6 ECOWAS RELS and ECOSHAM MEPS 6 Economic Community of West African States Regional Efficient Lighting (RELS) In 2013 within the framework of the ECOWAS Energy Efficiency Policy (EEEP) development and the UN Secretary-General's Sustainable Energy for All (SEA4All) initiative, the regional initiative on efficient on-grid and off-grid lighting was launched to accelerate the penetration of efficient products in the market. ECOWAS Standards Harmonization Model (ECOSHAM) for the development of Minimum Energy Performance Standards (MEPS) Implies the mechanisms and process by which the ECOWAS Technical Harmonization Committees (THCS), ECOWAS Commission and the ECOWAS Member States have harmonized standards on lighting.

15 Central America RELS 15 Proyecto Mesoamérica The regional initiative has been undertaken in coordination with Proyecto Mesoamérica (a high level presidential initiative including all Central American countries, Mexico and Colombia), the Dominican Republic and UNEP s Regional Gateway for Technology Transfer and Climate Change Action in Latin America and the Caribbean (REGATTA). It began in October Eight countries are involved as beneficiaries in the effort: Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua and Panama. The two countries Colombia and Mexico, have provided support for the other countries in their transition efforts on the basis of lessons learned from having already developed a strategy to phase out inefficient incandescent lamps.

18 RELS Agreements 18 Key priorities Technology neutral MEPS to be adopted gradually to phase out incandescent lamps completely by end 2016 Labelling and endorsement seal to be adopted along with MEPS Adaptation of laboratory in Costa Rica as a regional laboratory, with GELC support ESM legislation will be done through a regional binding instrument, including extended producer responsibility Mass distribution of lamps among subsidized families

19 Estimated Impact Achieved in Central America 19 Save electricity by over 2.4 GWh over 5% of electricity consumption and equivalent to 660 million US$ in avoided power plants Save over 400 million US$ on electricity bills Reduce CO2 emissions by 2 million tonnes per year equivalent to nearly 1 million passenger cars

20 Lessons Learnt 20 Positive impact on the promotion of efficient grid and off-grid lighting products in West Africa Regional coordination requires field and international expertise to help build local capacity Stakeholders engagement is essential to assess real needs and gain the buy-in of local experts Coordination between on-going regional programs having similar objectives On-the-ground specific support to all countries a challenge due to limited financial resources Countries at varying levels of readiness for the implementation of harmonized standards
