About Name History Solutions QinetiQ is a people-based business that provides advice and services across three key markets: Defence, Government and Industry. The name QinetiQ (pronounced ki-net-ic) results from extensive analysis of all of our capabilities and strengths. It is derived from the scientific term, kinetic, which means relating to or caused by motion. This in turn comes from the Greek kinetikos based on kineo, which means to move, with connotations towards energetic, enterprising and dynamic. The name QinetiQ is seen as particularly distinctive and reflective of our spirit of innovation and creativity, but also energy, motion and progress. QinetiQ was established in Australia in 2008 when our international parent company QinetiQ Group plc (headquartered in the UK and listed on the London Stock Exchange) acquired several local engineering and consulting companies. Through the heritage of these local companies, QinetiQ has supported clients in Australia for more than 30 years. We employ more than 250 people that work from our offices in Adelaide, Brisbane, Canberra and Melbourne or on client sites across Australia. People We are trained and experienced in developing, improving and delivering results within Asset Management systems. We are experts in engineering and Integrated Logistics Support and have an impressive track record of acquiring or managing assets for our clients. Tools Our powerful modelling and simulation tools and technologies are used widely by Defence to support decision-making. Our life cycle cost, risk, naval architecture and structural modelling capabilities provide a rigorous basis for defensible decision-making. For example, we used our Family of Cost Estimating Tools to provide strategic decision support for different capability options considered during the 2015 Force Structure Review. Background The findings of several recent Defence reviews and advances in private sector sustainment management practices have resulted in the Defence Capability Acquisition and Sustainment Group mandating that sustainment management [shall be] in accordance with the principles of Asset Management as described in AS ISO : Defence recognises that Asset Management is an umbrella concept that integrates traditionally stove-piped acquisition and sustainment activities including systems engineering, capability development and acquisition, demand management, operations and maintenance, logistics, life cycle costing, reliability engineering, data management, configuration management, risk management and continuous improvement. Effective Asset Management requires competent people engaged in an organisational structure supported by processes and tools which enable evidence-based decision-making to occur on how to balance cost, risk and capability in the pursuit of organisational objectives. We have supported Defence with a range of Asset Management services for some of the largest and most complex projects in operation today. A recent highlight was being chosen as the Landing Helicopter Dock Systems Program Office s (LHDSPO) Strategic Partner for Asset Management Model and Sustainment. We supported LHDSPO with developing the innovative sustainment architecture, delivering the Request for Tender on schedule, achieving maximum industry participation during the engagement phase and the tender evaluation. 5 ASSET MANAGEMENT EXPERIENCE ENGINEERING QINETIQ PROVIDES WORLD-CLASS INDEPENDENT TECHNICAL ADVICE ON ALL ASPECTS OF ENGINEERING SYSTEMS, DESIGN, ASSET PRESERVATION, STRUCTURES, WEAPONS & EXPLOSIVE ORDNANCE AND TEST & EVALUATION AS WELL AS ADDING VALUE BY DE-RISKING MAJOR DEFENCE PROGRAMS. Authorised Engineering Organisation Defence recognises QinetiQ as an Authorised Engineering Organisation (AEO) in aircraft structural integrity, weapons and explosive ordnance and range control and safety systems. The AEO process was introduced by Defence as a mechanism to ensure only companies with appropriate levels of process maturity and experience can work on Defence projects. Under our AEO we have delivered in excess of 1500 military aircraft designs including major repairs to critical structures and supported the Introduction Into Service of more than 300 munitions. We remain the only company accredited to provide certified structures and related software designs and advice for all Defence military aircraft and helicopters. Additionally, we have supported organisations within Defence, such as the Tactical Information Exchange Integration Office, with achieving AEO status. Our acknowledged engineering capability and the rigour of our engineering management system allows us to produce approved engineering designs for any organisation within Defence. Systems Engineering Our systems engineers