3 Case study 3 Challenge Distributing power more efficiently Electricity is delivered to consumers via the medium-voltage distribution network. The reliability and quality of the energy supply depends very much on that. Malfunctions in distribution networks cause the majority of breaks in electricity supply. Reliable energy supply is becoming more important as societies are becoming more dependent on energy. Hence energy companies are looking for solutions to improve the reliability of their distribution networks. One of the key means is to increase the intelligence of electricity grids. The underlying communication network is a critical building block of this evolution. When the power grid is made smarter, the number of remotely operated devices such as sensors, switches, reclosers, and sectionalizers will grow significantly. The power grid operator must be able to control all the devices within the grid remotely. Fixed wire connections are expensive and the growing number of smart grid devices requiring a network connection further increases the cost. In contrast, wireless communication technologies such as TETRA can provide cost-efficient connections for the grid devices. Moreover they are easier to scale and upgrade. Distribution has to be reliable, with minimal outages. Distribution automation is the way to achieve this goal. According to a definition of the Institute of Electrical and Electronics Engineers (IEEE), distribution automation is a "system that enables an electric utility to remotely monitor, coordinate, and operate distribution components in a real-time mode from remote locations." The main business goal of distribution automation is to achieve: improvements in terms of operational efficiency service reliability. In other words, distribution automation can achieve better quality of service for the customers. It is typical of distribution automation systems that when faults or other disturbances are detected, they require no or at most, very little manual intervention (hence automation ). The system automatically takes corrective action.

4 4 How to implement power distribution automation with TETRA Fault Detection, Isolation & Restoration (FDIR) allows the grid to be remotely reconfigured in order to mitigate or prevent outages. Extended monitoring capabilities allow for more proactive as well as reactive strategies to optimize distribution system assets and extend therewith the equipment lifetime. Figure 1. Limiting fault range with a switch one of the main benefits achieved with Distribution Automation. There are three important steps in Distribution Automation: 1. Fault Detection by monitoring the network. Faults and disturbances are reported automatically to control cen-tre and SCADA system (Supervisory Control and Data Acquisition system). 2. Isolation. If possible, the fault is iso-lated by disconnecting switches or other network elements. Isolation limits the effect of the single fault to a much smaller group of customers. It might be possible to reroute and this way return the service immediately. 3. Restoration. The fault is corrected and service is restored to customers phase by phase with the help of re-motely controllable switches and other network elements.

