FBI investigative tool to search, link, analyze, and share incident, arrest, and booking information More timely and in-depth analysis of information helping to prevent and solve crime Agencies can access N-DEx without being an information provider Data exchange must be standards-based

6 IOWA CJIS: LEADERSHIP DRIVEN Strong Governance model has helped move CJIS from planning to implementation: MOU between Executive and Judicial Branches CJIS Board comprised of Governor and Director of Administrative Services Chief Justice and State Court Administrator Appoints Chair of Advisory Committee Board meets only when necessary; Advisory Committee meets monthly

7 IOWA CJIS: LEADERSHIP DRIVEN Strong Governance model has helped move CJIS from planning to implementation: Iowa CJIS Advisory Committee Members serve up to three 3-year terms Five Governor Appointees Five Chief Justice Appointees Five representatives appointed by statewide criminal justice and administrative organizations Four Legislative Ex-officio members

9 IOWA CJIS: STANDARDS BASED Implementation approach included: Clean application of Service-Oriented Architecture (SOA) Unique and firm combination of: Global Reference Architecture (GRA) Web services extensible Markup Language (XML) standards, including National Information Exchange Model (NIEM) FBI CJIS Security Policy

10 IOWA CJIS: CROSS AGENCY AUTOMATION Moving information horizontally and in realtime: From law enforcement incident all the way through disposition and post-disposition No batch files No file transfer protocol No extracting, transferring or loading

11 IOWA CJIS: WORKFLOW DRIVEN PROCESS Input information once into a system: Promote workflow efficiencies in various business processes Ensure information moves seamlessly throughout the criminal justice process Fewer data entry errors Results: less risk of making decisions on inaccurate or incomplete information

18 STATEWIDE N DEx IMPLEMENTATION Funded with BJA National Justice Information Sharing grant Enable local law enforcement in Iowa to share and use national information Support streamlining complaint filing with County Attorneys and Courts Promote the business benefits of N-DEx among vendor community Project uses N-DEx Incident & Arrest IEPD, version 2.1, which is based on NIEM 2.0 and LEXS 3.1.4

19 N DEx PROJECT SCOPE Activities: Outreach and education to vendor community and Law Enforcement Agencies in Iowa Business plan development: tailored planning and assistance to agencies and vendors Technical execution: implement N-DEx with TraCS, RMS Vendors and County Attorneys Measure project impact and document best practices to assist future N-DEx implementations

26 OUTREACH ACTIVITIES Leverage law enforcement professional associations in Iowa Releasing/updating a statewide survey of law enforcement records solutions Providing tailored assistance to local agencies and their vendors Documenting common gaps, issues and best practices

27 OUTCOMES TO DATE What is in it for Local Law Enforcement? The obvious access to a wide range of LEA investigative information about crimes, suspects Integration with the County Attorney eliminates completion of additional forms Can be an impetus to prioritize workflow reengineering between agencies

28 OUTCOMES TO DATE Go for the most common, most general use cases, but: Respect local preferences and autonomy! Don t automate a bad paper process! N DEX + CJIS + addressing painful filing process = priceless Engage in open, honest communication with the vendor community about N DEx interest and expectations
