2 EARTHQUAKE PREPAREDNESS CONSULTATION Extensive stakeholder consultation on EQ preparedness priorities (April to July 2014) Local authorities and First Nations Federal Agencies First Responders Private Sector and critical infrastructure organizations Non- governmental organizations Insurance and housing sector representatives Representatives of vulnerable populations, faith- based communities, and animal welfare groups EQ PREPAREDNESS CONSULTATION REPORT Report s recommendations include the stakeholder priorities identified during the consultation Eight recommendations Key actions are identified for each recommendation Each recommends action by the provincial government Many also recommend action by others (e.g. federal government, local governments, and private sector) 2
3 OVERALL REPORT FINDINGS Highlights need for change in culture and preparedness through collaboration Emergency management is a responsibility that is shared by all: public, all levels of gov t, businesses, private sector, NGOs, etc. Organizations responsible for emergency management in BC need greater resources, empowerment and authority Concrete work already underway, particularly at EMBC, in response to the Auditor General s 2014 report EARTHQUAKE PLANNING MULTI-YEAR ROADMAP March 2014 March 2015 March 2016 March 2017 Immediate Response Plan Sustained Response Recovery 3

8 PROVINCIAL COORDINATION TEAM Mobile, cross- government, multi- functional provincial roster Activated & deployed by EMBC Potential tasks: On the ground situational awareness, assessment and analysis Reinforcing & setting conditions for integration with Local Authorities & Stakeholders Reinforcing regional operations centers Integrating function during catastrophic events Already proven effectiveness STATE OF EMERGENCY The Province s State of Emergency will include authorization for local authorities to utilize emergency powers described in the Emergency Program Act to support local emergency response activities. 8
9 LOCAL AUTHORITIES RESPONSE ACTIONS Activate emergency plans and business continuity plans Maintain control & direction of response within jurisdictional boundaries First responders will remain responsible to manage and conduct emergency operations Initiate actions to save lives Execute response using jurisdictional resources & mutual aid/ assistance agreements LOCAL AUTHORITIES RESPONSE ACTIONS Establish communication with regional and provincial partners Establish Emergency Operations Centre (EOC) if not operational, initiate agreements with adjacent jurisdictions Integrate with provincial response operations through Provincial Regional Emergency Operations Centres (PREOCs) and the overall Provincial Earthquake Response and Recovery Centre (PERRC) 9
10 PUBLIC EDUCATION First set of new public education materials to support community preparedness and resilience Developed in consultation with Local Authorities and stakeholders from across BC, and designed as part of a 3- year creative public education campaign New materials include: Neighbourhood Preparedness Guide Household Preparedness Guide Basic Emergency Supply Kit Card EXPECTATIONS OF LOCAL AUTHORITIES Conduct a Hazard Risk & Vulnerability Analysis (HRVA) that includes analysis of earthquake impacts Prepare Emergency Plan(s) that address scope and scale of catastrophic events, including business continuity activities Share plans and identification of response gaps with neighbouring communities, Province & Stakeholders Have knowledge of resources available and what will be needed Establish primary and secondary communication methods for sharing critical information with neighbours/province, including ability to issue key information to the public Coordinate public education, training and exercising 20 10
