1 INTRODUCTORY REMARKS Dear readers, With this second newsletter, we would like to provide brief information about the Twinning Project implemented within the State Committee for Standardization, Metrology and Patent of the Republic of Azerbaijan: AZ/15/ENP/TR/36 Strengthening the metrology system in Azerbaijan. The second newsletter aims at: Informing about implemented activities during the 16 months from the start of the twinning project - January Following editions of the newsletter will periodically inform about the progress of the twinning project. We are in intention to realize successful cooperation in order to reach the aims of the project. Baku, February 10, 2017 With this Decree, a legal entity of public law Azerbaijan Institute of Metrology, which shall ensure purchase, maintenance, and transfer of state quantity unit standards, has been established. In connection with the Decree, the State Metrology Service (SMS) is transformed into the Azerbaijan Institute of Metrology (AzMI)

2 PROJECT BACKGROUND The current project started in January 2016 with the implementation by a consortium of CMI Czech Metrology Institute (main partner) and PTB Germany National Metrology Institute for the duration of 24 months. The Twinning Project is funded by the European Union within the European Neighbourhood and Partnership Instrument (ENPI) 2011 Programme. The budget of the project is 1, EUR. This project is oriented on the strengthening the metrology system in Azerbaijan. It is divided into 4 main Components. Within the framework of these components, all activities are carried out by the short term experts (STE). The duration of the project is 24 months (1/2016 1/2018). The State Metrology Service under the State Committee for Standardization, Metrology and Patents (SCSMP) is the main partner from the Azerbaijani side. The Overall Objective of the Project is: To support access by Azerbaijan to world markets through the development of a metrology system in line with EU and international best practices in standards, norms and processes in the field. The project is structured into four components: Component 1 Technical activities of the SMS are aligned with internationally recognized best practice Component 2 Proposed legal and regulatory framework for the metrology system is in line with EU and OIML requirements, agreed with beneficiary and submitted for adoption Component 3 Organizational management and planning of the metrology system is developed in line with EU and international best practice Component 4 Conduct of training needs assessment and development of training programmes delivered to enable all staff to fulfil their roles in line with EU and International practices. IMPLEMENTED ACTIVITIES Management meeting Besides the planned regular activities during the 16 months, five Management meetings were held in Baku, at the State Committee for Standardization Metrology and Patent of the Republic of Azerbaijan with the participation of delegates from CMI, PTB, EU Delegation of Azerbaijan, PAO and Beneficiary side in each project quarter. All project related issues, implemented expert missions, activities and future plans are discussed during the Steering Committee Meetings (SCM) among stakeholders. SCM January, SCSMP conference room

3 Component 1: Technical activities of the SMS (after reform - AzMI) are in accordance to the internationally recognized best practice. Within this component, several activities have been carried out: 1. Visits of the technical experts of CMI to the AzMI laboratories, mainly in the field of mass, pressure, temperature, dosimetry, electricity, density and viscosity. Workshop on Estimation of uncertainties at Azerbaijan Technical University. April, Execution of workshops, trainings in the necessary fields with the participation of BC staff and other stakeholders. 3. Participation of AzMI experts in the study visits to CMI laboratories in the field of mass, pressure, density and viscosity, dosimetry. Workshop on Internal Audits - January, 2017 Component 2: CMI and PTB experts have executed workshops, in which they provided recommendations on harmonisation of standards and normative documents which are related to MID and NAWID. All corresponding legislative documents related with the MID and NAWID have been identified and provided to BC staff. It was found that approx. 80% of imported to Azerbaijan measurement instruments are from the EU countries. It makes sense to switch to European legislation after transposition period in the future. 4 Component 3: Organizational management and planning of the metrology system is developed in line with EU and international best practice. Within this Component there carried out workshops, trainings in the field of establishment of Metrology Policy Board, Risk Assessment for MID and NAWID, Market Surveillance, the new OIML Certification System. Recommendations provided by the MS experts in2016 were taken into consideration, while the above mentioned reform in the field of metrology in Azerbaijan carried out respectively. Workshop on Establishment of a Metrology Policy Board January, 2017 Component 4: One of the objectives of this component is to support BC in creation of a Training Centre, preparation of the trainers among staff of the AzMI, establishment of the list of necessary training courses and Training Manual. During implementation of this Component, recommendations have been provided on establishment of a training centre in the AzMI. Mini-manual for planning, execution and evaluation of courses, seminars and conferences has been prepared by the MS experts. Overview of the implemented and planned missions during the project: First diagram shows missions that were already implemented. The second one covers percentage of the implemented and planned missions within project.
