3 1. What s new? The following enhancements were implemented in AT&T Billing Consolidator SM on October 26, This document provides a high-level overview of the specific changes that were made. All content, with additional detail, will be integrated into the AT&T Billing Consolidator user guide. 2. Register Today If you need a new Login ID (you have never had access to AT&T Billing Consolidator, or your access was deleted after more than a year of non-use), you should continue to go to the AT&T Billing Consolidator login screen ( and choose the link that says Register today. Page 3

4 The access request form has been updated with the following enhancements. 1. Login ID can now be any combination of uppercase and lowercase characters. 2. The new field of User Type asks each user to choose which level of access is needed. Point your mouse over the User Type heading to learn more about the 3 levels of access. 3. You must enter a Billing Account Number (BAN) or Invoice Number to submit your request. This will help route your request so it can be completed faster. It does not limit which account you will be able to access. 4. A new field asks each user if their agency participates in the E-Rate program. Again, pointing your mouse over the field heading will provide additional information on the E- Rate program and eligibility. 5. A new field for Notes provides a free text field for a user to list additional information, such as additional accounts that he/she needs to access or another user s name whose access should be mirrored. 6. Attachments can now be added to the request form. Once the request form is submitted, the buttons for Choose File and Upload File will be activated. Users can then attach additional documents, such as Letter of Authorization (LOA), or an Excel spreadsheet with a list of additional accounts that the new user will need to access. Page 4

5 3. Levels of access There are now three levels of access, since the Agency User access level has been added. 1. Bill Payer User Can access, review, print or save an invoice and generate basic reports. They may have access to all accounts for their agency or be limited to viewing specific accounts. 2. Agency User Can access, review, print or save an invoice and generate basic reports. They will have access to all of the accounts for the selected agency and the EDS Agency Report. 3. Agency Admin This is the highest level of access. Can access, review, print or save an invoice and generate basic reports. They will have access to all of the accounts for the selected agency and the EDS Agency Report. They will also be able to approve/add/edit/delete additional users within their agency. Page 5

6 4. Excel downloads The column names in the Excel downloads of the invoice have changed. They now match the column headings displayed in the invoice itself, which are the values taken from the data dictionary used in the CALNET 3 contract. This may require some modifications to automation you use for reviewing the downloaded sections. 5. Administrative functions Agency administrators now have additional responsibility for overseeing new users. When a new request for access is submitted, all agency administrators for the designated agency will receive an with the new user s request. Page 6

7 5.1. Approving new user requests When a new user request arrives, an agency administrator can approve or cancel the request. Under the Maintenance tab, choose New User Request. This will display a list of pending user requests. If there are many requests awaiting approval you can sort by Request ID, Last Name, Agency ID or Agency Name by clicking on each of the column headings. If there are more than 15 new user requests, they will be separated into multiple pages for you to tab through. To approve the request, choose the Pending link. Completing the request is just like adding a new bill payer user, where you can choose a temporary password and designate which accounts the new user will be able to access. Once you complete the request, an automated will be generated to alert the new user and they will be prompted to change their password when they log in. Page 7

8 To return to the list of new user requests and process another request, choose Return to New User List at the bottom of the screen. Page 8

9 5.2. Denying new user requests On the New User List page, click the Edit button. Change the status to X- Cancelled. Click Update, where the Edit button once appeared. Note: AT&T s CALNET Technical Support will continue to monitor these notifications and assist agency administrators in completing the requests. If you are an agency administrator and no longer want these notifications or this responsibility, please CalnetTechSupport@att.com and have your access changed to agency user. This will not affect access to any of the accounts you can currently view or access to the EDS Agency Report. Page 9

10 5.3. Adding multiple users You do not need to wait for users to submit new user requests. You can continue to add new users, as you did in the past by choosing Maintenance, Web Security, and Bill Payers. After adding one user, if you would like to add another, choose the Add Another Bill Payer User button at the bottom of the screen. This will clear the screen and allow you to add another bill payer user. Page 10

11 5.4. EDS Agency Report The functionality of the EDS Agency Report has not changed, however the specifications in section 8 of the report have changed.
