1 3(Geneva/Secretary)2B For IEC use only INTERNATIONAL ELECTROTECHNICAL COMMISSION Technical Committee No. 3 Information structures, documentation and graphical symbols Revised report on actions since the meeting of TC 3 in Tel Aviv , to the TC3 co-ordination meeting in Geneva /22 This report follows the same structure as the 3/983/RM and gives comments to the different items, if there are any to give. 1. Opening of meeting 2. Approval of the agenda, document 3/952C/DA 3. Note the approval of the minutes from the previous meeting of TC3 in Prague , document 3/937/RM 4. Information from the IEC Central Office 5. Report from the Chairman of TC3 6. Report from the co-ordination meetings with TC3 Officers in Geneva /24, 3(Geneva/Secretariat)5 7. Report from the Secretary of TC3, including actions taken as a result of the minutes from the meeting in Prague and the later co-ordination meeting, document 3/972/INF Germany had asked for a detailed time schedule from CO for the implementation of IEC and IEC multi-language data base until the end of The Secretary has not been informed about any presentation of such detailed time schedule from CO. 8. IEC Graphical symbols for diagrams 8.1. Consideration of the report on the status of the IEC60617 data base and on the implementation of the procedures, document 3/973/INF 8.2. Consideration of the report from the Validation Team for IEC60617 on validated graphical symbols in the IEC60617 data base, document 3/974/INF 8.3. Consideration of the report from PT 30 Alarm and signalling symbols, document 3(Tel Aviv/PT30)1 It was noted that still some signalling symbols remain from the original proposal. These will be prepared by PT 30. New group of symbols for detectors have been discussed by PT30. A majority of these symbols have been en entered into IEC 60617DB as proposed symbols. A proposal of introduction of family of symbols from DIN has also been discussed. The symbols represent sensors and actuators communicating via information bus (Geneva/Secretary)2

2 8.4. Consideration of the report from PT 38 Rules for the construction of graphical symbols for diagrams, document 3(Tel Aviv/PT38)3 Decision 1 : TC3 decided at its meeting in Tel Aviv to set PT38 on hold for the time being until the initial result of the Task Force on dynamic graphical symbols is available. PT38 is now set on hold to 2010 plenary meeting when the result of the Task Force for dynamic graphical symbols will be presented Consideration of the report from PT 42 Development of mnemonics and designations of symbols for measuring relays instruments and related devices (stage 0), document 3/978/INF The committee noted with satisfaction that the work in the PT42 is close to the distribution of CD. According to 3/978/INF PT 42 planned to issue a draft in end of March 2010, however, this was not possible. The convener hopes to issue the draft in July. Mr. Fritz Reuter informed that the committee TC57 has discussed a request regarding ANSI device numbers as described in document 57/1006/DC (not available at the meeting). It has been requested to issue this document as a double-logo IEC-IEEE standard. In our opinion these device numbers are device function numbers and not mnemonics. The purpose of the device function numbers are categorization and classification of types. TC57 has internally received negative comments, but also proposals for handing over this work to IEC TC 3 (document 57/1022/INF, not available at the meeting). Decision 2 : The TC3 decided at its meeting in Tel Aviv that, provided that the work on device function numbers will be assigned to IEC TC 3, this shall be handled by MT18 and not by PT42 in order to keep the work on mnemonics and classification apart. MT18 have not yet started the work with device numbers according to the IEEE-standard. We have not received any official request or handing over from TC To consider withdrawal of IEC Ed.2: Information technology - Coded graphic character set for use in the preparation of documents used in electrotechnology and for information interchange, document 3/966/MCR 8.7. To consider update of IEC/TR Ed.1: Terminology in the area of information structures, documentation and graphical symbols, document 3/967/MCR 9. IEC GRAFCET specification language for sequential function charts 9.1. Consideration of the report from the Convener of MT 33 The German NC reported that it is preparing a proposal of improvements to the standard IEC A report will be sent to the secretariat. An MCR for IEC will be required in The Chairman asked the NC s to consider a new convener in that context. A call for new convener has been circulated in 3/996/AC. Nominations are requested before No nomination is available today. The MCR is not yet prepared. 