3 1. Introduction Vendors are invited to submit Proposals for the upgrade and enhancement of the Port Alberni Port Authority (PAPA) security camera infrastructure. 2. Project Information a. Overview The Port Alberni Port Authority requires an upgrade and enhancement of our current security camera infrastructure. PAPA is currently accepting proposals for the following locations : b. Background China Creek Marina Clutesi Haven Marina Port Alberni Terminals Fishermens Harbour Harbour Quay Marina Papa s current security monitoring infrastructure consists of several analog cameras which are archived (via DVR) and monitored at each independent location. Wireless communication is utilized to provide camera connectivity where remote location is an issue. c. Site Locations The Port Alberni Port Authority sites under consideration for this proposal are : i. China Creek Marina (2011 Franklin River Road) ii. Clutesi Haven Marina (5104 River Road) iii. Port Alberni Terminals (2750 Harbour Road) iv. Fishermens Harbour (3140 Harbour Road) v. Harbour Quay Marina (2900 Harbour Road) Page 3

4 d. Governance Structure The project will be managed by the Harbour Master & Terminal Manager and will be monitored via weekly status reports from Vendor. Vendor will not be permitted to extend project beyond the scope of this document without the written consent of the Harbour Master & Terminal Manager. All queries or concerns must be brought to the attention of the Harbour Master & Terminal Manager. e. Confidentiality and Freedom of Information Legislation All documents, including proposals, submitted to PAPA become the property of PAPA. They will be received and held in confidence by PAPA, subject to the provision of the Freedom of Information and Protection of Privacy Act. Information pertaining to PAPA obtained by the proponent as a result of participation in this project is confidential and must not be disclosed without written authorization from PAPA. f. Legal Relationship Created by and Nature of this Request for Proposals Neither this Request for Proposal nor the submission of a proposal by a proponent is intended to create a legal relationship between, or any duties or obligations on the part of PAPA. This Request for Proposal is an invitation to treat, and if PAPA decides upon receipt and review of proposals to explore, negotiate or otherwise treat with any proponents, it may do so, and until a written offer is made and accepted by authorized signature of PAPA, no contractual relationship of any kind will exist. 5 In considering any proposals received whether compliant to this Request for Proposal or not, PAPA may treat further and negotiate with anyone or all of the Proponents or none of the Proponents as it sees fit and may ultimately contract with one or more of the Proponents, or with none of the Proponents as in its unfettered discretion it considers desirable. This Request for Proposal does not impose on PAPA any duty of fairness or natural justice to any or all respondents with respect to this Request for Proposal or the process it creates. g. No Claim for Compensation Except as expressly and specifically permitted in these instructions to proponents, no proponent shall have any claim for any compensation of any kind whatsoever, as a result of participating in the RFP, and by submitting a proposal each proponent shall be deemed to have agreed that it has no claim. h. Cancellation and Termination of Services PAPA reserves the right to cancel this Request for Proposal at any time and for any reason, and will not be responsible for any loss, damage, cost or expense incurred or suffered by any proponent as a result of that cancellation. PAPA reserves the right to terminate any contract resulting from this Request for Proposal with thirty (30) days written notice of termination. In the event of termination, the Contractor will have no right of action against PAPA for damages; however, termination would not, in any manner, limit PAPA s right to bring action against the Contractor for damages for breach of contract. 6 3. Technical Specifications a. Scope of Work i. China Creek Marina 1. Current Security Environment China Creek has no security surveillance equipment installed. 2. Proposed security surveillance enhancement : a. One mega-pixel bullet camera ( resolution : 400 pixel/foot) located at the main entrance, on hydro pole adjacent to washrooms/showers building. b. Two 180 degree panoramic cameras (ex: Aercont Vision) located on pole next to fish weigh scales (provides 360 degree surveillance view). c. Power is supplied at both locations via hydro pole. A transformer downgrade may be required. d. Both locations (a and b) require wireless connectivity to China Creek Marina Management building. Recommended radios (three) will be 5.8ghz. e. All cameras will be IP based. f. Archiving will be performed at the China Creek Marina Management building via windows server (supplied by PAPA). Connectivity provided by vendor. g. 7 ii. Clutesi Haven Marina a. Provide quote on installation of IP based 180 degree panoramic camera (ex: Aercont Vision) located on light standard pole adjacent to south parking lot. 1. Current Security Environment a. One Capture 4 channel DVR (SDR420250). Located at building adjacent to marina boat launch ramp. b. One Capture Day/Night dome camera (EXTVPIRD) c. Three Bosch Day/Night bullet camera (WZ16) d. Four VideoCom 5.8ghz Trans/Receive radios. 2. Proposed security surveillance enhancement : a. One 180 degree panoramic camera (ex: Aercont Vision) located on light standard pole adjacent to River Road. Camera faces marina boat launch. b. Power is supplied via light standard pole. A transformer downgrade may be required. c. Camera location requires wireless connectivity to Clutesi Haven Marina Management building. Recommended radio will be 5.8ghz. d. Cameras will be IP based. e. Archiving will be performed at the Marina Management building via windows server (supplied by PAPA). Connectivity provided by vendor. f. 8 iii. Port Alberni Terminals 1. Current Security Environment a. One Capture 8 channel DVR (SDR810250). Located in security building at entrance to harbor terminal. b. Two Pelco PTZ cameras (SD418PGE). c. One Vernit Wireless Access Point (S4300POE). d. Two Ethernet Video Decoder (S1970R). e. One Bosch Infrared Dome Camera (B45NV312). f. Two Verint Video Transmitter/Receiver (S1100) 2. Proposed security surveillance enhancement : a. One mega-pixel bullet camera ( resolution : 400 pixel/foot) located on hydro pole at Harbour Terminal, facing South Street entrance. b. Power is supplied via hydro pole. A transformer downgrade may be required. c. Camera location requires wireless connectivity to PAPA main office building. Recommended radio will be 5.8ghz. d. Camera will be IP based. e. Archiving will be performed at the Marina Management building via windows server (supplied by PAPA). Connectivity provided by vendor. f. Monitoring Software (ex: 3X Logic) 3. 9 a. Install IP based encoders on current analog camera installation. b. Reconfigure wireless to archive to Windows server (Harbour terminal main building). Eliminating DVR. c. Install PTZ dome camera and 5.8 ghz wireless connection on hydro pole located on west shoreline of Alberni Inlet directly right of Hohm Island. Camera will face due east towards Harbour Terminal and mount on shoreline hydro pole. Wireless connectivity will be supplied to Harbour Terminal main office building. Power is supplied via hydro pole. A transformer downgrade may be required. Minimum resolution : 400 pixel/foot. d. Replacement of Pelco camera (Main Office at Harbour Terminal) with Capture Day/Night dome camera (supplied). iv. Fishermens Harbour 1. Current Security Environment Fishermens Harbour has no security surveillance equipment installed. 2. Proposed security surveillance enhancement : a. Two 180 degree panoramic cameras located on hydro pole adjacent to proposed breakwater (provides 360 degree surveillance view). b. Power is supplied via hydro pole. A transformer downgrade may be required. Page 9

