1 So You Want to be a Taxi/Limousine Driver The following steps must be completed Required Documents: $ Driver Application - Criminal Record / Vulnerable Sector Check - Drivers (client use) Abstract - Two Passport Photos (2"X 2") dated & stamped Applicants who may have a concern with either their driver abstract or criminal record report, should submit an application to the taxi office prior to attempting English language testing. Step 1. English Language Test: pass mark - 40/50 $50.00 (Paid Directly East Coast School of Language) Applicant must make an Appointment with East Coast School of Languages by calling PHOTO I.D. REQUIRED Step 2. Driver Knowledge Test: 3 exams: 1/ Taxi By-Law T-1000 & Admin Order 39, 2/ Streets & Roads, 3/ Buildings & Common Locations Each exam is permitted 1 hour to complete and each exam pass mark is 70% A Sensitivity Training Video is conducted following the exams. On successful completion of steps 1 & 2, applicants will be eligible to receive a one year temporary licence but must provide proof of registration of step #3 before licence will be issued. Step 3. National Certification Program (NSTHRC) $ (Paid Directly to TIANS): Once you register with TIANS, your temporary driver licence can be issued and you will have 12 months to complete this program, failure to do so will result in your temporary licence being terminated. IMPORTANT: The National Certification Program must be complete within 12 month from the issuance date of your temporary license, failure to complete National Certification will result in your licence being terminated. 5 EAST COAST SCHOOL OF LANGUAGES Oral Test of English Proficiency For HRM Taxi & Limousine Services SPEAKING TEST: A. Picture Assessment 25 points B. General Conversation 25 points Scoring: Total Points: 50 Applicants must achieve 40 points to pass. Applicants with points may retake the test after 2 months. Applicants with points may retake the test after 3 months. Applicants with fewer than 30 points may retake the test after 6 months. General Test Objectives: To test the ability of applicants to function/communicate in English. To test the ability of applicants to use appropriate language structures. Specific Test Objectives: A. Picture [25 points] This part of the test is designed to test the applicants' ability to use "grammatically correct" English. It assesses the applicants' use/understanding of: question forms; ways of making suggestions or giving advice; tenses (past, present, future); and so on. This is the basis of the test assessment; however, applicants' responses are often unexpected, and latitude is given to applicants who respond well -- provided that their meaning is conveyed and can be understood clearly. B. General Conversation [25 points] This part of the test is designed to test the communicative skills of applicants in everyday conversation/situations. Many may score highly since they communicate very effectively; although they make mistakes in English, they understand and respond well to the comments, requests, or questions of native speakers. 6 CERTIFICATION CRITERIA Registration Cost: $ Plus HST = $ Payable when driver qualifies for their temporary license. Examination: 100 multiple choice exam questions Unsuccessful examinations can be rewritten for an addition $50.00 Appeal Procedure: If a candidate disagrees with his/her score, he/she can appeal within 30 days from receiving the result. The candidate s examination will be hand scored upon submission for a fee of $50 + HST payable to the Tourism Human Resource Council. If a mistake was made by NSTHRC the fee will be refunded. Exams are scheduled every Monday. Alternate days will be by special request. Oral examinations are available upon request. Performance Review: Provided to the Candidate along with the National Standards Industry Evaluation: Conducted after successfully completing the examination Appeal process is available if the candidate does not pass the performance evaluation. Re-evaluation is available upon request. NSTHRC reserves the right to re-classify a candidate to inactive should reasonable evaluation attempts prove unsuccessful. Candidates who have been inactive in the Certification process for two years or longer will be required to reapply for Certification including the exam writing and any associated costs. The candidate is responsible for: booking an appointment to receive their training materials, booking the examination dates, and requesting the industry evaluation. Nova Scotia Tourism Human Resource Council will make every effort to assist the driver in successfully completing the examination, and performance evaluation.
