Identified the magnitude and characteristics of the problem with High Risk Drivers (HRD) and provided an inventory of effective traffic safety programs that can be implemented across the I-95 Corridor. HRDs are often described as a relatively small group of persistent traffic violators (usually less than 10% of all drivers) who engage in high-risk activities like drinking and driving, speeding and red light running. Study crash data reporting methods: This project studied existing crash reporting systems and procedures in place in the I- 95 Corridor, comparing results from states which utilized those
5 systems with those that did not to determine if these systems enabled more timely and accurate data provision to law enforcement, departments of transportation, DMVs, and other entities. National Unified Goal (NUG) for Traffic Incident Management: The National Unified Goal for Traffic Incident Management (NUG) was developed under the direction of the National Traffic Incident Management Coalition (NTIMC) through a consensus process, and has been ratified by many regional and national organizations. In support of this effort, this I-95 Corridor Coalition project hosted an interdisciplinary corridor-wide informational exchange forum ( NUG Summit ) to educate Member Agencies on the NUG. Additional work was conducted to educate regional fire/police/emergency responder agencies and towing entities to propagate understanding of the new NUG including the Coalition s Quick Clearance objectives.
