No matters were raised referring to the minutes of the Cape Town meeting. 2 New publications since last meeting: 2.1 IEC : For the publication of the third version of IEC , a committee draft document was created (3D/148/CD). The date of circulation was and closing date for comments is IEC : The current standard document is publication IEC edition 2.1 ( ). The proposals and discussions concerning the new edition of the common EXPRESS model have resulted in a document that was circulated for ballot as ISO New Work Item/CD Ballot for ISO ed2, PLIB Part 42, Description methodology: Methodology for structuring part families. The ballot finished at and although the ballot was passed, substantial comments were raised concerning the case-of mechanism and constraining property mechanism. Therefore attempts have been made to resolve the issues before proceeding to the next stage. Until now these have had some success but insufficient to come to full agreement. When agreement is reached, a new document will be prepared for the ISO DIS stage. It is expected that from the ISO DIS stage, the document will be relatively stable and it is currently planned that at the ISO DIS stage the IEC new edition will enter the CDV stage in parallel. 2.3 IEC : The IEC has been withdrawn and replaced by the consolidated procedures for standards in database format (SMB/3070/QP), which have been approved by the SMB. The consolidated procedure is applicable generically to IEC database based standards including IEC The SMB indicated the consolidated procedures should be placed in Annex J of the directives. An MCR (3D/140/MCR) has been issued on IEC to withdraw this part and replace it with the consolidated procedures. 1 3(Berlin/SC3D)04

2 The consolidated procedures are extended with specific maintenance requirements for IEC DB. For this purpose a document has been created and circulated as 3D/145/DC ( ). The comments received as well as the discussions in the working group will result in a new document, which will reflect the comments made. The final publication will be of INF type. The Validation Team for IEC has been installed and is visible on the IEC website under SC3D dashboard general information. 2.4 IEC : The IEC has been withdrawn as a paper standard and replaced by IEC DB. Proposals for new content are currently under preparation among which is a proposal from IEC 65B/WG11, proposals from Germany related to environmental properties and some general maintenance work. It is expected that the first official Change Request can be raised on general maintenance issues during these meetings in Berlin. 2.5 IEC : The first edition of IEC was published at An MCR has been issued confirming that the publication remains unchanged until Working Group 2 No changes to report in the active membership since Cape Town Scope: Using existing definitions, terminology and practices to set standards for preparing technical data element types that can be used: to prepare a standard schema for classification according to function and technology as appropriate to define data element types that describe the properties of electric components and systems to establish subsets selected from the list of data element types suitable for characterizing individual classes. 3.1 WG2 meetings Three regular meetings have been held since the Cape Town meeting, in Eindhoven, Netherlands February 2006, London, United Kingdom in May 2006 and Berlin, Germany in September Next working group meetings are scheduled: February 2007 Munich (DE) 3 and 4 July 2007 Ibusuki (JP) September 2007 Paris (FR) Exact dates to be confirmed 3.2 Statements from Working group 2 held in Berlin, Germany 2006: The following are extracts from the report of the meeting of WG2 held in Berlin September a) We were pleased to welcome participation from the liaison officer to IEC TC65, Mr. Udo Doebrich as well as Mr. Murayama the liaison officer to ISO TC184/SC4. We were also pleased to meet Mr. Nerke and welcomed his participation in the meeting as a regular IEC SC3D/WG2 member. 2 3(Berlin/SC3D)04

3 b) Mr. Wolfgang Wilkes has taken up the task to bring all dictionary related information into one document. He has created such a document, which was circulated within ISO TC184/SC4/WG2 for comments. It was agreed that such a document after approval will have to be available from ISO as well as IEC c) The ISO / IEC information model was requested to ISO CS to be made public free of charge which was turned down d) Validation and quality assurance of dictionary content remains an important issue that has not been getting proper attention so far. Open issues are which validation tools to use, their availability and if there should be an authority for quality assurance. A discussion was held and Mr. Nerke volunteered to raise the issue in the STEP community. e) Further alignment between ISO and IEC through a reorganization of the existing content to the standard series of both ISO and IEC has not yet been investigated as was planned due to the amount of ongoing effort that is required in discussions and preparations of the changes to the common EXPRESS model. The goal for alignment remains unchanged however f) From the entry point of the international committee level (IEC) the language variants are for information only. From the entry point of a National Committee appropriate language variant can be the (national) standard g) A proposal has been made from the German NC to add environmental properties to the IEC DB. This proposal will be dealt with as maintenance work and further work is required on the proposal, which will continue in a few months after experience is gained with some less complicated proposals h) A change request on general maintenance issues related to the German proposal DE -01 has been created in the maintenance area of the IEC DB as C Reading access to view change requests has been arranged by Mr. Alan Maislisch by using the user id and password for the IEC databases in the TISS environment. Further testing still has to be done to verify this works. The reading access on a change request gives the possibility to read the text associated with a change request, print a copy of this text and download any documents attached to this request i) For commenting and voting at Evaluation and