6 STAKEHOLDER COST- EFFECTIVENESS CONCERNS Cost-effectiveness tests are becoming a significant constraint on the appropriate level of investment in energy efficiency: e.g. home performance, multifamily, low-income, new construction. Energy efficiency is not being correctly valued as a resource with a balanced approach to testing. Excellent programs, some with strong track records, constrained or jeopardized by tests 6

11 SMART GRID AND HOME PERFORMANCE Making Sense of the Smart Home: Applications of Smart Grid and Smart Home Technologies for the Home Performance Industry October: NHPC, ADS and NASEO convene first national conference on connections between energy efficiency and smart grid: National Summit on Integrating Energy Efficiency and the Smart Grid

12 RECOMMENDATIONS 1: Encourage partnerships between the energy efficiency industry and telecommunications and home security firms 2: Use home energy monitoring devices to promote implementation of whole-house upgrades, behavioral changes 3: Find linkages between demand response and home performance programs (joint marketing and targeting) 4: Develop EMV protocols for energy efficiency upgrades 5: Utilize smart grid data (HEMs and Smart Meter) for resources through capacity and carbon markets.

What has been done? How can the data produced by the HEMS technology assist in program EMV efforts? How does HEMS exist with or without Smart Grid infrastructure? What is the value proposition? What security risks exist and what measures can we take to sure these up?

17 VALUING ENERGY EFFICIENCY IN REAL ESTATE Unlocking the Value of an Energy Efficient Home: A Blueprint to Make Energy Efficiency Improvements Visible in the Real Estate Market (with CNT Energy) Data aligned with real estate industry s RETS standard to allow easy transfer to MLS databases Data provides easy pathway to populate Appraisal Institute s Green and Energy Efficient Addendum Many potential policy opportunities to encourage use of new tools in valuation of energy efficiency properties

18 RACE TO THE TOP Race to the Top for Energy President Obama State of the Union and 2014 Budget Request - $200 M Smart Grid Focused Senators Warner (VA) and Manchin (WV) introduced S.1209 the State Energy Race to the Top -- $200 M state energy productivity competition with broad flexibility in the competition design allowing for industrial, commercial, residential and public sector buildings and smart grid related initiatives. states choose the best design for their state s energy productivity needs. The Energy Productivity Innovation Challenge (EPIC) was introduced as SA 1954 to S (Shaheen- Portman) at $100 M.
