4 4 TREGAZETTE OF'INDIA : EXTRAORDINARY [PARTII-SEC 3(i)] " ---- (2) They shailcome,into"jorceon,the date of their final publication in the OfficialGazette 2 In the AircrafFRules, 19-37'(hereinafter referred to as the said rules), in rule 3, after clause (48),'theffoIJowing'Clauses shall be inserted, namely:- j "(48A) "Safety"means the state in whichthe risk of harm to persons or olpropertydamage is reduced to and maintainedat or belowan ~acceptable,level',ofsafetythrougha continuingprocess of hazard identfftcationaljdrisk management Explanation,'-iEorJheipur:poses ofthis clause, "acceptable level of safety" is the fmir1imllmj:iegreeof safety that must be assured by a system in Botualpractice (488) "Safety -oversight function" means a function by means of which,the safety-related standards and recommended practices and associated procedures contained in the Annexes to the Gonvention are implemented" 3 Rule 2BC,of the said rules shall be numbered as sub-rule (1) thereof and after sub-rule (1) so numbered, the followingsub-rule shall be inserted, namely: - ''«2)The Director-Genera! shall formulate the State Safety Programme and oversee its implementation Explanation- For the purposes of this sub-rule, "State Safety Programme" means an integrated set of requirements and activities aimed at improving safety" 4 After rule 29C of the said rules, the followingrule shall be inserted, namely: - "29D Safety Management Systems - (1) Every organisation engaged in the operation of aircraft and aerodromes, provision of air traffic services, training of personnel, maintenance, design and manufacture of aeronautical products shall, - (a) (b) establish and maintain Safety Management Systems; and prepare a Safety Management Systems Manual in such form and manner as may be specifiedby the Director-Generaland submitthe same to the Director-Generalforapproval,, (2) The Director-General or any other officer authorised by him in this behalf by general or special order in writing, may, at any reasonable time, inspect the Safety Management Systems and the concerned organisation shall co-operate with the Director-General or the person so authorised to carry out the inspection
