3 Marine Terminals The Region s Gateway 4 marine terminals on the Columbia and Willamette Rivers 2 rail lines, upriver barge system, and 2 major interstate highways 43-foot channel deepening completed in million tons of waterborne cargo in 2016
4 Port of Portland s Marine Security Challenges 1. The Marine Transportation System is designed to SPEED commerce, not IMPEDE commerce. This needs to be done within the boundaries MTSA and SAFE Port Act of Must be flexible to allow for the changing maritime industry and the cargoes that come to Port of Portland. 2. Implementation of new technologies for the benefit of Maritime Security Awareness. Aging IT infrastructure, increased cyber security threat and identifying new technologies to employ in our efforts. 3. Continuing to adjust and amend our strategic plan as needed to enhance our security mission.
5 Bottom-Line Maritime Security Goals To provide measures to prevent: 1. A Transportation Security Incident (TSI). 2. Introduction of Dangerous Substances and Devices to the marine facilities. To facilitate: 1. Secured access to the marine facilities. 2. The safety and security of personnel working on the terminals and ships.
6 How is this accomplished? Port of Portland Marine Security is part of the Marine Operations group. Two Marine Security Managers responsible for the day-to-day operations of the department. 19 Marine Security Officers responsible for carrying out the directions and requirements of Port s Marine Security policies. This is for three (3) Marine Terminals.

Cyber-Security Threat When will we be done securing our ports how much more security do we need to buy? What keeps you awake at night? The response to both can be summed up in one sentiment: we will never be done securing our ports. And it s the complacency implied in the question that keeps me awake at night.

15 2017: T6 & T4 CCTV and Access Control Upgrades Purpose and Need: The existing access control systems, CCTV and wireless canopies at T6 and T4 are obsolete and are no-longer supported by the manufacturer Continued delay will increase the risk of component failure System failures will require additional security personnel to be deployed in order to meet the Marine Facility Security Plan requirements This project has been in the Marine Capital plan since FY2013
