4 Expertise and activities relevant for future EO Ground Segments and Services Two key Airbus initiatives share similar objectives and approach to the concepts outlined in ESA ground segment paper: Ground System 2.0 Initiative Unified Ground Segment framework to operate all GEO missions Improved multi-mission tools for more operational and commercial efficiency Extensive use of Data Center / Cloud technology Massive Image processing (including Near Real Time); Streaming access to data Processing as a Service (Hosted processing) Use of Web tools standards Smart GEO Initiative Data, Information and Platform as a service Smart Archive online massive full-resolution archive, accessible over standard interfaces One Tasking will allow the user to lead their own request At different speeds.

5 Reflection on Ground Segment Evolution Reference Paper (1) Airbus DS shares ESA s and the European Commissions ambition to provide a European solution alternative to the US IT giants Enabling better direct access to the customer To change the current paradigm by bringing the users to the data Maximising the impact of European assets to preserve European independence Allow market competition Therefore Airbus DS welcomes the concepts outlined in the paper and its potential to create a European coordinated network of platforms alternative to any market monopolies It also welcomes the evolution of its ground segment contracts as services. Many of the concepts are in line with Airbus internal initiatives and ambitions including: End of the One Mission One Ground segment model Towards a real multi-mission / plug-in model Plug-ins at various levels according to new mission specificities Towards effective interoperability / interconnection of functions & services to serve new missions Towards elasticity in the functions & service performances Data, processing, information and platform as a service Mission exploitation platforms The devil is in the detail! Implementation..how and when.

6 Key issues : Reflection on Ground Segment Evolution Reference Paper (2) Sustainability different platforms will have different user communities and will be funded under different operational models, from the purely public platforms to fully commercial platforms and those in-between. Standards and interoperability build on those established. IPR protection of IPR for both data providers but also those who have invested in developing services Market competition open marketplace - open and transparent data, information management principles to allow access to all data/information marketplaces competition vs collaboration Enable market evolution stimulate new business models vs. standardised data & service offers Governance Fair and democratic access to resources: User has full visibility of conditions to access specific EO mission data, processing assets and information services. Entrepreneurial leadership should be achieved, for the approach to ultimately lead to success in global competition.

7 Expectations and Recommendations The implementation and operations of the evolved Core ground segment will be based on service contracts EO innovation Europe should enable the federation of and outreach to user communities and is expected to help build and structure demand Harmonisation, standardisation, coordination and security should be done in conjunction with existing initiatives in both the public sector and the private sector Work needs to be undertaken on the non technical issues, including investigating issues such as IPR, funding/business models (economic model for operations) for sustainability depending on the user segmentation etc. Enable an environment where different platforms interact to the benefit of all ambitions Increasing the uptake of commercial services using EO assets industrial growth and jobs Increasing the uptake of services by public sector users to fulfil policy needs more efficient public services Increasing the science use from missions Better science
