1 1 BACKGROUND Onderstepoort Biological Products (OBP) is a National Public Entity (Schedule 3B) corporatized in 2000 under the Onderstepoort Biological Products Incorporation Act, 1999 *Act of REQUIREMENT OBP requires the services of a supplier to redesign, develop and maintain the OBP website, using some of the existing content as well as newly updated content, but with a revised and updated look and feel and new functionality. The new website should be highly secure, informative, engagingly interactive, user-friendly and eyecatching, as well as attractive and professional in aesthetics. It must clearly communicate the objectives of OBP as well as highlighting our work, products, events, newsletters, subscription to portal activities and other relevant resources. The new website s structure and navigation workflows: Should be less visually crowded, clean, vibrant and attractively organized. Sites that could be references for ideas include, but not limited to: 1. ; 2. ; 3. ; 4. Should enable visitors to reach the information they need in an intuitive navigation path which need not necessarily be subject to the three click rule, but more importantly result in a high success rate for task completion; Should present information in a clear, collated format, be intuitive for users and platforms, have the modern look and appeal, as well as be usable, accessible and easy to update; Should make provision for OBP administration staff to edit existing content as well as create new content; Should be mobile compatible (Tablet and Mobile devices); Should be fully searchable using the world s top search engines; RFQ for Re-designing, Developing, and Maintenance of Website Page 1 of 7

2 Should be secure and scalable and be enabled for portal collaborations; Should be developed using a suitable content management system; and Should be developed using latest web standard coding that is platform and browser independent. Should be somehow linked to DAFF s website. (when someone searches for DAFF, OBP should also automatically appear since we are an SOC under them). Target Audience The target audience for the website is demographically diverse across age, gender, language, culture and social economic status. The audience is also diverse in terms of their needs, from new and potential customers looking for animal vaccines, the general public wanting information on job opportunities, general interest stories, service providers on the lookout for business opportunities, to researchers and scholars wanting to know more about our industry. Our audiences include but are not limited to: Our Stakeholders (DAFF) and other Government departments and officials and quasi-government organisations Local, regional and international customers Partners institutions e.g. research, veterinary, etc Media (National, Regional and International) Non-Government Organisations (NGOs) and development organisations Educational institutions and professional associations OBP Staff General external publics Website Maintenance The Website should be maintained and therefore be available and performing at all times for the upkeep of the good name of OBP, as well as to support business processes. The activities required for the maintenance of the website include, but not limited to the following: Providing support per month, inclusive of ADword and SEO management for the contract period; Training of pre-selected OBP administration staff on how to use the website CMS (content management system) when required; Attend to technical functionality changes and modifications requested by OBP; Limited uploading of content or data input support, should OBP need assistance/training and telephonic support where required; Regular posting of scheduled reports/ content to the website; Holding of regular meetings to review the performance of the site ; Production of a monthly Analytics report, which will note the main website traffic trends; RFQ for Re-designing, Developing, and Maintenance of Website Page 2 of 7

3 Production of a monthly SEO (search engine optimisation) report that will review the state of the website s ranking on major search engines; and Make modifications to the site to enhance the SEO of the website. Competence Requirements The service provider should meet the following competency requirements: Be well vest in Development of Websites and Content Management System; and Demonstrate past experience. OUTPUTS Design a new website for OBP : design an informative, engagingly interactive, user-friendly and eye-catching, and professional website; Website development: develop and commission website based on agreed designs; Maintenance, support and optimisation of the website: provide ongoing maintenance, support and optimisation to keep the website relevant and engagingly interactive. 3. MANDATORY REQUIREMENTS REQUIREMENT COMPLY NOT COMPLY 2 The company providing the service must have been operational in the Web design and development space for over 5 years (Please provide a copy of the company profile) 3.1 Evaluation Criteria and Methodology The RFQ will be evaluated by using three Stages Compulsory Documents Stage 1: Check for compulsory documents All compulsory documents as indicated on page 4 shall be submitted. 4 3.1.2 Technical/Functional Criteria Stage 2: Evaluation for functionality: Tenderers must obtain a minimum score of 70% of functionality points to be eligible for evaluation in stage two. Five or more letters attached containing the following: Name of the client, Contact details Dates when work was performed = 25 points Three or Four letters attached containing the following: Name of the client, Contact details Dates when work was performed = 15 points Two or less reference letters= 0 points 25 References Methodology and approach The methodology and approach must illustrate how the service provider is going to redesign and develop the website, make it more secure, and implement skills transfer to OBP staff. Furthermore, the service provider must demonstrate how the website is going to add value and promote OBP s work. 5 BEE rating methodology with clear milestones and is the methodology technically competent enough to deliver the required project outcomes? = 40points Demonstrate in-depth understanding of the different types of redesign, develop, host and maintain website function. = 20 points Performance methodology = 10 points B-BBEE level contributor must be 100% Black owned which is level 1= 10 points more than 51% black owned level 2 =7 points less than 51% black owned level 4 = 3 points non contributor is a ZERO point 10 Focus on black economic empowerment, enterprise Development strategy for youth, SME, disable and women. Total 100 Any supplier who scores less than 80% points in terms of functionality will be regarded as submitting a nonresponsive quote. 6 3.1.3 Price and BEE Stage 3: The evaluation for Price and BEE shall be based on the 80/20 PPPFA principle and the points for evaluation criteria are as follows: Evaluation Criteria Points 1.
