1 ITEM:- Supply and Installation of Servers for Private Cloud Annexure Tender No: IIT Bombay is setting up a cloud to host important applications and data for a national project. The cloud is to be built using standard servers and open source software components. We propose to use Ubuntu as the base operating system, and KVM/VMware as the virtualization layer. Our applications use open source tools and packages such as, MySQL, MongoDB, Drupal, Hadoop, etc.. We have experience in establishing such clouds, and have used commodity hardware. The software is capable of pooling storage capacities of hard disks and SSDs, and uses eraser codes to provide high availability. In order to obtain very low latency transfers, we use RDMA protocol, which is to be supported by the network interface card. The basic infrastructure including modular racks (4 numbers 42U racks) with cooling, UPS, switches for server interconnect, and hardware firewall, are being procured separately. This tender is for supply and installation of standard servers, with specific configuration as described in this document. It has been decided to procure servers manufactured by OEMS appearing in the leaders quadrant of the Gartner Magic Quadrant for Modular Servers (Published 23 May 2016). We note that there are 3 OEMs listed in the leaders quadrant: Cisco, Dell, and HPE. (Detailed Terms, Technical Specifications, and Bidding Format) 1. Terms of supply 1.1 Introduction This section describes the main objective to be achieved through this procurement. (i) IIT Bombay wishes to set up a cloud infrastructure, for an important national project. The project envisages storage of a very large number of digital assets and associated metadata. These are to be made accessible to all, through appropriate provisions for multilingual search. The software applications which will run on the infrastructure, are mainly being developed jointly by several partner institutions. The applications developed for this project, will also be released in open source. (ii) It is proposed to build the cloud using commodity hardware and open source software. We have established such a mini cloud two years ago, using locally assembled servers supplied by our rate contract vendors. The proposed setup is being established for a nationally important project, therefore it has been decided to deploy only those servers offered by OEMs which are listed in the Leaders Quadrant of the Gartner report. 2 no special hardware or proprietary software offered by these OEMs along with the basic servers, is to be included in the technical bid. Apart from the base configuration, the servers are to be populated by prescribed component subsystems such as SSDs, HDDs, NVMe cards, and Network Adapters supporting RDMA protocol. (iii) The cloud will be housed in 42U Racks (4 No.) in the modular Data Centre being established in the old CSE department building at IIT Bombay. The power will be supplied using a modular UPS of 60kVA capacity. Racks will be cooled using a closed loop in-the-row mechanism with up to 10 kva heat load per rack. The Data Centre will be protected by a fire suppression system. The server infrastructure will be connected to the internet with10gbps connectivity, through hardware firewalls. The interconnect between servers will be provided by 4 switches, one housed in each rack. These, along with prescribed additional Network Cards, are to provide RDMA over Converged Ethernet (RoCE) feature. We have chosen to use the following open source components to manage the cloud: KVM or VMware (ESXi) as hypervisor, Linux (Ubuntu 16.04), OpenVstorage and attendant management dashboards. 3 1.2 Bidding process and qualification criteria for bidders/bids (a) Detail Bid evaluation Under the two bid system, first the technical bids will be opened on the date and time an - nounced. A detailed evaluation will be carried out for compliance of the offered products with the technical specifications. A short list of technically qualified bidders, will be prepared at the end of this assessment exercise. Commercial bids of only the qualified shortlisted bidders, will be opened on the date and time announced. The bidder quoting the lowest total all-inclusive price, will be announced, and will be winner of the tender. Please note that the price quoted for the optional items (post warranty AMC for years 4 and 5 respectively), will not be considered for determining the lowest bid. A Letter of Intent (LoI) will be issued to the winning bidder, and the delivery period permitted, will be counted from the date of LoI. A Purchase Order (PO) will be issued after due internal process of audit and approvals. The winning bidder has to provide a 3-year Performance Bank Guarantee (PBG) of 5% of the total bid value, within 15 days of the issue of PO. 1.3 Eligibility The following eligibility criteria are over and above the general criteria defined in the Institute tender document. (i) As mentioned in the introduction, we are seeking standard servers manufactured by OEMs appearing in the Leaders Quadrant of the Gartner Magic Quadrant report published on 23 May These are