1 SECTION PANEL WORK PART 1 GENERAL 1.01 DESCRIPTION A. This section covers requirements for panel work. B. The contract item Panel Work includes, but is not limited to, the following electrical equipment as specified and as shown: 1. Equipment that lies within the confines of the MCC Electronic Enclosure with the exception of equipment specified in Section Programmable Logic Controllers (PLC) and Section Miscellaneous Communications Equipment. 2. Racks and panels with power supplies, PLC mounting equipment, termination blocks, incoming power surge suppression, and miscellaneous equipment necessary to provide a fully functional system as specified. 3. Field-wired connection wiring within the enclosure and electrical accessories such as switches, pilot lights, relays, terminal blocks, and fuses, which are included in the enclosure RELATED SECTIONS A. Supplementary General Conditions, General Conditions, Division 1 sections, and Drawings apply to this section. This section may require direct correlation with the following sections of the contract: 1. Section Water Level Measurement System. 2. Section Programmable Logic Controllers (PLC). 3. Section Electrical Testing Requirements. 4. Section Basic Electrical Materials and Methods. 5. Section Training Program. 6. Section Communications System N-10

2 1.03 REFERENCES A. The following publications form a part of this specification to the extent referenced. Application of these publications shall conform to Document 00702, Interpretation of the Contract, Paragraph 2: 1. American National Standard Institute (ANSI): a. National Electrical Code (NEC). 4. Occupational Safety and Health Administration (OSHA). 5. Underwriters Laboratories, Inc. (UL) SUBMITTALS A. The Contractor shall submit the following: 1. Product data which includes manufacturer s descriptive information and data for equipment, material, and devices. 2. MCC Electronic Enclosure layout drawings N-10

3 3. Connection Diagrams: Connection diagrams shall show, but not be limited to, the following: a. The placement, labeling, and wiring of components within the enclosure. b. Components arranged in the physical layout and labeled as it would appear to a person servicing the equipment. c. Wiring as a continuous line between their termination points. d. The direction of entry to a wire bundle. e. Additions and deletions of devices and wires in existing enclosures. f. Each wire label designation. The wire label designations on each end of a single wire shall be identical. g. Wire termination point numbers. h. Each wire color. i. Signal and dc circuit polarities. j. Jumper, shielding, power and grounding details. k. Wire pairs. l. Spare wires and termination points. 4. Certificates of compliance for materials unless UL listed. 5. Seismic anchorage calculations of static and seismic loads on equipment support structures for cabinets being furnished by the Contractor for concrete slab floors QUALITY ASSURANCE A. Equipment and accessories provided shall be the product of a manufacturer regularly engaged in manufacturing of this equipment whose products have been in satisfactory service for not less than three (3) years. B. Unless otherwise specified, electrical equipment and materials provided under this contract shall be UL listed and labeled for the purpose for which they are used. This requirement may be waived by the Engineer only if a UL listing is not available for the type of product N-10

4 PART 2 PRODUCTS 2.01 WIRING AND ELECTRICAL DEVICES A. General: 1. The Contractor shall provide the wiring and electrical devices specified below and install these and internal panel wiring as shown and specified in Section Basic Electrical Materials and Methods. 2. Spare PLC input/output points shall be wired to terminal blocks with appropriate disconnects and fusing. B. Power Distribution: 1. Unless otherwise specified, power for PLC, control, and communications equipment shall be obtained from an existing 120 volt, 60 hertz distribution into the MCC Electronic Enclosure. 2. The Contractor shall equip the MCC Electronic Enclosure with a 120 V ac main power disconnect circuit breaker and power distribution circuit breakers as shown. Distribution circuit breakers shall be single pole rated at the amperage to be determined by the Contractor. The main circuit breaker shall be rated at 250 V ac maximum with a short-circuit interrupt rating of 10,000 amps. The circuit breakers shall be mounted on a standard DIN rail. 3. Within the MCC Electronic Enclosure, the Contractor shall provide a GFCI duplex utility receptacle for 120 V ac power supply connections as shown. The receptacle shall be DIN rail mounted. The receptacle shall be Hubbell, DRUBGFI15; Leviton, 8598-DIN; or equal. C. Connection Wire and Cable: 1. Wire shall be ASTM B 8, Class B minimum 19-strand, 600 volt, VW-1 rated, and the wire shall have copper conductors, unless otherwise specified. 2. The minimum wire size shall be No. 12 AWG for power circuits, No. 16 AWG for control circuits, and No. 18 AWG for instrumentation, alarm, discrete inputs, and resistance temperature detector circuits, unless otherwise specified. 3. Pre-made cables to PLC interface cards shall be provided per Section Programmable Logic Controller (PLC) N-10

