Costs The Panama Maritime Administration looking forward to improve in his services introduce: FAST SERVICE: This service allows the applicant to get a PRIORITY status at the moment of the evaluation. Please note this status is only for new application. It would not be apply to existing application. o The cost of courier has to be paid by the applicant. o The FAST SERVICE would be accepted until two (2) hours before closing hours of the Regional Documentation Office that attends your Consulate. o All FAST SERVICE is subject to the Evaluation process and must fulfill the requirements of the application. o The FAST SERVICE is not applicable under the Decree 75 of 19 July 1990 about the Consular fees of the services provided. o The Consulate is in the obligation to search for FAST SERVICE applications submitted by their brokers in the section EVALUATION of Intermediaries Application, so the process can continue.

3 DEFINITIONS For the purpose of this manual and in accordance with Resolution J.D , which holds the National and International Standards for Training and Certification in accordance with the STCW 78, as amended, highlight the following definitions. Maritime Training Center (MTC): Means an educational institution especially designed for the maritime training, which has training programs, experienced qualified instructors, quality management system, facilities with teaching classrooms, equipment and simulators, and that has been recognized by the GDS of the PMA, complying with the established requirements by the STCW 78 Convention, as amended, and the current and applicable legislation. The educational institution must have its own facilities; and in the case of having agreement(s) with other institutions, must guarantee the usage, control and maintenance of the facilities. Course Certificate: Means a document issued to seafarers by a MTC recognized by a State Party, which complies with the pertinent dispositions of the Convention STCW 78, as amended, which constitutes documentary proof or evidence of the approved training of the competencies required by the Convention STCW 78, as amended. Certificate of Proficiency: Means a certificate approved and issued by the GDS or other State Party, other than a certificate of competency, in which is stated that the relevant requirements of training, competencies or seagoing service in the Convention have been met. When the certificate of proficiency has been issued by other different State Party, it can be endorsed by the PMA.

4 1. CERTIFICATE ENDORSEMENT On the main screen must select Certificate Endorsement, as shown in the picture. Step 1 Starting the Application: Once you select Certificate Endorsement, another screen would display where you have introduce the information of the Certificate of Competence of the applicant, also below would have two additional options: Special Cost: once you select a box will display in which have to introduce the IMO number from the vessel as per the company letter. (This special cost is in accordance with RES. J.D ). If the IMO number were not register, a message will popup The IMO number is not compatible, no discount would be assign. Fast Service: Once you select this option the application would get a status of PRIORITY before the others applications. This service will have a cost of B. / Balboas. This cost would be shown in the Official Receipt.

5 STEP 2 Personal Details: On the next screen you would have to introduce some information (first/second name, First/second Surname, Passport Number) of the applicant to check if it s already in our system. If it does not pops up, a message will pop no elements as per your search has been found so you would have to select the option insert to continue with the process of registration. On the next screen you must fill-up the form with the personal information of the applicant as shown in the PASSPORT. Note: please insert the consulate s

6 STEP 3 Applicant s Documents: The next screen will show the requirements for the selected capacity. In this step you must attached all the documents stated in the form and insert the expiry date of each document. On the screen would see a section call OPTIONAL COURSES, this is only for Security courses (in this ex. IMO 3.26 or 3.19), also a section call Marine Training Center, in Spanish CFM, in which a Verification Cost (B. / 50.00) can be charge to your application, please refer to the table below: Situations Action Verification cost Note: If the Course Certificate is issue by an Authorized Maritime Training Center of Panama If the Certificate of Proficiency is issue by another State Party according to the STCW 78 as amended, and has no RESTRICTIONS with PMA. If the Course Certificate is issue by another Maritime Training Center authorized by another State Party and has no RESTRICTIONS with PMA. Select the MARINE TRAINING CENTER, who issue the certificate Select the option CERTIFICATE OF PROFIENCY ISSUED BY ANOTHER ADMINISTRATION Do not choose any option NO NO YES * In this section the Course certificate or the Certificate of Proficiency must by attached. * If a Course endorsement was issued, please attached it, but this do not exempt from the PENALTY of verification to the applicant. * Exe. No CFM was choose. Once complete the process of attaching all the pertinent documentation a DISCLAIMER of acceptance of responsibility would be display in red color. If agree please check the box.

7 STEP 4 Printing the Acknowledgment receipt: In this section would display the information of the application, applicant personal information, and Cost information. * Exe. Please remember we had chosen SPECIAL COST.

8 A. COSTS Once in the screen of Cost you can search for the application by the application number, Marine ID, name or passport of the applicant.

9 According to our example, the total top ay is B. / , segregated as: B. / Consular FEE B. / Certificate Endorsement (Special Cost) B. / Verification Cost of the Security course. Please select SAVE and continue in the next screen selecting preview and print where you can print the OFFICAL RECEIPT.

