1 TERMS OF REFERENCE (TOR) FOR CONTRACTS FOR SERVICES AND WORK August General Project Background Information Vietnam has undergone rapid economic growth over the last 10 years driven mainly by the processing and manufacturing sectors. To facilitate the emergence of new industries, the government has established so-called industrial zones (IZ) with the provision of infrastructure like utility, water and effluent treatment. To June 2015,300 industrial zones (IZ) existed in Vietnam. The industrial growth in Vietnam has brought about adverse change in human health of neighbouring communities and environmental quality: By the end of 2013, 92 IZs have failed to construct wastewater treatment plants. 16% of the wastewater from IZs is thus directly discharged without any treatment; Air pollution is concentrated on IZ with enterprises using obsolete technologies or lacking air emission treatment systems; and, The volume of solid waste increased significantly, 20% of it being hazardous. To tackle these issues, MPI and UNIDO jointly developed a project with the objective to introduce and implement an eco-industrial park (EIP) management system to reduce and/or eliminate GHG, water consumption, water pollution, POPs and other chemicals of global concern and to demonstrate innovative clean & low-carbon technologies and practices in industries. To achieve this objective, the project has selected three IZs in the provinces Ninh Binh, Danang and Can Tho in Vietnam and focuses on the following components: a) Policy and guidelines to facilitate the transformation of industrial zones (IZ) into eco-industrial parks (EIP); b) Capacity building on eco-industrial park (EIP) strategy and measures; c) Identification of eco-industrial parks (EIP) pilot projects; and, d) Pilot projects in industrial zones and communities, and information dissemination. The Project Document on the Implementation of Eco industrial park initiative for sustainable industrial zone in Vietnam was officially approved by the CEO of the Global Environmental Facility (GEF) on 26 December 2013 and the Detail Project Document (DPO) approved by the Prime Minister on 28 August In accordance with the approved Project Document a Project Management Unit (PMU) was established within MPI to undertake the roles and responsibilities of the execution of the overall project on behalf of the Project Steering Committee (PSC) and in coordination with UNIDO. The PMU will be headed by the National Project Director (NPD) employed and appointed by MPI. A National Project Coordinator (NPC) will also be appointed by MPI to assist the NDP in the regular monitoring of the project execution. The PMU will be operated with the professional support of dayto-day business provided by a working team consisting of a National Project Manager (NPM), a Project Officer (PO) and an Accountant cum Administrative Staff (Admin Staff). 2 2. Objective and Scope of the present service agreement In order to achieve the project s overall objective and to ensure the scaling up of its success an effective and well targeted communication strategy is being developed. The aim of the communication strategy is to (i) engage effectively with stakeholders; (ii) demonstrate the success of the project; (iii) ensure stakeholder s awareness of the project and (iv) change behaviour and perceptions where necessary. This assignment focuses on the online component of the communication strategy. The objective is to provide a regular flow of information to key stakeholders, to demonstrate impact, to showcase project success and to build strong relations among project participants. Thus, the scope of the proposed contracted activity is to (i) develop a web strategy and to (ii) create a project specific website. The website should fulfil high technical quality standards and be easily accessible to all users. The following activities are included: Activities under the Service Agreement Web Strategy Website The Web Strategy should complement the project s overall communication and marketing strategy. It should focus specifically on the question of how the project can build its online presence including (but not limited to) the following webbased elements: i) An effective website, including compliance with web standards and suggestions for high search engine results; (ii) Utilizing of social media (e.g. Apps, Facebook, Twitter etc.); and (iii) Identification of potential additional resources for online marketing. Design a fully responsive multimedia project website in accordance with the web strategy. Particular focus has to be put on the usability of the website and all its content across common platforms such as Windows and OSX and mobile systems such as Android, ios and WinPhone. Thus the utilization of any kind of flash based elements is ruled out. 1. Website concept and content production: i. Website navigation and a content proposal is developed based on key communication elements and background materials delivered by the PMU and UNIDO. The website and all its elements have to support multilingual content; ii. Concept and website content proposal is shared with project partners for inputs and approval; iii. Concept and key website content is revised to incorporate partner inputs and is approved by all project partners; and iv. The deployed content management system (CMS) shall be one of the commonly used and popular open sources respectively freeware systems such as Jomla, Typo3, Wordpress, etc. whatever appears the most appropriate. A full technical documentation of the CMS needs to be available at any time. 2. Website design and production: UNIDO/PTC/ENV-em Page 2 Jan 2016
