Summary of CATV Options July 19, 2005

Committee s s Goals Analyze capabilities of each system Determine lifespan of each system Analyze cost of each system Evaluate future value

System Capabilities Current system Can offer only current level of services without upgrades.

Pros & Cons Current system Pros Minimal annual dues increase Cons No more capacity for additional channels or services Difficult to attain government standards Residents frustrated with services offered

System Capabilities Hybrid Fiber Coaxial Current technology for cable systems today Offer 200+ RF video channels Capable of delivering up to 10 Mbps to DOCSIS cable modems. Typical is 3-44 Mbps down/ 384 Kbps up. Can deliver best effort voice services. Not recommended for primary voice service.

HFC Pros Pros & Cons System is scalable. Can decrease homes per node over time. No change to home wiring.(in most cases) Can offer RF analog and digital video service. Do not need set-top top box for analog channels. Some areas of the community already have technology.

Present Home Wiring Family Room Den Bed Room Garage Kitchen Bed Room Entrance box TV, Telephone

Pros & Cons HFC Cons Reserve for deteriorating cable Maintenance may cause service disruptions to more residents Shared data network. Limited bandwidth Active components in the field with limited system monitors

System Capabilities Fiber to the Home (PON) Offer 200+ RF video channels Capable of delivering up to Mbps to ONT device. Typical is Mbps down/ Mbps up. Can deliver primary voice services via ATM or VoIP.

FTTH Home Wiring Family Room Den Bed Room Garage Kitchen Bed Room Entrance box TV, Telephone, Data

Pros & Cons FTTH (BPON) Pros Most commonly deployed Fiber to the Home technology Can offer analog and digital video service. Do not need set-top top box for analog channels Can offer voice services Fiber has longer reserve life than copper Fiber has more capacity than copper No active components in the field except at customer premise Comprehensive network management software Probable increase to property value

Pros & Cons FTTH (BPON) Cons This technology is expensive Bandwidth of terminal devices limited. Not suited for IP video. May have to run CAT 5 cable to P.C. for data services.

Pros & Cons FTTH (Wave 7) E-PONE Pros More bandwidth for additional services. Can offer analog and digital video service as well as ip video. Do not need set-top top box for analog channels. Can offer voice services. Fiber has longer reserve life than copper. Fiber has more capacity than copper. No active components in the field. Comprehensive network management software.

Pros & Cons FTTH (Wave 7) EPON Cons This technology is expensive Proprietary system technology May have to run CAT 5 cable to P.C. for data services.

Wireless System Capabilities Current level of Dish Network or DirecTV services. (Approximately 130+ channels) With a dish on your house Broadband capable of delivering up to 10 Mbps to terminal device (WNT). Typical 1 Mbps down/ 384 Kbps up Can deliver best effort voice services. Not recommended for primary voice services. (Use cell phone instead.)

Wireless Pros & Cons Pros RMA would not maintain a cable system Streets would not have to be dug up to place cable More channels available than currently receiving. Internet access possible in most areas of the community

Pros & Cons Wireless Cons Active components out in the field Environmental elements may affect performance of network Limited network capacity System components are more noticeable Additional services cost more Wiring needed from dish to access point Dish on every house could be perceived as unsightly Need a box on every television to receive video

Reserve Timelines Current system Was state of the art technology 30 years ago. Now virtually obsolete HFC Copper cable yrs., Electronics 7-10 yrs FTTH Fiber 30 yrs., Electronics 15 yrs Wireless Core Infrastructure yrs.

Construction Costs FTTH $5,785,318 (BPON or Wave 7) HFC $2,766,217 Wireless $2,569,710

Construction Costs Special Assessment FTTH $29.21/resident/month HFC $13.96/resident/month Wireless $12.97/resident/month

Recurring Monthly Costs FTTH HFC Wireless $29.34/resident/month $27.78/resident/month $31.39/resident/month

Revenue FTTH HFC $10.47/mo./resident (No Assumptions) $10.47/mo./resident (No Assumptions) Wireless N/A

Cost for Separate Services Television Avg. $50/month Telephone Avg. $50/month Internet Avg. $25/month

Cost of Bundled Services The total cost for bundled services including assessment would be $120/month/resident Surewest charges $140 per month.

System Worth Current System Possible Comcast Minimum Price HFC Comcast, Starstream, Cox, Time Warner FTTH - SBC, Frontier, Surewest, Sprint, Qwest Wireless?
