2 National Infrastructure Protection Plan Build a safer, more secure, and more resilient America by enhancing protection of the Nation s CIKR to prevent, deter, neutralize, or mitigate the effects of deliberate efforts by terrorists to destroy, incapacitate, or exploit them; and strengthening national preparedness, timely response, and rapid recovery in the event of an attack, natural disaster, or other emergency.

3 Sector-Specific Agencies Each of the 18 SSAs is the primary Federal entity responsible for coordinating the unified effort to protect against and mitigate the effects of natural or manmade events against CIKR within that sector. Critical Manufacturing

4 Sector Partnership Model Homeland Security Presidential Directive 7 (HSPD-7) identified 17 Critical Infrastructure and Key Resources (CIKR) Sectors that require public-private coordination, collaboration, and information sharing to protect national security interests. Critical Manufacturing established as 18 th sector in March The Sector Partnership Model consists of two collaborative and consensus-based councils for each CIKR Sector: The Sector Coordinating Council (SCC) consists of private sector CIKR owners and operators The Government Coordinating Council (GCC) consists of CIKR stakeholders from a wide range and all levels of governmental agencies and offices Critical Infrastructure Partnership Advisory Council (CIPAC) is exempt from the Federal Advisory Committee Act and provides a secure environment for public-private interaction and communication between the public and private partners, and protects the communications from FOIA, Anti-trust, and State Sunshine laws. Under CIPAC and Section 871 of the Homeland Security Act, Working Groups can be formed to discuss common topics impacting multiple sectors.

5 Strategy on Global Supply Chain Security In December of 2010, the Critical Manufacturing Sector and the Commercial Facilities Sector co-sponsored the Cross-Sector Supply Chain Working Group. This group brought together supply chain leaders from all18 CIKR Sectors to discuss supply chain security and best practices. This group meets monthly and discusses issues surrounding supply chain security. The group has covered topics such as introduction of counterfeit materials in the supply chain, to the supply chain effects of the Japanese Earthquake/Tsunami. A team in support of the Office of the President (National Security Staff) has been drafting a Strategy on Global Supply Chain Security. The Strategy addresses issues of physical security of the Global Supply Chain. The DHS Office of Policy and the National Security Staff confirmed that the most effective method for Outreach to the Strategy would be through the Cross-Sector Supply Chain Working Group (CSSCWG) and the CIPAC framework. The outreach to industry for the President s strategy implementation will be conducted through the DHS industry councils, and those comments will be gathered and relayed back to the National Security Staff and the DHS Office of Policy. The CSSCWG incorporates other supply chain initiatives in an effort to streamline duplicative efforts regarding supply chain security, and be truly representative of all of the infrastructure sectors and parties that have significant supply chain security concerns. 5

At the release of the Strategy to the public, the SCC Leadership team will meet, and begin the process of soliciting outreach toward implementation of the Strategy. The Outreach goal will be to solicit from all sectors their best practices, gaps, vulnerabilities, and concerns that might impede commerce and provide that in a report to the National Security staff team. DHS Office of Policy and the National Security Staff indicate an End of Summer release. Upon release of the Strategy, the SCC Leadership team will be responsible to ensure the outreach effort through the CSSCWG. 6
