NOTE: Consultancy firms/companies interested in applying for this assignment are free to do so provided they submit a CV of only one qualified consultant and present its bid in a manner that would allow for evaluation of the bid in accordance with the evaluation criteria specified in these solicitation documents. That is, the experience required is that of the individual whose CV would have been submitted by the company rather than that of the company. Further, if the submitted bid wins, the ensuing contract will be between the UNDP and the company/firm, not the individual.

2 1. BACKGROUND Legal Aid Botswana (LAB) provides legal advice and represents Clients before the Magistrate Courts, the High Court and the Industrial Court. LAB deals family matters, labour or industrial disputes, contracts, damages, wills and inheritance cases, land issues and alternative dispute resolution (ADR). It endeavors to balance the scales of justice in an independent and impartial manner by making legal aid available to indigent persons as widely as possible. Legal Aid Botswana with the support of UNDP intends to engage a mobile application developer to produce two applications: 1. A USSD based system to allow users to send text messages. 2. A smart phone application, developed for android and apple platforms, downloadable from the relevant application stores. The USSD and Mobile Application systems would be used to reach clients with basic and entry level smart phone handsets. The purpose of this service is to provide a platform to facilitate initial communication between LAB and clients and provide a platform for users to submit contact details and to register as a user on the legal Aid Botswana system, as per the below listed requirements. Following this, alternative means of interaction will be used. The system should also enable legal education messages to be disseminated to a wide audience. The consultant is required to furnish a turn key solution with limited infrastructure investment requirements, preferably functioning as a subscription cloud based solution offering modern, functionality and intuitive graphic user interfaces on the front and back ends. The backend application should be a single point of contact collecting data from both USSD and mobile applications. The Back-end solution should preferably be web accessible cloud hosted, and capable to displaying, storing and reporting on, new registrations, registration details, contact details, time and dates of registration, it should be capable of generating the identified reports and any other features as to be determined through the requirements analysis. The consultant will be required to conduct a detailed requirements analysis, through an exercise engaging with LAB focal points, to clearly determine the functional requirements as well as the backend reporting and data storage requirements of the USSD and Smart phone applications.

3 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

4 1. SMS/USSD Platform The functionality of the USSD platform would facilitate 2-way communication based on a USSD code, capable of operations on 2G, 3G and 4G LTE platforms. The developer is required to register and provide a single USSD code which will be integrated with all mobile phone operators to provide services to all subscribers seeking LAB contact in the country. The developer is required to undertake all necessary registration processes with all mobile operators in Botswana (Mascom, Orange and Be Mobile/BTCL) with the objective of obtaining a single USSD code functional across all operators. The user will access the LAB system through a USSD code, the system will respond with a menu of options, enabling the user to register their details or select one of other menu options to be determined through the requirements analysis exercise. The backend of the system will notify LAB contact center operators, detailing the particulars of the new client registration, whereby the LAB contact center operators would initiate contact with the user and take them through the service registration process. The system will need to have a backend which is capable of: a) receiving messages from all mobile phone operators in Botswana; b) disseminate text messages to target audiences using the SMS platform; c) disseminate messages for appointments with Clients (the system will interface with the Legal Aid Botswana corporate system); d) monitor and produce reports that can be disaggregated by age, sex, location and employment status; e) Send an acknowledgment of receipt to the Client and issue a reference to facilitate tracking of the enquiry; f) use a zero rated return SMS system ; g) provide technical trouble shooting and back up of data for the SMS platform during the contract period; h) ensure that the system adheres to the standard privacy legal standards in Botswana; i) produce a history or log of activities; and j) simplicity, great performance, creativity and attractive design are encouraged. 2. Mobile Application Platform The mobile application platform will be available to IOS and Android users. The application will consist of a modern interface meeting all the captured functionality as identified in the requirements analysis. a) The Platform should display interfaces to capture the following information and not limited to this list: i. full name; ii. Date of birth; iii. Sex; iv. Village/town/city name; v. Omang number;

5 vi. vii. viii. ix. address Cell number; Employment status (unemployed, self-employed, employed, student); and what the Client needs help with. b) The Platform should: i. Provide a list of LAB offices and their addresses ii. Send alerts to specified addresses and cell numbers; iii. Interface with built in GPS to identify current location and interface with maps to display neared LAB offices with directions. iv. Send an acknowledgment of receipt to the Client and issue a reference to facilitate tracking of the enquiry; v. Schedule bulk messages; vi. Provide for database back up on a monthly basis which can be converted into text; vii. Link to Social media platforms; viii. Have a searchable database; ix. Be able to produce reports- the functionality of the reports will be determined by Legal Aid Botswana; x. Be made available by the developer in the various application stores for download; xi. Will interface with existing systems at Legal Aid Botswana; xii. The programming language of the application will be determined by Legal Aid Botswana xiii. Comply with data security issues in accordance with the laws of Botswana; xiv. Allow for future expansion capacity. 3. Academic Qualifications: The Consultant must have at least a Bachelor s Degree or higher in, Computer Science, Information Technology, Software Development or relevant discipline as determined by the adjudicating panel. In addition, the Consultant must possess competencies listed below. II. Years of experience: At least 3 years work experience in the design and implementation of mobile applications and SMS Technology. III. Competencies: Analytical skills, communications abilities, teamwork NB. Youth Applicants below 35 years and Female Innovators are encouraged to apply. 5. DOCUMENTS AND REFERENCES TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications and experience: 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) as well as a highlevel overview of all the proposed infrastructural requirements, with clear ilustrations and diagrams if necessary.

7 2.Proof of past USSD and Mobile application works and references: (i) submit two downloadable mobile applications which have been developed and implemented by the proposed consultant, and the contacts of the company who own the applications (ii) Two references of USSD applications which are currently in operation and use, and the references from these companies who own the applications. (iii) Website links to the proposed cloud based solutions which will be used in this project. 3. Financial proposal 4. Personal CV including past experience in similar projects and at least 3 references 6. FINANCIAL PROPOSAL The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel; All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 7. EVALUATION Individual consultants will be evaluated based on the cumulative analysis methodology. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.

Clearly explain the approach of developing the application and a clear description of the understanding of the functional requirements, together with any suggested additional functionalities deemed suitable for this project viii. Is the USSD zero rated TOTAL PAYMENT SCHEDULE Payment will be on a deliverable basis, according to satisfactory compliance and timely submission of the above mentioned deliverables. a) 50% percent of the contract price shall be paid on submission of the Design and Development of prototype for SMS and Mobisite Systems. b) 50% percent of the contract price shall be paid on completion of the Consultancy.