10. IEC Designation of signals Consideration of the report from the Convener of MT 17, document 3(Tel Aviv/MT17)10 Mr. Karl-Anker Thorn commented that a corrigendum of IEC had been prepared but not accepted as such by the CO. The conclusion had been that we will wait with the proposed corrections until the next revision of the standard planned for Decision 3 : TC3 decided at its meeting in Tel Aviv that an MCR should be distributed as soon as possible and in this also ask for a new convenor. Mr. Karl-Anker Thorn can remain as a member of the team for one year more. Instead of a MCR the document 3/995/RR was circulated. The RR includes an inquiry for nomination of new convener for MT17. So far we have not received any nominations. 12. IEC Ed. 2 - Structuring principles and reference designations and IEC Ed. 2 - Identification of terminals within a system Consideration of the report from the Convener of MT 18, document 3(Tel Aviv/MT18) Discussion of possibly arising questions as a result of the circulation of documents relating to IEC A big number of comments to 3/943A/CDV (regarding edition 2 of IEC 61666) have been compiled but not circulated so far. However, the CDV is approved and according to the directives we should therefore formally go to an FDIS. As the MT18 has not yet had the time to study in detail the consequences of the comments it was suggested to do this first before any final decision is taken. Decision 4 : TC3 decided at its meeting in Tel Aviv to let the working group MT18 continue the study of the comments and their consequences for an FDIS, and then the Secretariat will discuss with the CO how to handle the continuation as 2CDV or FDIS. It was noted that if a second CDV can be circulated, this can be done with a shorter circulation period than 5 months. MT18 have discussed the comments and a FDIS have been prepared and sent to CO. CO has distributed the FDIS as 3/1001/FDIS with closing date IEC Ed. 2 Classification and designation of documents for plants, systems and equipment Consideration of the report from the Convener of MT 19, document 3/976/INF The convener Mr. Hans Brückner commented the report and the questionnaire circulated regarding preparation of missing descriptions in the data base IEC 61355DB. The Swedish and Finnish NC have offered to provide descriptions. Mr. Hans Brückner proposed: 1) To keep the names in the data base; 2) Ask SE and FI NC s to propose descriptions of document kinds; 3) Change the content of the description field to: No standardized description is presently available. Decision 5 : The TC3 at its meeting in Tel Aviv decided in line with the proposal from Mr. Hans Brückner to (1) To keep the names in the data base; (2) Ask SE and FI NC s to propose descriptions of document kinds; and to (3) Change the content of the description field to: No standardized description is presently available for those document kinds that have still no definition. 1) OK, No action required - 3-3(Geneva/Secretary)2

IEC/PAS Procedure for the declaration of materials in products of the electrotechnical and electronic industry Consideration of the coordination with TC IEC Structuring of technical information and documentation and IEC Preparation of parts lists Consideration of the report from the Convener of MT 20, document 3/962/INF The Convener, Mr. Per-Åke Svensson, commented that the first working drafts have been circulated. A CD may be possible to publish early next year. A meeting is preliminary planned to end of this year. Drafts 3/988/CD and 3/989/CD have been circulated with a closing date of Compilation of comments circulated as 3/1003/CC and 3/1004/CC. CDV planned to be released IEC Preparation of instructions - Structuring, content and presentation Consideration of the report from the Convenors of MT21, Document 3(Tel Aviv/MT21)4 After three physical meetings a telephone conference is scheduled. A 2CD taking into account the received comments on the first CD will be prepared. The representation from ISO/TC 10 was discussed. Mr. Sven Radhe has not fully participated yet. A new/additional member from ISO is expected, but yet not appointed. Mr. Karl-Anker Thorn pointed out that it is important to clarify how to prepare a multi part standard in the series, indicating its importance for both IEC and ISO. In order to make it a double logo standard series at least one additional part will be required or foreseen for the future. There is a possibility that additional parts will be prepared, as indicated by the UK NC. The DE NC support the idea, even if it was previous not the intention to have additional parts but the standard should be opened