1 Jointly sponsored by the SINGAPORE COOPERATION PROGRAMME and the UNITED STATES DEPARTMENT OF STATE under the SINGAPORE UNITED STATES THIRD COUNTRY TRAINING PROGRAMME to be conducted by the CYBER SECURITY AGENCY OF SINGAPORE and the UNITED STATES DEPARTMENT OF STATE Singapore Cooperation Programme Singapore has provided technical assistance to other developing countries since the 1960s. As a country whose only resource is its people, Singapore believes that human resource development is vital for economic and social progress. Singapore itself has benefited from training provided by other countries and international organisations. Through the Singapore Cooperation Programme (SCP), Singapore can contribute to the development of other developing countries. In 1992, the SCP was established, bringing together under one framework the various technical assistance programmes offered by Singapore. Through the SCP, the range and number of training programmes have increased to meet the needs of developing countries. Since 1992, Singapore has sponsored training courses and study visits for more than 100,000 officials from 170 countries. The SCP is managed by the Technical Cooperation Directorate of the Singapore Ministry of Foreign Affairs. United States Department of State The United States has a long history of providing technical assistance in Southeast Asia. We believe our partnership with Singapore, through the Third Country Training Program, will enable us to further strengthen our cooperation for the benefit of the Asia- Pacific Region and build on our long-term engagement with ASEAN. Our goal is to help countries build capacity and develop sustainable systems. In collaboration with Singapore and the recipient countries, we will work toward these common goals. By sharing best practices, we can strengthen local governmental institutions, especially the public administration and the civil service of countries. The Third Country Training Program, while managed by the U.S. Department of State, is a whole-of-government effort working with relevant experts in the field to strengthen ASEAN integration.

2 Singapore-United States Third Country Training Programme Established in February 2012, the Singapore-United States Third Country Training Programme (TCTP) is a partnership between the Singapore Ministry of Foreign Affairs and the US Department of State to jointly conduct capacity building courses for Southeast Asian countries, in particular those in the Lower Mekong region. The TCTP supports ASEAN community-building efforts by enhancing connectivity, promoting sustainable development, and strengthening regional resilience. Singapore and the US draw on complementary expertise and experience to develop innovative capacity building programmes that meet the priority needs of ASEAN member countries Cyber Security Agency of Singapore Over the years, Singapore has been working closely with ASEAN Member States and Dialogue Partners to enhance cyber security cooperation. Through the various ASEAN-led platforms we have built a strong foundation of mutual trust and cooperation to facilitate cyber security collaboration. Singapore strongly supports efforts by ASEAN Member States and Dialogue Partners to boost cyber security in our region. As part of these initiatives, Singapore hosted the inaugural Singapore International Cyber Week (SICW) in October 2016 and will continue to host the second SICW this year from September.. Singapore has also annually convened the ASEAN CERT Incident Drill (ACID) for the last twelve years and will convene the 2017 edition of ACID.As part of this effort to build up cyber capacity in the region Singapore launched the ASEAN Cyber Capacity Programme (ACCP). Since its formation on 1 April 2015, The Cyber Security Agency of Singapore (CSA) provides dedicated and centralised oversight of national cyber security functions, and works with sector leads to protect Singapore s critical services. It also engages with various industries, and stakeholders to heighten cyber security awareness as well as to ensure the holistic development of Singapore s cyber security landscape. The CSA also leads and manages Singapore s cybersecurity-related international engagements. The Agency reports to the Prime Minister s Office and is managed by the Ministry of Communications and Information. ASEAN Cyber Capacity Programme Cyber Security Agency of Singapore Singapore launched a SGD 10 million ACCP, which aims to build up cyber capacity in ASEAN Member States, to build a secure and resilient ASEAN cyberspace as well as to enhance regional ability to respond to the ever evolving cyber threat landscape. The ACCP will comprise a series of events and initiatives aimed at developing technical, policy and strategy building capabilities within the ASEAN Member States. The focus areas under the programme include cyber policy, legislation, strategy development and incident response. United States Department of State The U.S. Department of State leads the United States in its relationships with foreign governments, international organizations, and the people of other countries. We aim to provide a more prosperous, free, and secure world. International cyber issues have come to the forefront as a foreign policy priority. On behalf of the Government of the United States of America, the U.S. Department of State leads diplomatic efforts across the full range of international cyber policy issues that impact U.S. foreign policy, national security, human rights, and economic imperatives, and spearheads related U.S. engagements and initiatives with foreign governments in bilateral and multilateral fora. In recent years, the U.S. Department of State has sponsored capacity building in areas such as the promotion of prosperity and innovation through the digital economy, combating cybercrime, development of incident response capabilities, Internet governance and international cybersecurity.

