5 1. PRELIMINARY REMARKS The information compiled in this report is from Telecom companies, Internet Service Providers, Internet retailers, postal operators, Pay TV operators, Media and Newspapers. An active subscriber is defined as one that has generated revenue within three months of the quarter under review. MOBILE AND FIXED TELEPHONE SUBSCRIPTIONS As of June 2018, the operators offering mobile telephony services included MTN Rwanda Ltd, TIGO Rwanda Ltd and AIRTEL Rwanda Ltd, and those offering fixed telephone services were Liquid Telecom Ltd, Airtel Rwanda Ltd, Tigo Rwanda Ltd and MTN Rwanda Ltd. Within this move, Mobile Telephone penetration rate recorded at the end of June 2018 was 78.1% while for Fixed Telephone it was 0.1%. 9 In the second quarter of 2018, MTN Rwanda Ltd continued to show the biggest market share in mobile telephone subscribers of 45% followed by Tigo Rwanda Ltd with 38% and Airtel Rwanda Ltd that has the market share of 17% in mobile telephone subscriptions. Figure 4: Fixed telephone service Market share per operator as of June 2018 Airtel Rwanda Ltd, 0.1% Liquid Telecom Ltd, 5.5% MTN Rwanda Ltd, 19.6% TIGO Rwanda Ltd, 74.7% As of the second quarter 2018, Tigo Rwanda Ltd had the largest market share of 74.7% of fixed telephone, followed by MTN Rwanda Ltd with 19.6%, Liquid Telecom has 5.5% and Airtel that has the insignificant market share of 0.1%. 4. MOBILE MONEY SERVICES Mobile Money as a value added service to mobile telephone has continued to be used by many mobile telephone subscribers. 11 As of June 2018, the average tariff for calling by mobile phone within a telecom operator was 38 Rwf, 38 between telecom operators, 70 for One Area Network, and 45 to call in US, Canada, China, and India.