10 c. Cameras will communicate via wireless connectivity to Harbour Terminal main building. Recommended radios (two) will be 5.8ghz. d. All cameras will be IP based. e. Archiving will be performed at Port Alberni Terminals main building via windows server (supplied by PAPA). Connectivity provided by vendor. v. Harbour Quay Marina 1. Current Security Environment a. One Bosch Infrared Dome Camera (B45NV312). b. One Pelco PTZ camera (SD418PGE). c. Two Verint Video Transmitters/Receivers (Encoders S4200). 2. Value Added (beyond scope of this project). Provide separate quote on the following : a. Provide quote on installation of IP based encoders on current analog cameras (a & b) installation. b. Reconfigure wireless to archive to Windows server (Harbour terminal main building). Page 10

11 b. Technical Support Technical support for this installation and upgrade must be provided for a period of one year after project completion. The hours of support are Monday Friday between the hours of 8:00 am to 5 pm. After hours (emergency) technical support for Port Alberni Terminals is mandatory. c. Network Connectivity Requirement Bandwidth requirement for connection between cameras and Windows archive servers (four locations) must meet minimum requirement of 3 frames per second. All over air transitions must be fully encrypted to at least DES standard. d. Hardware and Software Components i. 5.8 Gighz half duplex radios and antennae for the point to point wireless communication between radios ii. Roof Top mounting of wireless radios at archive server locations. iii. Hardware for radio/antennae/camera mounting at camera locations. iv. UPS power backup where feasible. v. All cabling to meet applicable code. vi. Software to provide camera monitoring and archive administration at each Windows server and monitoring workstation location Page 11

12 e. Pricing Pricing will be categorized by the following : i. Labour costs ii. Equipment costs (lift trucks, special equipment, etc.) iii. Hardware costs (camera, radios, etc.) iv. Software costs v. Support costs vi. Other 4. Evaluation Criteria a. Method of Evaluation and Award The RFP evaluation criteria will be distributed within the following rating categories. Proposals will be evaluated and scored based on quality to the requirements of this RFP. Selection of the preferred vendor will be based on the highest score. Only your total score will be shared with you at your request. 13 Presentation Support Agreement Value Add 5 Total Proposal Content Guidelines a. Vendor Requirements i. Mandatory requirements Insurance or Bond WCB registered (WorkSafe BC) Any proposed sub contract must be reviewed and approved by the Harbour Master & Terminal Manager Confidentiality agreement will be signed by all staff associated with this project ii. Desirables Staff security cleared to work within federal Port Authority Wireless and security certification iii. Responsibility of Proponent. Proponents shall be responsible for informing themselves as to the contents and requirements of this RFP. Each proponent is solely responsible to ensure that they have obtained and considered all information necessary to understand the requirements of this RFP and to prepare and submit their proposal. PAPA will not be responsible for any loss, damage or expense incurred by a proponent as a result of any inaccuracy or incompleteness in this RFP, or as a result of any misunderstanding or misinterpretation of the terms of the RFP on the part of any proponent. 14 b. Vendor Organization Provide an outline of your organization and describe how this is responsive to the RFP. To include : Company size, customer service structure Outline how the agency and the contractor will monitor timetables and deliverables or measurable standards for requirements specified in the RFP. Specify who will be responsible for meeting goals, keeping the project within the contracted cost, and keeping the project within the scope of work outlined in the RFP A service level agreement that addresses availability, performance, serviceability and operation should be proposed and will be weighted accordingly. c. Desired vendor Qualifications for Key Staff Security cleared and certified Wireless certified The vendor can propose additional services beyond the proposal that go beyond the requirements of the RFP but add value to the security surveillance network and all node endpoints as a whole. 15 6. RFP Process The candidates that have been short listed will be required to do a presentation to the Harbour Master & Terminal Manager. The proposal must be provided in electronic format. a.