work across a range of Defence projects, undertaking requirements engineering, integration, verification and validation, Test & Evaluation and technical performance measurement. We write policies and contribute to academia and training for systems engineers. For example, our electronic systems engineers deliver spectrum monitoring solutions including training and ongoing maintenance support. Design Engineering Australia and the United States initiated a joint development program to upgrade the Mk 48 Heavyweight Torpedo capability, so it could be used by both nations. We conducted the weapons design engineering certification for the torpedo, from certification planning to trials support, delivering a smooth and cost-effective Introduction Into Service. Asset Preservation We are engaged to audit ageing aircraft systems to identify and quantify risks involved with service life extension. We make recommendations to mitigate risks across all systems mechanical, avionics, propulsion, weapons/munitions, structural condition and ground & test support equipment. Recent aircraft audits have included the Royal Australian Air Force s F/A-18 Classic Hornet and PC-9/A. Structural Integrity For more than 15 years we have delivered structural integrity engineering solutions to Defence assuring the airworthiness of their assets while enabling capability and minimising cost of ownership. Structural integrity assessments involve collecting, evaluating and applying usage and maintenance data to assure the safety and capability of assets against long-term operational wear. Weapons & Explosive Ordnance We conduct explosive ordnance life assessments for Defence. Initial analysis determines the expected shelf life based on performance and safety. Detailed analysis, with modelling and testing, then confirms if the estimates are correct. As a result unsafe ordnance is removed earlier than expected or more often a life extension is granted. This prevents unnecessary stock disposal and reduces expenditure on replacement. Test & Evaluation Test & Evaluation (T&E) plays a critical role in the procurement, through-life support and training in the use of the Defence assets. We offer a wide range of T&E services, including conducting tests & trials, developing test documentation (e.g. plans, reports), access to specialist test equipment & data interpretation tools and mobile test & equipment facilities and design. We have designed complex T&E programs for 155mm natures and other munitions. This includes conducting full scale insensitive munitions testing, environment testing, proof firings and lethality evaluations at Defence ranges or using specialist test facilities. We have supported T&E activities for the Wedgetail Airborne Early Warning and Control aircraft and conducted fatigue tests on the Bushmaster protected mobility vehicle. 6» Charting the Course in Australia» QinetiQ QinetiQ «Charting the Course in Australia «7

6 Commonwealth of Australia, Department of Defence ASSET MANAGEMENT EXPERIENCE INTEGRATED LOGISTICS SUPPORT QINETIQ PROVIDES INTEGRATED LOGISTICS SUPPORT SOLUTIONS THAT ADDRESS SUPPORTABILITY REQUIREMENTS THROUGHOUT ALL PHASES OF THE DEFENCE CAPABILITY SYSTEMS LIFE CYCLE AND THAT DELIVER OPERATIONAL FLEXIBILITY AND SUSTAINABILITY AT OPTIMUM COST. Logistic Support Analysis We apply tailored analysis to develop or improve support solutions. We provided logistic support analysis for the Collins class submarine programs SEA 1439 Phase 3 and SEA 1439 Phase 4A. As a result of our support, the Project Office achieved Integrated Logistics Support certification and was able to develop supply support, in-service support, supportability testing & transition plans for the submarine s Replacement Combat System. Acquisition & Sustainment Support Our people are highly experienced in the support of capability acquisition, including contract planning and transition management activities required to ensure logistic support needs are met, technical publications are developed and maintained and technical data is captured, reviewed and remediated to enable better planning and resource allocation. We have an excellent track record of providing support during the sustainment phase of the Defence life cycle such as our work reviewing and amending the Hydrographic Systems Program Office (HSPO) materiel logistics plans and procedures. The amended Integrated Logistics Support processes and procedures assisted HSPO in meeting its deliverable requirements and allowed the mission system upgrade to stay on schedule. Supply Chain Management Our supply chain management services encompass sparing analysis & optimisation, inventory management & packaging and handling, storage & transportability analysis. Our experience includes substantiating