Welcome to the Academy Since the terrorist attacks of September 11 th, governments and the nuclear industry have spent considerable time and money on upgrading physical protection arrangements at nuclear sites to meet more stringent corporate and regulatory requirements. WINS estimates that the average nuclear power plant now consumes up to 10% of its operating budget on security. Security is therefore increasingly expensive to implement and lapses in security potentially damaging to corporate reputation and much worse. That is why human performance associated with the security programme must be at a level where stakeholder relationships, financial and project management and technical support can be managed effectively and efficiently as a strategic business activity. However, our research has identified the root cause of most incidents as a lack of human performance, often expressed in confused management practices, poor security culture and unclear accountabilities. This underscores the need for all stakeholders in the nuclear community from the Regulator to the Operator to the Incident Responder to receive substantive training on the development of effective and efficient security programmes that can meet the challenges posed by terrorist groups, organised crime, protesters and cyber attacks, among other future threats. Until now there has not been a certified training programme specifically developed for nuclear security stakeholders. That is why we created the WINS Academy, to provide a high quality professional development and certification programme for practitioners. As the first international certification programme of its kind, participants can now receive the professional recognition they need to demonstrate their expertise in the management of complex and expensive security programmes. Underpinning WINS and the Academy programme is a commitment to quality, as demonstrated by our achievement of ISO 29990:2010 certification for our learning services. As the first learning body in the nuclear industry to achieve this designation, we hope the Academy supports the efforts of a large number of States and nuclear operators who have committed to ensuring that all personnel with security accountabilities are demonstrably competent. At the concurrent 2014 Nuclear Industry Summit, leaders of the nuclear industry also committed to: Ensure that all personnel for security are demonstrably competent by establishing appropriate standards for the selection, training, and certification of staff. WINS SURVEYS After conducting extensive research, WINS has estimated that on a conservative basis more than 200,000 people worldwide have accountabilities for the security of nuclear and other radioactive material. Surveys of our members indicate that: 50% have no professional development or training opportunities for nuclear security. 80% are interested in the professional development opportunities available through the WINS Academy. 3

5 Achieving a Standard of Excellence In December 2014, WINS was awarded ISO29990:2010 certification for our learning processes. The objective of the ISO Standard is to improve and standardise the quality of education and training in non-university settings, including corporate training, vocational schools and life-long learning programmes. Earning this certification places WINS in an elite group of educational leaders. WINS was also named an honouree of the 2015 CSO50 Award in recognition of our innovative work through the Academy. This prestigious honour is granted to a select group of organisations that have demonstrated that their security initiatives create outstanding business value and thought leadership. This is a full fledged course, excellent for preparing Scientists, Technicians and Engineers to effectively engage in nuclear security. Fair, reliable and valid exams are systematically reviewed by experts to ensure clarity and freedom from bias. EXAMINATION Once participants complete a Module, they have the option to sit for an exam. Participants who successfully pass the exams for both the Foundation Module and one Elective Module receive certification from WINS and are invited to join the WINS Academy Alumni. I found the WINS Certification process to be organised, the communication was good, going through Pearson VUE added to the credibility, and as far as certification goes it really is needed for nuclear security.