Cisco, Dell, and HPE. Only those bidders are eligible to quote, who have a business arrangement with any one of these OEMs. (ii) IIT Bombay is in the process of testing and certifying specific models from each of the OEMs, which meet the technical specifications. Each OEM will be given a certificate of acceptability by IIT Bombay, specifying the model/part number of servers and other component subsystems. Bidders must quote only models/part numbers so certified. (iii) A bidder may choose to bid for servers made by any of these OEMs. However, a bidder can submit bids for servers from only one OEM of their choice. (iv) Each bidder must submit an Authorization Letter from the OEM, authorizing the bidder to bid on behalf of the OEM. It is to be noted that, warranty support during 3 years (and later, if the Institute uses the option of extending the AMC for 4 th and 5 th year) must be offered, with Next Business Day (NBD) part replacement guaranteed. IIT Bombay must have an option of directly registering a fault report with the OEM. Page 3 of 16

4 1.4 Supply, Installation, and Acceptance The winning bidder must deliver all material within 6 weeks of receiving the Letter of Intent. After the supply, a physical audit will be carried out to ascertain that the servers are supplied with approved component subsystems. The winning bidder must then install the servers in the 4 racks of our modular Data Center, as directed by the project staff. Upon completion of the installation, tests will be run to ascertain that the supplied servers with the stipulated configuration, successfully run the tests for compliance. 1.5 Technical specifications for Server configurations There are several technical features which are common to all the servers, while some features are specific to each server type. 8 2) Bidding formats 2.1 Format for the Technical Bid (a) The Bid must specify the name of the OEM whose servers are offered. (b) The bid must clearly state the OEM model number and part number of the main server offered for each server type (S-1U, S-2U, and SC-2U), and the quantities quoted for each type. The bid must clearly state that the servers are offered with a three year comprehensive warranty, with a commitment for Next Business Day (NBD) part replacement (c) There may be component subsystems obtained by OEM from other sources, such as the RDMA compliant network interface card, NVMe cards, SSDs, and HDDs. All of these must be integrated by the OEM in the offered server. For each of these, the part number given by the OEM, should be provided. These can be listed in a single table in the technical bid, for ease of understanding. If the OEM does not give a separate part number for any such subsystem, the part number of the original manufacturer should be provided. In any case, all such subsystems must be integrated with the servers by OEM only. (d) Technical specifications or data sheets must be supplied for each of the items mentioned in (b) and (c) above. (e) Detailed compliance sheets are provided in section 2.3. These must be filled up properly. Under the compliance column in each sheet, either the word complied should be written wherever that subcomponent or subsystem offered meets the technical specifications. In case there is any deviation, the word deviation should be written under compliance column. A section should be added just fate the filled up compliance sheets, detailing, for each server type, every deviation (citing the corresponding component name) should be mentioned in detail, with explanation as to how and why such deviation does not affect the overall compliance of the offered component/server (f) The Technical Bid must be sealed in a separate envelope as specified in section 1.2(a) 2.2 Format for the Commercial Bid (a) In the bid table, in separate rows for each server type (S-1U, S-2U, and SC-2U), the commercial bid must clearly state the unit price for a server of that type in INR, the number of units offered, taxes and levies, total unit price inclusive of all taxes and levies, and the total amount for the offered quantity. The last row in the table must contain the total bid amount, reflecting the total bid price of all servers in offered quantities. This total amount will be considered for determining the lowest bidder. The commercial bid must specifically reiterate that the prices quoted include warranty support for three years, as required, and as committed in the technical bid (b) The bidder must quote for Post Warranty AMC. Two amounts should be quoted: one for AMC for 4 th year, and another for AMC for 5 th year in seperate sheet. It is to be noted that the prices for optional items are for the Institute to exercise the option, at its sole Page 8 of 16

9 discretion, for continuation of post warranty support in future years. Prices for optional items are NOT considered for price comparison to determine the lowest bidder. 2.3 Tables for submission of technical compliance statement in the technical bid As mentioned in section1 of this part B above, each technical bid is required to provide a compliance statement for each of the three server types offered.
