7 Phase I Energy Storage program lessons learned PRE-COMMISSIONING: CHALLENGES EXPERIENCED 7
8 Sources of delay prior to the final registration and commissioning stages Commercial: Delays in finalizing legal agreements between the host LDC and the project proponent and in other cases, between the project proponent and their technology vendors or financiers. One project affected by a component supplier exiting the market Co-operation of the host LDC is a key success factor and it varies Regulatory environment: In some cases, limitation in technical resources within LDCs to conduct Connection Impact Assessments Environmental assessment of MOECC noise impact has resulted in additional project work to enclose works in soundproofed buildings Absence of formalized framework to integrate storage projects at the distribution level Delays to permitting affects multiple construction dependencies if it is delayed. Applicability of distribution charges is emerging as a significant issue: 3 differing views of transmission-connected resources in Ontario: Wholesale market rules, OEB distribution rules and Transmission Tariff rules Inadequate assessment of materiality of these charges by some phase I participants 8

12 Permitting Risks For some phase I projects, administrative delays and changing requirements have all pushed out timelines for the permitting process, which have multiple downstream dependencies for development timelines. 13 Connection risks For some phase I projects, the with the Host LDC has been a crucial factor affecting project timelines. In some cases estimated connection timelines of months have been cited by some LDCs. Competing, formalized priorities for FIT/microFIT connections have sometimes been offered as a reason. 14 Distribution charges Ministry of Energy Directive In Ontario, there are different views as to the boundary of the transmission system based upon: Voltage and connection topology (IESO Market Rules, Electricity Act) Ownership of connecting assets (OEB codes, and Transmission Tariff orders) In some cases, the applicability of distribution charges to transmission connected phase I projects was an extensive, ongoing OEB topic of discussion between ASPs and the host LDC. 15 The ongoing role of storage While the OEB has created an Electricity Storage Licence in Ontario, the characteristics of energy storage facilities and their treatment have yet to permeate into the more detailed levels of codes, market rules and priority setting at all levels of the Ontario electricity system. For new entrants, basic information gathering on the treatment of their facilities is a complex, and sometimes error-prone, undertaking that can add to project timelines. 18 General Challenges: Project Registration and Commissioning A highly complex process even for experienced market participants A lengthy process particularly for facilities with a short development cycle No specific market rules expressly set out the application of registration and commissioning requirements for energy storage facilities Multiple market manuals and related documents govern the process. Some requirements clearly only apply to generation facilities but no official guidance from the IESO market rules as to which ones. 18

Is this the most efficient solution? Is the mandatory window for bid/offer changes too restrictive? Can storage facilities feasibly offer reliable operating reserve without state of charge monitoring in the DSO algorithm? Will conflicting dispatch between generator and load segments become a serious problem? 22
