3 TPEP Mission To enhance the Nation s overall terrorism prevention capabilities through preventionfocused exercises and support activities that increase levels of awareness and cooperation, and improve horizontal and vertical information i sharing among homeland security and law enforcement officials at all levels of government.
4 TPEP and Baseline Capabilities Exercises Fusion centers should conduct or participate in another agency s scenariobased tabletop and live training exercises to regularly assess their capabilities - Baseline Capabilities for State and Major Urban Area Fusion Centers, Section I.A.10 TPEP directly meets this capability, and can provide support for the overall implementation and evaluation of Baseline Capabilities All facets of Section I: Fusion Process Capabilities can be assessed in a prevention-focused exercise By watching the fusion process in action, conclusions can also be reached regarding the implementation of Section II: Management and Administrative i ti Capabilities Prevention exercise evaluation guides are mapped to the Baseline Capabilities Exercise evaluation identifies capability strengths and gaps, and provides corrective actions which allow for better informed and supported funding requests and investment justifications
5 TPEP offers a range of services Table Top Exercises (TTX) Advanced Analytic Techniques Workshop (AATW) Information Sharing Environment Analysis Workshops (ISEA) Joint Counterterrorism Awareness Workshop Series (JCTAWS) Seminars Games Functional Exercises (FE)
6 TPEP Service Lines Seminars: Informal discussions unconstrained by realtime portrayal of events and led by a presenter. Generally employed to orient participants to, or provide an overview of, authorities, strategies, plans, policies, procedures, protocols, response resources, and/or concepts and dideas. Tabletop Exercises (TTXs): Key personnel discussing hypothetical scenarios in an informal setting. Used to assess plans, policies, and procedures or to assess the systems needed to guide the prevention of, response to, and recovery from a defined incident. Games: A simulation of operations that often involves two or more teams and uses rules, data, and procedures to depict an actual or assumed real-life situation. Games explore decision-making processes and the consequences of those decisions. Information Sharing Environment Analysis (ISEA) Workshops: TPEP AATWs produce two documents: A flow chart that visually illustrates the information sharing environment by capturing participants, inputs and outputs, and information sharing within the environment through formal and informal channels. A written report that describes in detail the information collected during the ISEA Workshop. Advanced Analytic Techniques Workshops (AATWs): A 3-day training that provides Fusion Center personnel, analysts, and investigators with insights into terrorism finance and communications exploitation techniques as they relate to the triaging of Suspicious Activity Reports (SARs) and other information i that enters the realm of the Fusion Center. Joint Counterterrorism Awareness Workshop Series (JCTAWS): Joint interagency series of facilitated discussions designed to address local jurisdictions' readiness to prevent and respond to a Mumbai-style attack. Functional Exercises (FEs): Simulates the reality of operations in a functional area by presenting complex and realistic problems that require rapid and effective responses by trained personnel in a highly stressful, timeconstrained environment.

9 TPEP Collaboration NCTC- TPEP is collaborating with NCTC (as well as DHS, FBI and DOJ) on the Joint Counterterrorism Awareness Workshop Series and in development and delivery of the Serious Game. 10 TPEP Outreach Exploring the breadth and depth of exercises presented Joint Counterterrorism Awareness Conference Workshop Series TPEP continues to lead planning efforts for the workshop series. National Fusion Center Conference TPEP presented at the 2010 NFCC TPEP PM co-moderated a panel on Exercises CIAC POCs presented to Fusion Center Directors on the FE Outreach hmaterials Created factsheets for: TPEP Program Overview; Serious Game, AATWs
11 TPEP Strengths Expanded nationwide reach; prevention as a first step towards readiness and sharing lessons learned Rapid and flexible response to client needs Develop new and innovative solutions We are the exclusive exercise program focusing on information sharing and intelligence fusion processes Engagement: Strong relationships with interagency partners; collaboration and promotion across agencies Create synergy between entities within the prevention/fusion community (ex Monterey Conference and Joint CT-AWS) Over 300 entities have participated in Federal, State, local, international agencies and international/cross-border TPEP exercises.
12 TPEP Opportunities Collaboration Continue to build an all-inclusive culture of one related to prevention exercise planning, development and conduct Coordination Build upon interagency partnerships to expand opportunities Support the National Exercise Program (NEP) Promotion Enhance visibility through conferences, exercises and activities Build reach through distribution of TPEP bi-monthly reports to interagency partners Growth and the Enhancement of National Preparedness In the past two years, the TPEP has seen an explosion in program interest and requests for support. As the mission of the program continues to broaden, we must plan for growth
13 Universal Adversary Program (UAP) The Universal Adversary Program currently resides with the National Exercise Division within the TPEP Program. Mission The UAP mission is to enhance the homeland security community s understanding of the current and emerging threat environment and potential terrorist adversaries, and strengthen national preparedness capabilities through hexercise support.
14 UAP - continued Functional Capabilities The UAP provides an analytical framework for planning, training, and exercising against potential criminal and terrorist activities. The UAP level l of support can be customized and scaled to support any exercise. The UAP offers a variety of products and services including: Resource Library Dynamic threat Assessments (DTAs) and special analysis (SAs): fictionalized i but realistic i information i based on open source information
15 UAP - continued Dossiers: detailed biographical documents that outline a fictionalized but realistic personality or character who is part of a threat organization or movement Analytic notebook link analysis: Visual representation of information from dossier personalities, scenarios and DTA/SA networks that enhance the product. Exercise scenario assessments Red teaming techniques and concepts are integrated into exercise scenarios assessments in order to enhance critical thinking and critical review of the threat environment, adversarial action, and technical scenario documentation
16 UAP - continued Customized Adversaries Customized adversaries can be produced to provide an enhanced, realistic and credible threat model for jurisdictions to exercise against. Simulation Cell Support UAP analysts will provide support within the simulation cell during exercise conduct by responding real time requests for information from layers about an adversary s likely course of action.