and corroborating the concerns raised about Asset Management during Phase 2 of the Coles Review into the Collins class submarine. Our work contributed to the Final Report that has since solved the identified issues. Life Cycle Costing We help our clients make evidence-based decisions about the life cycle costs of different capability options. We supported the SEA 1654 Phase 3 project office with acquiring a single class of modern combat support ships to replace the HMAS SUCCESS and SIRIUS. Our team provided through-life support cost analysis advice to the project office to assist them with selecting the best value for money combat support ship. Integrated Logistics Support Certification Analyses of support arrangements to ensure systems are safe, fit-for-service and environmentally compliant is a crucial stage in the capability acquisition process. We worked closely with the SEA 1439 Phase 4A project team and their key stakeholders to review the project s logistics materiel and define the pathway toward successful Integrated Logistics Support certification. 8» Charting the Course in Australia» QinetiQ QinetiQ «Charting the Course in Australia «9

7 ASSET MANAGEMENT EXPERIENCE OPERATIONS QINETIQ OPERATES SEVERAL FACILITIES, SYSTEMS AND PROJECT OFFICES ON BEHALF OF DEFENCE. WE ESTABLISH INTEGRATED TEAMS WITH OUR CLIENTS FOCUSED ON ACHIEVING THEIR ASSET MANAGEMENT OBJECTIVES WHILE REDUCING COST, ADDING VALUE AND IMPROVING PERFORMANCE. Integrated Engineering Services We operate an integrated engineering services facility on behalf of the Defence Science and Technology Group (DST Group) at Fishermans Bend in Melbourne, Victoria. The facility specialises in producing bespoke solutions to difficult engineering problems or one-off prototypes. We work on various projects in support of DST Group and Defence. For example, we recently designed a 240 kn capacity rising displacement test rig used to measure the stress-corrosion-cracking threshold of steel in a marine environment for large specimens up to 80 kn. Test & Evaluation Ranges QinetiQ has supported upgrades to several vital Defence Test & Evaluation (T&E) assets, including the Woomera Test Range (WTR) in South Australia and the Special Air Service Regiment Indoor Live Fire Ranges in Western Australia. The WTR also uses QinetiQ s Range Control and Safety System which monitors and safely controls the trial of military equipment or related training. Additionally, we have produced equipment to support T&E activities including a torpedo recovery rig and submarine target. Inventory Management Defence has been developing its 155mm artillery capability for the past 20 years. During the most significant period of its development, we were selected to partner with the Explosive Ordnance Division to support their expanded responsibilities. A key element of this task was to assist with the transactional elements that support Defence operations including inventory management. This freed up Divisional staff to conduct higher value planning and oversight activities. Mission Planning We have more than a decade of experience in developing and delivering mission planning tools. Currently, we are enhancing mission planning capabilities for the Joint Strike Missile (JSM) which Australia has agreed with Norway will be available for the Royal Australian Air Force s future fleet of F-35A Joint Strike Fighters. 8 ASSET MANAGEMENT EXPERIENCE PROJECT MANAGEMENT & COMMERCIAL SUPPORT QINETIQ HAS THE EXPERTISE TO HANDLE EVERYTHING FROM PROJECT MANAGEMENT TO COMMERCIAL SUPPORT, APPLYING OUR DEEP AND DETAILED KNOWLEDGE OF EQUIPMENT, PLATFORMS AND SYSTEMS TO ANALYSE AND SOLVE THE MOST DIFFICULT ASSET MANAGEMENT CHALLENGES. Project LAND 2110 Project LAND 2110 seeks to improve Defence s Chemical, Biological Radiological and Nuclear (CBRN) Defence capability through the protection of personnel from the strategic, tactical and physiological impacts of exposure to Toxic Industrial Materials and CBRN weapons. We worked with the Project Office to develop the Request for Tender (Acquisition and Sustainment) and supported the tender evaluation process. 