5 4. Hinge wiring shall be not smaller than No. 12 AWG and shall have Class C (19 strands) minimum stranding. D. Connection Wire Designation and Identification: 1. Wires and cables shall have one-piece, permanently marked, typed or heat imprinted, and heat-shrinkable plastic sleeves at each end showing wire designation. The Contractor shall show wire/cable tag designations on wiring diagrams. There shall be a tag placed within 2 inches of any wiring termination. The tag shall be fixed to the wire to prevent the tag from sliding. 2. Power Circuits: a. 120 V ac power wires shall be tagged with the designation 120 V ac- followed by the circuit breaker number and then followed by a letter designating whether the wire carries the line (L), neutral (N) or power ground (PG). b. Positive 24 V dc power circuit and power bus wires shall be tagged with the designation +24 V dc - followed by the circuit breaker number, and 24 V dc power returns shall be designated with 24 V dc COMMON. 3. Wire Colors: Conductors in panels shall have the following insulation colors: Usage Line Power Neutral Power Ground Color Black White Green +24 V dc Panel Bus Red +24 V dc Field Bus Orange 24 V dc Common Gray Control Status and Alarm Red Blue 4. Signal Circuits: a. Signal circuit multi-conductor cables shall be tagged at each end with the designation shown on the wiring diagram. Each signal conductor shall be tagged at each end with the N-10

6 E. Terminal Blocks: designation of the terminal block to which it is connected. Individual conductors in each pair of twisted-pair cable shall have distinctly different colors, such as black and white, black and clear. Shield ground common wires connected between drain wire terminals shall be green and shall be tagged SG. 1. Unless otherwise shown or specified, terminal blocks shall be captive screw with pressure plate, DIN EN rail, 300 volt rating, 20 amps. 2. Terminal blocks for inputs/outputs shall be prewired to the PLC termination adapter plates. 3. Terminal blocks shall be of the following types: a. 120 volt ac terminal blocks for power circuits shall be screwterminal type with protective covers. Fuse terminal blocks shall contain a blown fuse indication (LED). Fuse terminal blocks, neutral terminal blocks, grounding terminal blocks, and disconnect terminal blocks shall be Phoenix Contact, UK5; WAGO, 281; Allen Bradley, 1492; or equal. b. Control circuit and PLC input/output circuit termination blocks shall contain disconnects and test sockets for analog current loop inputs, test sockets for dc signal inputs, and a blown fuse indication (LED) for all fused inputs as shown. c. Control circuit and PLC input/output circuit termination blocks shall be Phoenix Contact; WAGO; Allen Bradley; or equal. 4. As a minimum, 10 percent spare terminals of each I/O type shall be installed and wired with applicable disconnects, fusing, and blown fuse indication (LEDs). 5. Each cabinet enclosure shall have its own terminal blocks. F. Terminal Tags, Covers, and Markers: 1. Each terminal block shall have a unique identifying alphanumeric code designation at one end and a plastic marking strip running the entire length with a unique number for each terminal. 2. The Contractor shall assign terminal block numbers from the number 1 and continuing in ascending cardinal order. The terminal block designation shall be the letters TB followed by the N-10