5 Case study 5 Secure and reliable wireless network for Distribution Automation Fixed connections become extremely expensive with a growing number of smart grid devices that require a network connection. In contrast, wireless communication technologies such as TETRA can provide cost-efficient connections for the grid devices. What's more, wireless networks are easier to scale and upgrade. Wireless systems do not depend on cables: overhead cable breaks caused by storms, for example, do not break the wireless communications. The key requirements for the communication solution for distribution automation systems are: First-class security High reliability and availability Good scalability Low latency. An Airbus Defence and Space TETRA wireless network offers excellent security for power companies: voice and data communications are fully protected by encryption against eavesdropping, while unauthorized access is eliminated because users must be authenticated before they can communicate. Latency requirements can be met with the data services in Airbus Defence and Space TET- RA systems. These data services can be used as a highly reliable transport layer for distribution automation messages, thus offering improvements in response times. TETRA from Airbus DS offers versatile integration options for the different applications that power companies are using or are developing for their future use. A variety of SCADA protocols can be carried over TETRA transport (for example IEC101/104, MODBUS, or DNP3) in systems from Airbus DS. As a global standard, TETRA enables the market to enjoy a wide choice of products at competitive prices and with innovative features. A healthy ecosystem that continues to evolve the technology means that solutions are future-proof and can be used in small and large networks, so the network can grow in line with a company s operations. 6 6 How to implement power distribution automation with TETRA Case KEPCO a success story The Korean company KEPCO has a major role throughout the value chain in the power industry (see Figure 1) the generation, transmission, distribution, and retail sales of power in the country. KEPCO holds 100% of the transmission and distribution market and 88% of the power generation market as well. The company is 51% owned by the Government of South Korea. Figure 2. 7 Case study 7 What did KEPCO look for? KEPCO is one of the biggest energy companies in the world and faced with challenges that are familiar to all power companies. Keeping up old analogue radio system and using leased lines was getting expensive. Also the way of working for the company and its employees was changing: data communication needs were becoming day-to-day business, and security and availability of communications were becoming more important. In 2007, KEPCO started trialling a new communication system based on TETRA radio communication solutions from Airbus Defence and Space. The communication system was selected to meet the company's needs especially in automated field operations; in control and measurement such as Power Distribution Automation; and in Automatic Meter Reading. Above all, KEPCO wanted to serve the customers better. For example, they wanted to shorten the response times in power outage situations - and when possible, avoid outages completely with improved control of their network elements such as transformers. When the information about heavy load in some transformers is received and processed quickly, the load can be diverted to other transformers without any disturbance towards end-customers. Another objective was efficient management of their mobile workforce. The KEPCO network has grown in steps. The TETRA radio communication network from Airbus DS can be built according to the customer s needs: it grows when the company needs this; more communication capacity and coverage can be added very flexibly. 8 8 How to implement power distribution automation with TETRA Solution: Power Distribution Automation Automation of power distribution was one the main objectives when KEPCO planned the TETRA project. Today, KEPCO uses their TETRA network for the remote control and monitoring of various equipment on the distribution network. In fact, the new network provides control speed that is comparable to optical communication. Using the Airbus Defence and Space TETRA network in Power Distribution Automation has achieved significant time savings: Control time before: using TETRA: Monitoring time before: using TETRA: 5 s 1,8 s 10 s 4 s There is a shorter wait for corrections, and many faults can be avoided completely, since faults are detected, isolated and restored quickly. The Airbus DS TETRA communication network transports the messages that flow between control room systems and switches in the field quickly, securely and reliably (DNP protocol). When the distribution automation system covers all branches, the trouble spot can be pinpointed automatically if a breakdown occurs on KEPCO's distribution network. This dramatically reduces the blackout time and affected areas. In 2011, the rate of power loss in distribution was reduced to 3.69%. KEPCO's distribution automation covers 75,500 automated switches. 9 Case study 9 Solution: Transformer Monitoring KEPCO is responsible for transmission and distribution of power in whole of South Korea. The company controls a huge number of different network elements such as transformers, substations and switches. There are around 1,8 million transformers in the electricity network. KEPCO uses the IP Packet Data service in their Airbus DS TETRA radio communication system to remotely monitor the load and status of transformers. This solution offers major savings in operational cost to KEPCO. Figure 5. KEPCO s Transformer Monitoring System.

10 10 How to implement power distribution automation with TETRA Solution: Mobile Workforce Management Distribution maintenance vehicles When the KEPCO control room receives a fault or low power report requiring maintenance, they despatch personnel to fix the fault. The maintenance vehicles are fitted with GPSequipped TETRA radios from Airbus DS, so their position can be seen on a digital map. The control room can send the fault information directly to the person in the vehicle. When the fault is fixed, the personnel can send the recovery report directly from the vehicle to the control center. What's more, the distribution system also gets an update on the status of the fault correction. Figure 6. KEPCO s Distribution Maintenance Vehicle System.

11 Case study 11 Benefits for KEPCO The reliable and secure TETRA radio network from Airbus Defence and Space has been the key in enabling KEPCO's ambitious plans to increase the intelligence of the energy grid and improve the quality of service and customer satisfaction. KEPCO use TETRA to transmit data between the control center, the remotely operated network units such as switches and transformers, and the SCADA system. Monitoring and controlling the large number of units according to KEPCO's high standards is possible thanks to the reliable and secure TETRA network from Airbus DS. KEPCO s communication network has made it possible for them to develop and adopt a number of useful applications. A whole family of different IT applications is connected via TETRA s secure and reliable data service. For example: Power Distribution Automation Transformer monitoring Maintenance vehicle communication with fault and correction reports Wind velocity monitoring Patrol vessel location monitoring. KEPCO have now finished installing the distribution automation system in all the 190 branches, and it covers 75,500 automated switches. The benefits from this project are impressive: Trouble spots can be pinpointed automatically when there's a breakout in the distribution network. This reduces the blackout time and the affected area. The rate of power loss in distribution in year 2011 was reduced to only 3.69%. Response times are dramatically shorter. The average power outage time per customer was only 12,4 minutes in year The shorter response times have brought better customer satisfaction. Operational costs have been lower, thanks to the efficient communication system and to the applications built on top of that. KEPCO are real pioneers in the power industry, and they have systematically developed the re-liability of their power distribution network year after year. To achieve better reliability of the energy supply, they have strived to prevent failures in advance with the help of modern equipment and technologies. This way, they have minimized recovery times and the areas affected by breakouts. In addition, they have further improved the overall efficiency of their operations.