Validation stages by the Validation Team, an Excel spreadsheet has been developed and attached to the change request C00007 to allow for each country to comment and vote on each proposed item individually. Comments will be gathered by the VT convenor and posted on the change request on the IEC website. The suggestion was made to keep track of change history by identifying each Excel sheet from NCs with a separate version and to make them all available on the CR as well j) The downloading of content of the IEC DB from the IEC website should support the functionality to select a subset instead of downloading the complete database k) Copyright issue on IEC databases was discussed extensively including the participation of Mr, Hans Bruckner and Mr. Per-Ake Svensson respectively the chairman and secretary of IEC TC3. It was agreed to raise the issue further to SC3D and TC3 and get attention for the matter in the SMB by means of a joint resolution containing statements clarifying why this needs attention l) The ISO/IEC JWG1 has produced the guide 77 parts 1, 2 and 3 which are currently under ballot. It is expected that part 2 of the guide 77 will meet some opposition as it contains statements on new proposals to ISO that have not been generally agreed upon. The next meeting of ISO / IEC JWG1 has been planned for 28 th and 29 th of November 2006 in Vienna (AT) 4 IEC database The only prerequisite requirement left undone to make the transition from a paper standard to a database stand is the mass update of the content reflecting the latest publication of IEC Software has been made available for management of change requests using similar procedures and templates to those in use for the symbols databases. 4 available other information for download such as documentation, conversion and input tools, EXPRESS schema, XML schema and dictionary snapshots in SPF and XML formats. A proposal has been made from the German NC to add environmental properties to the IEC DB. This will be dealt with as maintenance work and not as a NWIP, which was the original proposal, but further work is required. There is also a question of scope concerning this proposal and it has to be investigated which IEC, and possibly ISO, committees should be involved. A proposal has also been received from SC65B/WG10 for the addition of classes and properties relating to measuring instruments. The IEC SC3D/WG2 had received an excellent presentation by the appointed liaison officer Mr. Döbrich from TC65 and it was agreed that further discussion should take place on ways in which the proposals can be taken further. 4.1 Export facilities and format conversions Work is continuing by LISI/ENSMA on the XML schema (OntoML) although no information was received on the developments. It has been reported that the XML-schema is undergoing significant changes in the effort to harmonize with eotd initiative. The intent is to have one XML-schema under ISO TC184/SC4 for dictionary exchange In about 3 or 4 months it is expected to have more information available 4.2 Validation Team The Validation Team for IEC has been installed and is visible on the IEC website under SC3D dashboard general information. There is a standing invitation to the NCs to nominate members at all times. Current membership of the VT includes: China, Czech Republic, Finland, Germany, Italy, Japan, Netherlands, United Kingdom 4.3 Language variants It is intended to move forward with creating possibilities for adding and maintaining language variant in the IEC DB by adding language variant attributes to the IEC database. A document has been prepared and discussed describing language variant usage scenarios It is recognised that IEC will not be responsible for filling alternative language content, this will be the responsibility of the NCs. However, it is unclear whether language variants maintained by NCs in the DB could actually be recognized as a National standard. This will have to be discussed further with IEC CO. It is a possibility that language variants maintained by NCs on the IEC DB could be recognized as a National standard. The National Standard could also contain items that are a national extension to the international standard that can in due time be proposed to be adopted into the international standard 5 Liaisons 5.1 TC93 Limited exchanges of correspondence with the secretary of TC93 have taken place during the past year. 5.2 ISO/TC184/SC4/WG2 document 3D(Berlin/dijkstra)01 In the past year there have been no JWG meetings between IEC SC3D and ISO/TC184/SC4/WG2. Both committees (ISO TC184/SC4/WG2 and IEC SC3D) continue the fruitful co-operation and have the intention to keep the common EXPRESS models(s) COMMON. Planned joint working group meetings Next joint working group meeting is scheduled: 5 July 2007 Ibusuki (JP) 5.3 IEC TC65/SC65B/WG11 Three ad-hoc JWG meetings have been held as well with IEC SC65B/WG11. The first occasion took place on January 19 th 2006 alongside the IEC SC65B/WG11 meeting in Karlsruhe (Germany), which was a coordination meeting between the Secretary of IEC SC3D and IEC SC65B/WG11 on the procedures for validating new proposed items to the IEC DB and further explanation of the proposed content from IEC SC65B/WG11. An informal report can be found in document 3D/WG/136. The second occasion took place on February 8 th 2006, alongside the IEC SC3D/WG2 meeting in Eindhoven (Netherlands). Here, four members from IEC SC65B/WG11 were present. A further discussion took place on: the IEC DB maintenance procedures; the proposed content and how this relates to the current configuration of the IEC DB; the import and export formats from the IEC DB; the expectations from both sides for continuing the work. A complete report can be found in document 3D/WG/139. The Third occasion took place on September 19 th 2006 as part of the IEC General Meeting in Berlin (Germany) The concept of the Blank Detail Specification was explained and shown in the context of the IEC dictionary and usage by business parties at transaction level. For this a three level framework has been developed where the BDS is situated in the middle layer, in between the dictionary at the top and the transaction level at the bottom. 5 3(Berlin/SC3D)04