155mm Capability Acquisition We have supported the acquisition of 155mm natures for Defence. We developed the Australian Standard for Defence Contracting tender pack for the guided artillery, 155mm munitions families and modular charge systems. We are currently developing the Future Artillery Ammunition tender for the Project LAND 17 Phase 1C.2 as a fully contracted project office. Collins Class Sustainment Program We assisted Defence with transforming the performance structure of the Collins Class submarine support contracts held mostly by the Australian Submarine Corporation. We developed a Performance Management Framework that clearly and fairly sets out performance expectations so that all parties are motivated to achieve the desired capability and availability outcomes. High Powered Phased Array Radar Australia is home to one of few companies in the world producing element level digital active Phased Array Radars for naval vessels. We worked with Defence to develop a contracting mechanism to enable further research and development of a High Power Phased Array Radar to equip the Royal Australian Navy s ANZAC Class and Future Frigates under Project SEA 5000 with stronger protection against evolving threats. Harpoon & Missile Suitability Assessment We assisted Defence with assessing the Harpoon Weapon System Joint Common Test Set and the Evolved Sea Sparrow Missile for Introduction Into Service with the Royal Australian Navy. We developed the project management, engineering certification, Integrated Logistics Support, disposal, guidance on security classification & categorisation and training needs documents required to achieve Introduction Into Service. F-35A Joint Strike Fighter We assisted the AIR 6000 New Air Combat Capability Project Office with preparing Defence Cabinet documentation for second pass approval of the acquisition of the Royal Australian Air Force s first 72 F-35A Joint Strike Fighter aircraft and the infrastructure & support required for initial training and testing. KC-30A Multi-Role Tanker Transport Under Project AIR 7403, Defence is acquiring two ex-lease A aircraft for conversion into KC-30A Multi-Role Tanker Transport aircraft. They are also costing a long-range aviation transport capability for one or both aircraft and undertaking initial capability development and design for a satellite communication system. 9 ASSET MANAGEMENT EXPERIENCE MODELLING & SIMULATION QINETIQ USES ADVANCED MODELLING & SIMULATION TECHNOLOGIES, WHICH TAKE INTO ACCOUNT A WHOLE RANGE OF FACTORS, TO SUPPORT DECISION-MAKING AT ANYTIME DURING THE LIFE CYCLE OF AN ASSET TO BALANCE COST, RISK AND CAPABILITY. Family of Advanced Cost Estimating Tools Paramarine Advanced Marine Design Software SURVIVE Naval Platform Survivability Software Virtual Reality Training Simulation The Family of Advanced Cost Estimating Tools (FACET) is a suite of predictive cost tools developed by QinetiQ. The ability to accurately predict the cost of conceptual systems using FACET is crucial to those who conduct early studies and plan Defence finance. We used FACET to provide strategic decision support for different capability options considered during the Defence 2015 Force Structure Review. Paramarine is our naval architecture design and analysis product. It is used to examine the implications of capabilities in the early needs analysis phases through to final concept designs. It has been used by ASC since 2005 and is now being used by the Defence Science and Technology Group for survivability and vulnerability calculations and the Australian Maritime College to train the next-generation of naval architects. SURVIVE is our naval platform survivability tool. Originally developed from the combination of several different UK vulnerability codes, SURVIVE can model a range of missile, bomb and mine attacks and simulate the blast and fragmentation effects on the ship. SURVIVE determines the resultant damage on structure, equipment and systems and calculates flooding extents. Numerical and visual results are output in user-friendly formats. Bore Erosion Measurement and Inspection System QinetiQ is the representative in Australia for the Bore Erosion Measurement and Inspection System (BEMIS ) made by Laser Techniques Company. BEMIS uses laser optical technology to measure and assess the wear and erosion of large gun barrels. The data collected over time enables BEMIS users to make objective decisions about how to maximise their capability or optimise their life cycle costs, taking into account frequency of use. Our pioneering virtual reality training solutions are used extensively in defence and mining sectors in Australia and around the world. Our 360-degree theatre for mine safety training is currently in use at Northparkes Mine in New South Wales and we recently developed a simulation security training package for a high profile Australian Government agency. Australian Defence Simulation & Training Centre We were involved in the provision of systems support services for the Australian Defence Simulation and Training Centre. Our work supported synthetic training environments for Defence joint and combined training activities and promoted the use of modelling & simulation in support of broader Defence activities. Flight Training Simulation Australia is acquiring 46 MRH90 advanced tactical troop transport helicopters with a flight training simulator.
