Cagayan Electric Power and Light Company, Inc. [CEPALCO] began its operations in 1952 with a modest power generating capacity of 5000 KW and a customer base of only 750. Today, CEPALCO has over a hundred thousand residential, commercial and industrial customers within its franchise area that covers the City of Cagayan de Oro and the Municipalities of Tagoloan, Villanueva and Jasaan, all in the Province of Misamis Oriental, including the 3,000- hectare PHIVIDEC Industrial Estate. CEPALCO is now the 3rd largest electric distribution company in the Philippines, outside of Meralco. The company s growth in energy consumption has consistently been among the highest in the country. Page 6
CEPALCO Goals of Distribution Automation Current situation Manual operation and slow reaction to events and critical situations Future Smarter, proactive and self-healing grid CEPALCO chooses RuggedMAX a 4G Wireless Technology as an alternative for last miles communication infrastructure since fiber and broadband PLC was not economically feasible to deploy Page 7
CEPALCO Wireless Requirements Distribution Automation Device Hardware Rugged design, IEC , IEEE 1613 IP67 small form factor to install in recloser control cabinets Power Supply Internal power supply 12, 24, 48 Vdc Optional support for PoE (Power over Ethernet) Interfaces and Protocols Ethernet and/or Serial IEC 61850, support for L2 multicast and VLANs Support for legacy protocols (DNP3.0, IEC ,...) Latency Low latency for control signals, < 100ms Throughput High throughput to support non-operational data Other potential applications: video surveillance, VoIP, AMI backhaul, field force automation, etc. Uplink Biasing Configurable duty cycle, desirable up to of 75% uplink and 25% downlink Range Up to 5-20km Security Encryption, authentication, MAC address filtering Page 8
Getting wireless communications infrastructure right is critical Benefits Own Infrastructure Full control over the network, non-dependent on third-party providers Reliability & Availability Additional security, channel availability during emergencies IP Based Communications Private Broadband IP Wireless WAN and MAN Multiple Applications Different applications sharing one common communications architecture Choosing Private Network compared to Public Network Page 9
Quad Play Multi Service AMI Backhaul SCADA Distribution Automation Mobile Workforce Broadband Rates Mb/s throughput Wide Area Wireless Coverage 5-40 Km Range Page 10
Quality of Service Considerations Quality of service is much more important in wireless networks Page 11