for further parts. JP NC commented that the scope of draft Guide 37 is beyond the commonly understood function of the Guides defined in ISO/IEC Directive, part 2 (2008), item 3.6. Therefore, all members were encouraged to pay their attention to document C/1581/DV, voting on which would be terminated on In addition, because of an input from ISO member in MT 21, there is duplication between the draft Guide 37 and IEC Ed. 2 under development. UK NC commented that the revision of Guide 37 is an old work item which will continue but will take long time. Comment after the meeting: The revised ISO/IEC Guide 37 will be issued before IEC Ed.2. Decision 6 : TC3 decided at its meeting in Tel Aviv that the draft for the IEC Ed. 2 shall be considered to become the first part of an series. The MT21 shall therefore reconsider the main title of the publication and propose a subtitle for this Part 1. The MT should also investigate if a part 2 needs to be planned now or if it for the time being should be left open as future work and inform the Secretariat. A new committee draft, 3/984/CD, has been circulated. The closing date was and the Compilation of comments was distributed Due to the number of comments and extensive changes required it was decided to prepare a third CD. 3CD was circulated as 3/1000/CD with closing date (Geneva/Secretary)2-4 -

5 However, after the release of 3CD it have been recognized that the comments from ISO TC10 to 2CD have not been distributed to TC3. This problem should be discussed in the coordination meeting in Geneva. Secretary will take action according to decision in the meeting. 17. IEC/PAS 62515: Requirements concerning the interoperability between electromechanical and electrical applications in CAx- systems Consideration of the report from PT 40, Document 3/979/MCR An extension of the validity of IEC/PAS has been proposed in 3/979/MCR. An update of the PAS will be required later due to work in other WGs. No action reported 18. IEC Ed. 1 Rules for identification systems Consideration of the report from PT 39 Basic rules for identification systems, document 3/961/INF The Convener commented that there are a big number of members from different liaison bodies. The PT has prepared and circulated a CDV for IEC , with closing date in December. Compared to the previous CD, a reference model has been included. The work on part 2 has started. It will be a Technical report. FDIS has been prepared and sent to CO. CO will decide date for circulation. 22. Consideration of the work on Generic Specification of Information on Products (GSIP), Part 1: Principles and methods, and Part 2: Structure of specification Note of the publication of IEC/PAS , Document 3/940/PAS Consideration of the report from PT 41, Document 3(Tel Aviv/PT41)11 The work on part 2 is ongoing. Mr. Reuter reported about a contact to a JTC1-member from Microsoft, who indicated possible support for the development of an appropriate XML implementation of a template (Geneva/Secretary)2

Report from the Chairman of SC3C - Graphical symbols for use on equipment - and relevant decisions, Document 3(Tel Aviv/SC3C)9 Refer to the agenda item Report from the Chairman of SC3D - Data sets for libraries - and relevant decisions, Document: 3(Tel Aviv/3D)11 Refer to the agenda item Consideration and discussion of common data base issues Status of efforts to make use of standards data bases also for National standards A precondition for this is the introduction of the new data base platform. The IEC data base will be ready in Dec 2009, and the data base platform can then be successively used also for the other standards in database format. The release of the multilingual database platform has been delayed. Report on activities related to Sector Board Report on activities related to the Memorandum of Understanding (MoU) between IEC, ISO, UN/ECE, etc concerning standardization in the field of electronic business. It was noted that the original cooperation with MoU was established by SC 3D. This cooperation should be considered to be taken-up again. Statements with respect to DET already exist within MoU. The report from 2009 years MoU-meeting did not include any requirements of TC3. A report from TC 3 has been sent to the MoU-meeting this year, but participation from TC3 was not possible to arrange. 28. The TF shall report to the next plenary meeting. Driver Mr. Sven-Anders Lejdeby Participants (present at the meeting): Mr. Fritz Reuter, Mr. Arto Sirviö, Prof. Hiroaki Ikeda. The task force have used mail correspondence to prepare a first draft of a work item proposal. A final proposal is planned to be circulated before the plenary meeting in Seattle (Geneva/Secretary)2