7 terminal block number. The strip and terminal point designations shall be machine printed and l/8 inch high. 3. Terminal blocks carrying 120 V ac power circuits or 125 V dc control circuits shall be provided with a hinged cover for personnel protection and accessibility to meet Arcflash protection requirements as specified by OSHA 1910, Standard for Electrical Safety Requirements. G. Wiring Duct and Ties: 1. Plastic wiring duct shall be Taylor, Type O ; Panduit, Type E ; or equal. 2. Plastic tie straps shall be Panduit, Sta Strap ; Thomas and Betts, Ty Rap ; or equal. H. Wire Terminations: 1. Wire terminations shall be as specified in Section Basic Electrical Materials and Methods. 2. Single wire and cable conductors shall be terminated according to the requirements of the terminal device. No bare wire terminations will be allowed. 3. On shielded cables, the drain wire shall be covered with insulating tubing along its full bare length between the cable jacket and the terminal lug or terminal pressure plate. I. Electro-Mechanical Relays: 1. Auxiliary relays shall be DIN rail or panel mounted, 24 volt dc coil with built-in diode suppression and contain a minimum of two normally open and two normally closed contacts. 2. Auxiliary relays shall be suitable for 125 volts dc or 120 volts ac with contacts rated 600 volts and 10 amperes. 3. Auxiliary relays shall be Telemecanique, IEC control relay model CAD32BD; Allen Bradley, IEC control relay model 700DC- MB220D24S; or equal. J. MCC Electronic Enclosure Lighting: 1. MCC Electronic Enclosure shall be provided with an internal fluorescent light. Lights shall operate from 120 V ac, and shall be wired to power through a door-mounted switch, which shall be N-10

8 activated by opening the MCC Electronic Enclosure door, to be located in the top of the bay and wired as shown. 2. MCC Electronic Enclosure lights shall be Hoffman, ALF16D12R; Rittal, SZ ; or equal. K. MCC Electronic Enclosure Thermostat: 1. The MCC Electronic Enclosure shall be provided with an internal thermostat. The thermostat shall be DIN-rail mounted, and shall provide an adjustment range of 32 degrees to 140 degrees F. 2. MCC Electronic Enclosure thermostat shall be provided with a normally-closed contact that opens when the specified temperature is reached. The contact shall be monitored by the PLC for alarming purposes. 3. The thermostat shall be a Hoffman, ADLTEMP; Rittal, SK 3110; or equal. L. Power Line Surge Protectors: 1. The MCC Electronic Enclosure shall be provided with a 120 V ac, 15 ampere service transient voltage surge suppressor. 2. The surge protectors shall be heavy duty, multistage, and high speed. Response time shall be 25 nanoseconds maximum, and shall allow 480 volts maximum peak surges to pass through. 3. Protector shall be wired to the cabinet ground bar via a dedicated No. 8 AWG solid copper wire. 4. The power line surge protectors shall be EDCO, Type HSP-121; Phoenix Contact, Type SFP; Leviton, WM; or equal. M. PLC I/O Wiring Requirement: All PLC I/O logic circuit wiring inside the PLC panel shall conform to the requirements specified below: 1. Analog Input and Output Wiring Requirement: Each analog I/O shall have a voltage surge arrester in circuit to protect analog input from the any electronic surge damage. Phoenix Contact DIN mounted overvoltage arrester PLUGTRAB PT or TERMITRAB series shall be used in each analog circuit, including all spare I/O. Provide a fuse for each analog signal. N. MCC Electronic Enclosure Ground: 1. MCC Electronic Enclosure grounding shall be as shown N-10