6 A proposal was shown of the what parts of the required content are defined at dictionary level and what parts are defined at Blank Detail Specification level. The middle layer containing the Blank Detail Specification will consist of specifications at different levels of abstraction reflecting the relevant context. This context can also be called views and linked to specific business processes in which information exchange is taking place There was discussion over the term Blank Detail Specification as this was not understood in the SC65B community and a review of this term was asked The Coriolis flowmeter proposed content was used to show the structuring principles that are used in the context of the IEC database. Work on the Coriolis flowmeter content was presented showing some of the content in the tooling for importing data element types and tagged files that can be used to identify gaps that still need attention It was suggested to set up a separate test DB for the Coriolis flowmeter and to use this to view and test the structure. It was noted that new content should follow the conventions on definition as defined in the ISO/IEC directives part 2 annex D. These conventions should be checked against the conventions defined in the CD document of IEC Some overlap in the work of SC65B/WG11 with respect to the work of SC17B and SC22G was confirmed and explained that SC65B takes the lead for industrial automation for setting terminology and properties The length of the preferred name of a DET is currently limited to 70 characters as defined in the ISO / IEC information model. It is requested from SC65B/WG11 that this is extended since some of the proposed content already contains names that are longer. Also it is expected that when DETs of the chemical domains are added, the names could easily extend to double that of the current maximum. Propose to increase the number of characters of the preferred name to 255 and discuss this with ISO TC184/SC4/WG2 to adopt in the joint information model For the initial upload not all definitions have to be filled in English but for the start of the official Change Request, all needs to be complete including the language dependent field in English The LOP class is after the meeting last week of SC65B/WG11 encapsulating both the component classes as well as the feature classes There is a need for DETs containing a value list to be able to contain Boolean expressions as well as quantative values. Currently this is not possible according to the ISO / IEC information model. This could be raised again in discussion with ISO TC184/SC4/WG2 The use of the classifying DET is required to meet the requirements for polymorphism and to reflect modular devices The dependency relation between two DETs is required to define the number of times a class shall be repeated to be filled at instance level. This dependency is currently not supported in the ISO / IEC information model It was pointed out that the operating list of properties is not part of the device itself but are conditions on how to operate the device. Therefore the current relations using the feature class is semantically incorrect. Rather a more appropriate relation should be defined to reflect the semantics of the relationship. The same applies to other types of properties which can be characterized by aspects of the system. As such there is a matrix of aspect systems on the one hand and subsystems (device) on the other creating multiple views IEC SC65B/WG11 want to complete part 10 of their standard and continue working on part 11. 7 Next joint working group meetings are scheduled:. 13 December 2006 Vienna (AT) Possible further meeting in conjunction with SC3D/WG2 meeting in February 2007 Munich (DE) 5.4 IEC TC40 A request for liaison has been received from TC ecl@ss Since the decision in the Cape Town meeting to postpone the liaison request from ecl@ss until the issues have been clarified, a liaison type-d has been approved by the SMB between ecl@ss and IEC TC65. Following this decision it is likely that another liaison request type-d with ecl@ss will be granted. It is therefore that IEC SC3D/WG2 will be asked to re-establish contact with ecl@ss with the intention to proceed with the liaison. 5.6 OIDDI No news to report from OIDDI and no new meeting has been planned so far. There is a question whether OIDDI will continue in the future. Establishing liaison type-d with OIDDI will wait for establishment of OIDDI as an organization. 5.7 Future liaisons It is considered that formal liaisons should be established with TCs or SCs as and when they make request for significant additions to the IEC database. 6 Results of the SC3D meeting, 22 September 2006 in Berlin (DE) 6.1 Copyright Following a presentation on issues surrounding copyright and rights of use to database content, it was agreed to request TC3 and other interested committees such as SC65B to bring these issues to the attention of the IEC SMB or other appropriate group. The proposal was made that, whilst access for browsing should remain freely available, downloading of data should be subject to registration accompanied by a licence agreement which sets outs a user s rights and limitations on using the data. It should be made clear that this is required by potential users of the dictionary database to clarify their right in the use of information and to avoid perceived problems over interpretation of the current copyright statements. As an interim situation organizations wishing to make extensive use of the dictionary database can establish an MOU as has already been dome in some cases. 6.2 Milestones It was agreed that the current work on the draft proposals from Germany and the proposals expected from TC47 shall be completed by 31 October 2006, the proposals on environmental properties to be available for validation by 1 January 2007 and the work to extend the database software to handle language variants to be completed for test purposes by 1 July Current projects It is noted that it is still the position that work carried out on the content of IEC database standards is neither recorded nor recognized in the programmes of work that are registered in the IEC CO database. However, it appears that procedures can possibly be set up which will automatically record Change Requests in the SC s programme of work. 7 3(Berlin/SC3D)04
