1 ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of October 15, 2016 DATE: October 11, 2016 SUBJECT: Request to ratify advertisement of public hearings by the Planning Commission and the County Board to amend the Recycling Program Implementation Plan, an element of the Comprehensive Plan, and to revise the Recycling Facilities Map depicting the location of the County s Recycling Facilities. RECOMMENDATION: Adopt the attached resolution to ratify advertisement of public hearings by the Planning Commission on October 24, 2016 and the County Board on November 5, 2016, respectively, to amend the Recycling Program Implementation Plan and Recycling Facilities Map, an element of the County s Comprehensive Plan. ISSUES: County Board approval is needed to advertise public hearings to amend the Recycling Program Implementation Plan and Recycling Facilities Map as an element of the County Comprehensive Plan. There are no known issues relating to the request to advertise. SUMMARY: The Columbia Pike and South Four Mile Run Drive Recycling Center is proposed to be relocated to the Trades Center, located at the intersection of South Arlington Mill Drive and South Taylor Street. This request includes an amendment to the Recycling Facilities Map to remove the existing Columbia Pike and South Four Mile Run Recycling Facility and rename the Trades Center facility already identified on the Recycling Facilities Map to reflect the recycling center s relocation. Staff is requesting public hearings on this topic by the Planning Commission on October 24, 2016 and the County Board on November 5, In concert with this amendment, the County Board will be asked to consider approval of a use permit for the relocated Recycling Center at the Trade Center site at the November 5, 2016 County Board meeting. BACKGROUND: Since the inception of Arlington s recycling program, the County has operated two community recycling drop-off centers in two separate geographical locations for small businesses, County agencies and residential use. These drop-off centers are located: (1) in Quincy Park, near the intersection of Washington Boulevard and North Quincy Street (Quincy Park Recycling Center) and (2) adjacent to the intersection of Columbia Pike and South Four Mile Run Drive (Columbia Pike and South Four Mile Run Drive Recycling Center). 2 facilities are particularly useful to provide small businesses a convenient and inexpensive way to comply with the County Code s recycling requirements. Both of the Recycling Centers provide for the drop-off of single stream recyclable materials, including: mixed paper, cardboard, metal cans, plastic bottles, food containers and glass. The Four Mile Run Drive Recycling Center is particularly convenient to the Columbia Pike and Four Mile Run commercial corridors, which have a high concentration of small businesses. The County s Solid Waste Bureau (SWB) is committed to providing locations for both the northern and southern sections of the County. However, in response to community concerns about aesthetics and illegal dumping occurring at the Columbia Pike and South Four Mile Run Drive Recycling Center, the SWB now wishes to close this facility and re-locate it to the Trades Center, where similar activities are already occurring. The Trades Center is located at the intersection of South Arlington Mill Drive and South Taylor Street, only 1.5 miles away from the existing facility. Relocation of this facility to the Trades Center allows continued support to the small businesses located along the Columbia Pike and Four Mile Run commercial areas that use the recycling center. In addition to the multi-family and commercial users of the facility, the County s Department of Parks and Recreation also utilizes the drop-off center to deposit recyclable material collected from parks in the southern part of the County. For Fiscal Year 2016, the SWB serviced the collection containers an average of 20 times per month at the Four Mile Run Drive Recycling Center, equating to 254 tons (approximately) of material collected and recycled from this location. In addition to this proposed Comprehensive Plan change, the County Board is being asked to consider a use permit application on November 5, 2016 for relocating the Recycling Center containers to the Trades Center site. DISCUSSION: Under Section of the Code of Virginia, the County must show the location and existing or proposed recycling facilities as an element of its adopted Comprehensive Plan. To comply with this requirement, the County Board adopted the Recycling Program Implementation Plan and Recycling Facilities Map as an element of the Comprehensive Plan in December Since its adoption, the County Board has approved a number of Recycling Facilities Map updates in conjunction with approved use permits (Attachment A), with the most recent version from December 2008 included here as Attachment B.. The proposed Recycling Facilities Map involves the following changes: Removes the existing Columbia Pike and South Four Mile Run Drive Recycling Facility Renames the Trades Center Leaf Mulch and Earth Products Processing and Distribution Center facility to the Trades Center Recycling Center and Earth Products Recycling Yard. The proposed Recycling Facilities Map is included as Attachment C

3 COMMUNITY ENGAGEMENT: If the proposed changes are approved by the Board, the SWB will embark upon a variety of community engagement activities related to the relocation of the Recycling Center, including the following: Call impacted Civic Association Presidents, including those along Columbia Pike whose neighborhoods are impacted by the removal of the containers, as well as those adjacent to the Trades Center where the containers will be relocated; Send letters to impacted commercial and multi-family users that the SWB has identified; Send a letter to the Columbia Pike Revitalization Organization Executive Director; Conduct a presentation to the Long Range Planning sub-committee of the Planning Commission; Send a notice via our Commercial and Multi-family listserv; Post announcements on the County Website and related venues; Post signs at the old Recycling Center announcing the closing date; Post signs at old Recycling Center when it closed; and Post signs directing public to the new site at the Trades Center FISCAL IMPACT: The fiscal impact of this proposal is minimal and can be funded within the existing budgeted resources in the Department of Environmental Services. Costs include the cleaning up of the existing location and installing signage and lane markings for the new site. CONCLUSION: Due to County and community concerns about aesthetics and illegal dumping occurring at the Columbia Pike and South Four Mile Run Drive Recycling Center, the SWB wishes to close this facility and re-locate it to the Trades Center, subject to County Board approval of a use permit. Under Section of the Code of Virginia, the County must show the location and existing or proposed recycling facilities as an element of its adopted Comprehensive Plan. Therefore, staff recommends the County Board adopt the attached resolution (Attachment D) to ratify the advertisement of public hearings on the amendment to the Recycling Program Implementation Plan and Recycling Facilities Map by the Planning Commission on October 24, and the County Board on November 5,

The County Board of Arlington hereby resolves that the following items shall be advertised for public hearings at the November 5, 2016 County Board and the October 24, 2016 Planning Commission meetings to consider the following: 1. Amend the Recycling Program Implementation Plan Recycling Facilities Map depicting the location of the County s Recycling Facilities as shown in the amended map attached hereto.