9 2. The MCC Electronic Enclosure shall be provided with a 1 inch high by 0.25 inch thick solid copper grounding bus bar. The grounding bar shall be mounted on insulated standoffs so that no electrical connection is made between the grounding bar and the cabinet through the mounting. The ground bar shall be drilled and tapped for a 1/4-20 screws at.5 inch intervals along its entire length. 3. A solid copper No. 8 AWG ground wire shall be attached between the ground bar and the panel enclosure, and between the ground bar and the mounting panel. The ground connection to the enclosure and panel shall be made by sanding the paint finish off a small area, drilling a hole for a 1/4 inch bolt and mounting a 1/4-20 bolt to the panel to serve as a grounding stud. The grounding stud shall be attached with a nut and flat washers on both sides of the enclosure/panel, and with an inside tooth star lock washer next to the panel surface. The star lock washer shall be on the inside surface of the enclosure, and the front surface of the mounting panel. The grounding wire shall be secured to the stud with a nut and inside tooth star lock washer. These grounding points shall be located within 12 inches of the bottom of the grounding bar. O. Power Supplies: 1. The MCC Electronic Enclosure shall be provided with a 24 V dc switching type power supply from the power supply manufacturer. These power supplies shall operate from 120 V ac input power. 2. The Contractor shall size the power supplies to handle the calculated load assuming all inputs and outputs are on simultaneously. 3. The power supplies shall provide 24 V dc at up to 60 degrees C. 4. The power supply shall be sized to handle the entire MCC Electronic Enclosure requirement by itself. 5. Input power regulation shall be.2 percent from 105 to 130 V dc. Output load regulation shall be 2 percent maximum from zero to full load. Ripple shall not exceed.5 percent at full load. 6. The power supplies shall have integral output current limiting and over voltage protection. 7. The power supplies shall have fully enclosing cases. 8. The power supplies shall be equipped with a dry contact output to indicate operational status which will be monitored by the PLC N-10

10 9. The power supply shall be a Phoenix Contact; Acopian; Allen Bradley, 1606; or equal NAMEPLATES A. General: Descriptive nameplates shall be provided for enclosures, terminal blocks, and devices and shall be in accordance with the following: 1. The nameplates for back-connected devices shall be mounted under the front of the device, and also on the back panel under the device. 2. The nameplates shall be attached with self-tapping screws. Where possible, two self-tapping screws shall be used to fasten nameplates of each device or component as shown. 3. Material for the nameplates shall be laminated phenol resin sheet, 1/16 inch thick, semimatte black surface, white center, with edges beveled. Engraving shall cut through black surface to white center. Lettering shall be a minimum 3/16 inch high condensed vertical gothic unless otherwise shown. 4. Nameplates shall use Department approved abbreviations. Each sub-assembly shall have a nameplate and shall be sequentially numbered as shown SPARE PARTS AND TOOLS A. The manufacturer shall provide the specified spare parts and/or tools as detailed in Section Programmable Logic Controllers (PLC). Any components used in the MCC Electronic Enclosure not directly referenced in the above-mentioned section shall have 10 percent spares provided by the Contractor. B. In addition to spare parts and tools as specified in Section Programmable Logic Controllers (PLC), the Contractor shall provide the following spare parts as follows: percent spares for components used in the MCC Electronic Enclosure. PART 3 EXECUTION 3.01 WIRE ROUTING A. Wiring shall be enclosed in plastic wiring duct with bundles not laced. The wire ducts shall have removable covers allowing easy and N-10

11 complete access to wiring. The wiring duct system shall have at least 20 percent spare capacity to provide for additional wiring of spare contacts and future devices. B. Wires carrying 120 V ac shall be separated as much as possible from other wires and signal conductors, and shall be routed only in ducts shown on the drawings to be for 120 V ac. If power wiring has to cross the signal wiring, the crossing shall be as close to a right angle as possible. Ducts shown for 24 V dc shall be used for all other wires and cables. Routing of 120 V ac in combined ducts shall be minimized. C. Wires and cable shall be routed along the shortest route between termination points, excepting routes which would result in routing 120 V dc and other wires and cables in the same duct. D. Wires and cables shall have sufficient length as to allow slack and to avoid any strain and/or tension in the wire or cable. E. Wires and cables shall be placed in the ducts in a straight, neat, and organized fashion and shall not be kinked, tangled, or twisted tightly together. F. Wire ties shall be attached with the cut end oriented away from the normal access in order to minimize interfering with routine maintenance. PART 4 PAYMENT 4.01 PAYMENT A. The contract price will be paid for PANEL WORK; which price shall include full compensation for all costs incurred under this section. END OF SECTION N-10
