2 Application of Big Data and Open Data to Emergency Preparedness Chinese Taipei The 9th EPWG meeting, Lima, Peru, February 20-21, 2016 The project aims at Co-sponsoring economies: Chile, China, Indonesia, Japan, the United States and Viet Nam To investigate current status of application and demands of data through a region-wide survey; To develop a roadmap of capacity building on assisting member economies in establishing big data; To promote open data for creating safer trade environment; To formulate a mechanism sharing open data to strengthen emergency preparedness and develop a roadmap to promote. 1

Volume: overwhelming amount of data sets, how to identify relationship for integration 2. Velocity: during urgent moments, pop-up situations and information could hamper decision making 3. Variety: different and diverse data sets are required to delivered information or maps by request 4. 5 Outcomes of the project To summon the expert meetings with participation by the PDC, ADRC, ADPC, USAID, Manila Observatory and NCDR to understand regional demands. To explore regional gaps to understand regional current status, needs, gaps and best practices of application big data and open data on emergency preparedness. To host a training workshop APEC Workshop on Application of Big Data and Open Data in Chinese Taipei. To share knowledge and best practices through the APEC EPWG satellite website Impacts and Outcomes 1. To enhance public-private partnership on data collection and sharing 2. To provide information for planning 3. To accelerate APEC crossfora synergy on global supply chain resilience 4. 6 Workshop on Application of Big Data and Open Data Venue: Taipei, Date: October 29-30, from 13 APEC economies attended the event Chile, Indonesia, Japan, Korea, Malaysia, Mexico, Peru, the Philippines, Chinese Taipei, Singapore, Thailand, the United States and Viet Nam. This workshop invited exporters, researchers, emergency responders, practitioners and private sector to illustrate the policy making and implementation on integrated technology and emergency preparedness Invited speakers from FEMA, BNBP Indonesia, Earthquake and Volcano Data Center, The Asia Foundation, APEC Climate Center, Asian Disaster Reduction Center, Asian Disaster Preparedness Center, SMART, GISTDA and etc. Keynote speeches Feedback for the APEC Secretariat In order to collect more cross-fora supports including speakers and participants, steps are adopted by the Project Overseer: 1. To conduct cross-fora circulations for getting attention by other APEC working groups. For example, this workshop has sent information to APEC TELWG to get linkage. 2. To collecting regional collaborations by inviting appropriate institutes under APEC practices. This project has invited several prominent regional institutes to help to identify regional gaps on open data and big data that gave positive impacts on project implementation. 3. To engage more female participations by building linkages with the Policy Partnership on Women and the Economy (PPWE). After knowing the ongoing project under PPWE though reports published by the APEC Secretariat, the project contacted local contact window of PPEW to attend the workshop. It both met requirements of gender balance and cross-fora collaboration. 5