11 B. Biometrics On the main screen select the option Biometrics for application There are two (2) ways to capture the Biometrics: 1. By using the option photo and signature in which allows you to capture the photo and the signature individually.

12 2. By using the option BackOffice in which allows you to capture the photo and signature in a same page. After selecting the photo always click at CUT PHOTO to save it. Do the same procedure for the signature. After selecting both options click SAVE and then ACCEPT to complete the process of Biometrics.

Issuing On the main screen must select issuing, Once in the screen of Issuing you can search for the application by the application number, Marine ID, name or passport of the applicant or FAST application. Once you find the application select the arrow to continue the process of issuing the Transitory Certificate. Select the type of paper, introduce the serial number of the Value Document, and select confirm then Preview and Print After printing the document please confirm the printing so the process of Issuing will be complete.

Individual Certificate Application On the main screen must select Individual Certificate Application STEP 1 Starting the Application: On the next screen must select the capacity and grade in which you will apply. (Example we choose OILER.) Special Cost: once you select a box will display in which have to introduce the IMO number from the vessel as per the company letter. (This special cost is in accordance with RES. J.D ). If the IMO number were not register, a message will popup The IMO number is not compatible, no discount would be assign. Fast Service: Once you select this option the application would get a status of PRIORITY before the others applications. This service will have a cost of B. / Balboas. This cost would be shown in the Official Receipt. Once complete to fill-up the data, please click continue bottom. * In this example the FAST SERVICE will be check.

Action Select the MARINE TRAINING CENTER, who issue the certificate Select the option CERTIFICATE OF PROFIENCY ISSUED BY ANOTHER ADMINISTRATION Do not choose any option *ONLY NEED TO SELECT ONE (3.27, 3.26 or 3.19)

18 A. Costs Once in the screen of Cost you can search for the application by the application number, Marine ID, name or passport of the applicant. According to the example, the Total to pay is B. / , segregated as: B. / Consular Fee del costo de manejo consular B. / Certificate Application as Cook MLC B. / Fast service Fee.

19 Please select SAVE and continue in the next screen selecting preview and print where you can print the OFFICAL RECEIPT. *please select confirm print to finish the process of COST.

Select the type of paper, introduce the serial number of the Value Document, and select confirm then Preview and Print After printing the document please confirm the printing so the process of Issuing will be complete.

23 3. Course Endorsement / Certificate of Proficiency / Endorsement of Certificate of Proficiency On the Main Screen select Course Endorsement. Step 1 Starting Application: Once you select Course Endorsement application, next is to choose: The Course: a list of endorsable courses will show. Delivery place: country in which the certificate would be delivering. Extension and Validity: If select YES, means to extend the course and an additional cost would be charge, If select NO only would charge for the endorsement. *IMPORTANT NOTE: All the TANKERS courses (IMO 1.01, 1.02, 1.03, 1.04, and 1.05) will only accept for issuing Certificate of Proficiency (COP) or Endorsement of Certificate of Proficiency (RCOP), in the following situations: - A Certificate of Proficiency will be issue only to the Course Certificate issue by Authorized Maritime Training Centers of Panama. - An Endorsement of Certificate of Proficiency will be issue to the Certificate of Proficiency issued by another State Party in accordance with STCW 78 an has no restrictions with the PMA.

In this step you must attached all the documents stated in the form and insert the expiry date of each document. On the screen would see a section call CFM, meaning to Marine Training Center, in Spanish CFM, please refer to the table below: Situations If the Course Certificate is issue by an Authorized Maritime Training Center of Panama If the Certificate of Proficiency is issue by another State Party according to the STCW 78 as amended, and has no RESTRICTIONS with PMA. Action Select the MARINE TRAINING CENTER, who issue the certificate Select the option CERTIFICATE OF PROFIENCY ISSUED BY ANOTHER ADMINISTRATION If the Course Certificate is issue by another Maritime Training Center authorized by another State Party and has no RESTRICTIONS with PMA. Do not choose any option * This table only applies to those courses that are not TANKERS (IMO 1.01, 1.02, 1.03, 1.04, 1.05)

27 *IMPORTANT: All the TANKERS courses (IMO 1.01, 1.02, 1.03, 1.04, and 1.05) will only accept for issuing Certificate of Proficiency (COP) or Endorsement of Certificate of Proficiency (RCOP), in the following situations: - A Certificate of Proficiency will be issue only to the Course Certificate issue by Authorized Maritime Training Centers of Panama. - An Endorsement of Certificate of Proficiency will be issue to the Certificate of Proficiency issued by another State Party in accordance with STCW 78 an has no restrictions with the PMA. Both Certificates will have a cost of B. / Each one. Situations If the Course Certificate is issue by an Authorized Maritime Training Center of Panama If the Certificate of Proficiency is issue by another State Party according to the STCW 78 as amended, and has no RESTRICTIONS with PMA.
