3 AQTF 2007 AUDIT REPORT Standard 1: The RTO provides quality training and assessment across all of its operations Audit conclusion Result The RTO was non compliant with this standard due to the non- compliances in elements 1.4 and 1.5. Compliant Element 1.4 Staff Qualifications Non-compliant The RTO was not compliant with this element because with the hospitality trainers and assessors there were no qualification and vocational Not audited Page 3 of 13
4 experience details for Graeme Krause on file, Lee Parker had to demonstrate equivalent qualifications in hospitality and Andre Smaniotto was awaiting a qualification in SIT30807 to place on file. Action: Food & Beverage Commercial Cookery: Need SIT30807 Completion Qualification on file for both Andre Smaniotto and Lee Parker. Both completion certificates are due from Wodonga Institute. As at updated qualification certificates are on file. Graeme Krause trainer qualifications are stored on file. Recommendations It is recommended that the RTO keep qualifications on file for all trainers and assessors. Element 1.5 Assessment The RTO was not compliant with this element because the assessment tools for the qualifications on scope did provide guidelines to candidates and assessors on which to judge competence and the context in which the assessment task would take place. There were insufficient instructions to assessors and candidates about the assessment criteria for tests, assignments and practical activities. There were no sample answers for assessors to ensure consistency although Ms Rozanitis, the Training Coordinator stated that this was currently being addressed. Action: Security Require: A context of assessment for each unit of competence Instructions for the assessor Answers for each assessment The security qualifications had tests and practical scenarios for assessment methods but these needed to have additional details about the assessment criteria and instructions to the candidate and assessors and the context of the assessment. There were some group exercises for assessment requirements (eg PRSSO302A Maintain a Safe Workplace and Environment) but the criteria to assess the group was not documented. The entire Security qualification has been re-written and these issues have been addressed. For CHC10102 Certificate I in Work Preparation there was insufficient detail on the assessment materials. Action: No students to be enrolled into qualification until assessments have been improved. To be completed by the end of April Page 4 of 13
5 Standard 1: The RTO provides quality training and assessment across all of its operations Audit conclusion Result The assessment materials for SIT30807 Cert III in Hospitality (Commercial Cookery) did not have assessment criteria and in some units sampled (SITHCCC027A Prepare, cook and serve food for food service, SITHCCC028A Prepare, cook and serve food for menus) the assessment exercises did not cover the depth of knowledge and skill detailed in the units of competency. Action: Assessments have been reviewed and updated to ensure depth of knowledge is assessed. Student records of assessment (Helen Guido, Jacques Fucile) did not record sufficient detail on why they had been judged competent. Action: Student files have been reviewed. Assessment pieces have been improved and more information/details of assessments outcomes to be stored in trainee files. Recommendations It is recommended that the RTO develop and implement assessment tools that meet the requirements of the Training Packages and accredited course on scope. It is recommended that all assessment tools have clear instructions for the candidate and assessor and assessment criteria on which judgements about competence are decided. It is recommended that an assessor s guide be developed and sample answers where relevant. It is recommended that the RTO record details in student files of assessment tasks and outcomes. Action: Security qualification has been re-written and assessment tools have been improved with clearer instructions and answers. In addition units Follow Workplace Hygiene Procedures and Responsible Service of Gaming have been reviewed and improved to reflect recommendations. More scenarios have been created to give a range of operational circumstances as suggested by the auditor. This will also be reflected in student s files as assessments and their outcomes are clearer. Strengths Compliant Non-compliant Not audited Page 5 of 13

7 Standard 2: The RTO adheres to principles of access and equity and maximises outcomes for its clients Audit conclusion Result The RTO was not compliant with this standard due to a non compliance in 2.5. Element 2.5 Access to Records Compliant Non-compliant The RTO was non compliant with this element because the learner material did not communicate to students how to access their records. Recommendation It is recommended that the RTO include on its student information a procedure to access records. A statement appears on page 4 of the Crown Student Diary. 9 Condition 6 Certification And Issuing Of Qualifications And Statements Of Attainment Audit conclusion Result The RTO was not compliant with this condition because a staff file contained a qualification awarded to Greg Beard in September 2006 titled a Certificate IV in Training and Assessment with the code BSZ It was not clear what qualification he had completed as title and code are not correct. The coordinator, Ms Rozanitis stated that these issues had been eradicated since the introduction of VETRACK. Recommendation It is recommended that the RTO ensure qualifications are awarded with the correct title and code. Action a new certificate has been printed for Greg Beard. Trainer records have been updated and a new certificate has been sent to Susan Morris (Gaming Machines Training Manager) and Greg Beard. 5/10/09. In summary: The Security qualifications PRS20103 and PRS30103 Certificate II and III in Security Operations have been superseded by the CPP20207 Certificate II in Security Operations and the CPP30407 Certificate III in Security Operations. Crown Melbourne Limited has re-written all training and assessment tools including Delivery & Assessment strategy and mapping documents for each unit of competence for the CPP20207 Certificate II in Security Operations in line with the Australian Quality Training Framework. Our student management system VETTRAK ensures correct Certificates and Statements of Attainment are printed/awarded and recorded in the system. Our Culinary Trainers have also been upskilled to the updated SIT30807 Certificate III in Hospitality (Commercial Cookery) and their qualifications are stored on file and easily accessible. Assessments have been improved to provide more information to the learner and a variety of assessments have been introduced to ensure sufficient information is collected and recorded prior to the final result. CHC10102 Certificate I in Work Preparation is under review and due to be completed by the end of April.