3 COURSE BACKGROUND The cybersecurity threats facing the ASEAN region are ever evolving, increasing over time in number and sophistication. Cybersecurity can be a key enabler of economic progress in the ASEAN, especially in the fields of IoT/Smart Technology. Regional information sharing and cooperation is required in order to effectively address cross-jurisdictional cybersecurity issues. This workshop aims to be a complementary effort to the existing ASEAN initiatives. All countries have improvements to make in their cybersecurity systems and a forum for sharing best practices regionally and globally is an optimal mechanism for identifying gaps and developing solutions to fill them. The proposed Workshop will take a multitrack, multi-level modular approach to allow course content to be relevant to a wide variety of policy and technical cybersecurity practitioners. Course topics will cover broad issues in civilian cybersecurity, such as: National civilian cybersecurity strategies, Public-private partnerships, Civilian incident management capabilities, and Building a culture of cybersecurity. The course will also include a focus track for each of these topics which will provide participants an opportunity to explore and learn about these subjects in more detail. COURSE DURATION / VENUE The workshop will be held from 14 to 17 August 2017 in Singapore. NUMBER OF TRAINING AWARDS Up to thirty-five (35) training awards are available for this course. INVITED COUNTRIES Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand and Vietnam. APPLICATION INFORMATION Workshop delegates should be drawn from across the civilian elements of government, and may represent more than one ministry or governmental function. Delegates should be middle or senior level officials (directors and deputy director equivalents) who have influence in shaping policy. The ideal delegation will include officials who represent civilian policy development and implementation, civilian cybersecurity operations, civilian incident prevention and management, civilian cybersecurity-related regulation, and diplomatic engagement. Ideal candidates are: Cyber policymakers from telecommunications ministries and ministries of foreign affairs; Computer Emergency Response Team (CERT) personnel and other civilian incident response personnel; and Cybersecurity advisors at the centre of interagency cybersecurity policy (i.e. cybersecurity advisors in the office of the President or Prime Minister). Delegate nominees should be: Familiar with the issues of civilian cybersecurity and its effects on their country. Engaged in their country's efforts to develop legislation, procedures, regulations or policy related to cyberspace/internet. Prepared to participate actively in the program and to discuss their country's approach to cyber issues. Able to attend the entire program and participate in English. While the workshop is focused on civilian cybersecurity, law enforcement and military personnel may be included as trainers to provide a whole-of-government perspective on cybersecurity and educate participants about the touchpoints between civilian-police-military roles in cybersecurity. However, the workshop

4 is not intended for law enforcement or military participants. Applicants should be: Nominated by their Government; Proficient in English; and In good health. Be able to work with people outside their area of expertise. Be prepared to share the techniques learnt at the workshop with members of other offices and ministries. Be prepared to participate actively in the programme. TERMS OF AWARD This course is sponsored by the Government of Singapore and the Government of the United States of America (U.S.) under the Singapore-United States Third Country Training Programme (TCTP). Under this TCTP, the Governments of Singapore and the U.S. will bear the following expenses for successful applicants, thereafter known as participants, during the course in Singapore. These expenses include: An Economy Class round-trip air ticket from country capitals to Singapore; A daily training allowance of One Hundred and Twenty Singapore Dollars (S$120) from the first day to the last day of the course. A proportionate reduction in the daily training allowance will be made if you are unable to attend the full duration of the course. You may wish to bring additional funds to cover your expenses in Singapore; Transportation to the training venue and site visits; Training fees, including lecture fees, administrative fees, and teaching materials; Medical insurance for participants to cover accident and hospitalisation during their stay in Singapore in accordance with the policy of a local insurance company; and Accommodation for the entire duration of the course. Complimentary breakfast is provided in the hotel from the first day to one day after the course. Note: (i) (ii) Participants are advised to have some money for miscellaneous expenses that might be incurred prior to receiving their training allowance; Out-patient medical/dental treatment expenses will not be covered under the medical insurance scheme. REGULATIONS Participants are required to comply with the following: a) To strictly observe course schedules and not to change training subjects; b) Not to bring any member of their family or personal aide for the duration of the course; c) To carry out such instructions and abide by such conditions as may be stipulated by the nominating Government or the Government of Singapore with respect to the course; d) To refrain from engaging in political activities, or any form of employment for profit or gain while in Singapore; e) To discontinue the course, in the event they fall seriously ill and are considered unable to continue the training, or have committed an improper act; and f) To return to their respective home countries upon completion of the course. APPLICATION PROCEDURE (Closing date for nomination: 14 July 2017) The Governments of Singapore and the United States are pleased to invite the respective National Focal Points for Technical Assistance to nominate up to five (5) suitable candidates for consideration. Selection of candidates for the limited number of training awards will be based on merit. The Governments of Singapore and the US seek the understanding of the respective National Focal Points for Technical Assistance in the event that their nominee is not selected.

5 All nominations are to be carried out using the official application form. The original hardcopy can be mailed through diplomatic or normal channels. All application forms should be completed in full and must bear the endorsement of the respective Ministry of Foreign Affairs or National Focal Point for Technical Assistance. Incomplete application forms or forms which are not endorsed will not be accepted. Applicants should refrain from making telephone, fax and inquiries on the status of their applications. The Ministry of Foreign Affairs, Singapore will inform all applicants of the outcome of their applications. Their National Focal Point will also be informed directly or through Singapore s diplomatic representation in the nominating country.