3 v. Website design, structure and interface is produced based on the approved content and navigation; vi. Website draft design submitted to project partners for approval; 3. Website finalization, quality check and submission: vii. Website finalized and submitted to UNIDO; and viii. Approved website goes live on the Internet. 4. Monitoring of website functionality including a user statistic/tracking system (such as google analytics) and handing-over to allow the maintenance of the website. A two level access is provided to the PMU. Level 1: Access to add/edit news, and other content on defined menu levels. Level 2: full access to the entire site and its source codes on both CMS and FTP level. 5. Providing a substantial training for the PMU staff on the usage of the CMS system Level 1, including a simple manual describing the common task in the dayby-day administration of the web content 3. Deliverables and general time schedule The activities under the service agreement consist of the following deliverables and criteria: Subset of Activities Deliverables Deadline Web Strategy Website Report including (but not limited) to the following elements: Concrete strategy for the customized website Evaluation and proposal of project specific social media applications Identification and presentation of mobile website and apps possibilities 1. Website design and production Website design, structure and interface Creating graphics and adding of photos Programming of web applications Creating databases and uploading of documents 3. Website functionality and hand-over Monitoring of website functionality Swift handing-over of all website applications 10 weeks after The activities under this service contract shall be completed no later than 10 weeks after the contract is awarded. The overall time schedule for the activities to be undertaken under this service agreement is included in Annex 1 of this document. COPYRIGHTS: a) All texts, still and moving images, graphics, layouts or other kind of creative work created by the contractor shall have its copyrights transferred to UNIDO without any limitations. b) All texts, still and moving images, graphics, layouts, software or other kind of creative work which is not under the genuine intellectual property of the contractor but is used at any stage of his service and output shall have its copyrights cleared. The contractor shall hold UNIDO free and harmless from any and all claims. A detailed documentation of copyrights has to be handed over by the contractor before the release of the final payment. 4. Supervision and reporting The website is developed in close cooperation with the Chief Technical Advisor, Project Management Unit and UNIDO HQ. All documents should be provided to UNIDO with 2 printed versions and 1 electronic copy, consisting of the following electronic files: PDF file Original work files and coding the XHTML and Cascading Style Sheets (CSS) Photographs and designs The electronic copy can be provided via , if the nature and size of the files make it possible. Otherwise, the electronic copy should be provided in a CD or DVD copy. All deliverables and related documents have to be approved by UNIDO and amended if needed to incorporate required changes and improvements. 5. Language Requirements All written material submitted to UNIDO should be in English and in Vietnamese and of such quality that no additional technical editing is required. 6. Budget and reporting of financial expenditures The contractor should prepare its budget proposal based on a number of assumptions in line with the minimum requirements indicated in the activities of this TOR. The contractor should keep internal accounting bookkeeping of project s expenditures, including contractual documents, invoices and payment receipts that would be made available to UNIDO upon request. Project s expenditures shall be directly linked to the, and necessary for, carrying out the project in line with the TORs, be reasonable and comply with the principle of sound management, in particular value for money and cost-effectiveness. The contractor will work in its own facilities and with its own equipment, including its own transportation means. Costs for rental offices and office running costs (e.g. heating, electricity, UNIDO/PTC/ENV-em Page 4 Jan 2016
5 telephone, internet, etc.) should be included in the overheads which shall not exceed 7 % of the total direct costs. 7. Content of the proposal The contractor shall use a specific template for the submission of offers, both technical and financial part. These templates are provided as separate word document attached to this ToRs. The technical offers should include: Description of company s profile and structure; Number of years of experience in providing IT solutions especially in relation to fully responsive multimedia websites; CV s of key staff and programmers that will be working on this project; Description of work plan and the approach for implementing activities of the TORs; and List of similar ongoing and previous contracts with proper references including contact address (minimum three (3) referees). The financial proposal should include: Summary budget by cost categories and by project s activities; Certified financial statement for the last three (3) years of activities; and Certificate of incorporation or equivalent documentation of the legal capacity. 8. Selection Process Each received proposals will be evaluated according to the qualification requirement and evaluation criteria in Annex 2. UNIDO/PTC/ENV-em Page 5 Jan 2016

7 ANNEX2: Qualification Requirements and Evaluation Criteria The following evaluation criteria are applied to bids received. In case of a consortium/associated group of organizations, these criteria are applied to the totality of its members. The contractor must meet the following minimum qualification criteria: Criteria Description 1 Quality of the proposal: understanding the requirements 1.1 Technical soundness of the proposal including description of the proposed overall approach for web strategy and website development 1.2 Proven track record in website development and IT solutions (programming, coding, interface development etc.) 1.3 Compliance with structured web development methodology as well as with established web standards 2 Professional & Management Capacity: 2.1 Proven experience in managing the entire web development lifecycle (also mobile websites), including search engine friendly websites and appliance of flexible content management systems (CMS) (minimum of 5 years) 2.2 Profile and years of experience of proposed core team (CVs of programmers, designers and key staff) 2.3 Strong knowledge of html, site layout, Cascading Style Sheets (CSS), content management and graphics 2.4 Practical experience in developing online presence and marketing strategies for companies/international organizations 2.5 Expertise in integrating custom features or programming requirements, such as user account management, interactive features and other online tools (social media, , databases) 2.6 Demonstrated capacity to write high quality content in English and Vietnamese 2.7 Demonstrated capacity to work with a wide range of clients, such as private companies and/or international organizations 2.8 Experience in conducting training for clients for the hand-over of the webbased components Only proposals which will meet the above mentioned qualification criteria will be evaluated.
