1 Provider Steps in the Process of Generating, Sending, and Executing Loan Documents (through the OnSpot Web Portal and DocuSign) for the Applicant and Co-Applicant as part of the Dort FCU Point of Sale Financing Program Important Notice for the Military Lending Act: Under the Military Lending Act, if the Dort FCU and the Provider is providing a loan to a known active Military person (applicant or co-applicant) or the dependent of an active Military person (applicant or co-applicant) and the Provider chooses to Print Hard Documents (Emergency Backup and Non-Preferred method of document signing); the Provider is required by Federal Regulation to verbally read STATEMENT OF THE MILITARY ANNUAL PERCENTAGE RATE disclosure word for word to the military person (applicant or co-applicant) and military dependent (applicant or co-applicant) when applying for a loan. This disclosure is provided in the loan document packet when printed. If signing electronically In Person or via , the signers click on a link in the disclosure that provides a voice message doing the same; thus, eliminating the need of the Provider to read the disclosure word for word and in its entirety. Dort FCU strongly encourages all Providers to have the Military person (applicant or co-applicant) and the dependent of Military person (applicant or co-applicant) sign using the primary methods of DocuSign In Person or DocuSign via to eliminate this requirement of the Provider when PRINTING HARD LOAN DOCUMENTS. These things have already occurred: Loan application has been completed and submitted via the web portal. The Electronic Decision Engine or the Dort FCU Underwriter has approved the loan application (Second Look) in Lending 360. The Provider can see the Approval Status on the Applicant s Loan Tile in OnSpot Financing s web portal. If credit card is selected and approved, the Provider must click on the Decision Details Icon in the loan tile to confirm if the applicant Qualifies for 0% credit card 12 or 24 months. If the applicant qualifies for 0% Credit Card, the Provider must make a decision as to if they want to offer a 0% credit card for the applicant. It s at the Provider s option to offer the applicant a 0% credit card or not. There is an additional cost to the Provider for the Provider to offer the applicant a 0% credit card. The term offered - 12 or 24 months depends on what the Provider wants to offer the applicant. If the Provider wants to offer a 0% credit card to applicant, they inform the applicant that they have qualified for either the 12 month or the 24 month 0% credit card. The Provider discusses with the applicant the 0% credit card offering. The Provider will confirm the applicant s acceptance or not. If approved for 0% Credit Card, the applicant is automatically approved for the standard Dort FCU No Reward VISA card, so if the Provider chooses not to offer the 0% credit card, they can still offer the applicant a Dort No Reward VISA credit card for their purchase. For all loans approved, the Provider will discuss and confirm the amount approved, the rate, the terms, the minimum monthly payment amount or payment amount, and the stipulations with the Applicant. The Applicant verbally accepts or declines. The Applicant can accept an amount less than what was approved. Steps needed to Generate Loan Documents: To accept the Loan on behalf of the applicant/co-applicant, the Provider enters the accepted loan amount (up to the approved amount) into the amount entered field in the Applicant s Loan Tile on OnSpot web portal. The Provider then clicks the check mark icon next to the amount entered field. Next, they click Print Icon in lower left corner of the loan tile for loan requested. A Generate Documents box appears - The Provider must select a drop down of either: with Joint Applicant or Individual Application depending on the loan product type submitted. IT IS VERY IMPORTANT THAT THE PROVIDER SELECTS THE Page 1 of 11

2 RIGHT DROP DOWN OPTION FOR THE TYPE OF APPLICATION THAT WAS SUBMITTED INDIVIDUAL OR JOINT (Term Loan, Dort Credit Card, or 0% Dort Credit Card 12 or 24 Months). IF THEY DO NOT SELECT THE CORRECT LOAN APPLICATION PACKET THAT WAS APPLIED FOR AND APPROVED, THE DOCUMENTS WILL BE WRONG AND WILL HAVE TO BE RE-GENERATED AND SIGNED AGAIN DUE TO BEING OUT OF REGULATORY COMPLIANCE. IF THIS HUMAN ERROR OCCURS, IT WILL DELAY THE ENTIRE PROCESS. Due to the OnSpot limitations, the Dort FCU booking/funding department will be the Quality Control to make sure that the loan application approved matches the type of loan document packets selected by the Provider and signed before booking/funding the loan. This selection determines if the applicant is applying for Individual Credit or Joint Credit and identifies this selection on the loan documents. Example: Individual application is submitted and the Provider selects with Joint Applicant the loan documents are out of compliance and vice versa. Click on Electronic Icon (The Primary Method for Generating and Signing Loan Documents): The Provider must select: DocuSign IN PERSON or DocuSign via For the Applicant and the Co-Applicant, the selection does not have to be the same for both. For example: Applicant can DocuSign in Person. Co-Applicant can DocuSign via or Vice Versa. Or, they can both sign using DocuSign in Person or DocuSign via . The signers choose the signing options that are best for them. Click Continue Icon Loan Documents are Generated (circular spinning icon appears when you see this you know loan documents are being generated). DocuSign via Electronic IN PERSON on a Computer: The same process happens for the Applicant as well as a Co-Applicant. DocuSign Box/DocuSign Log-Out Notice Appears states the Provider will be logged out of the portal and they will be required to sign back in to web portal after all signers complete the DocuSign signing process Click Continue Icon when signers are ready to sign Applicant Completes the ID Verify Process: When the signer(s) are signing by /DocuSign or signing by In Person/DocuSign, they will get the following screen prompts before they can begin the document signing process. ID CHECK PERSONAL INFORMATION Enter your home address. This information along with your name will be used to generate a list of questions to verify you identity. Must enter in Street, City, State, and Zip. Optional Information: Last for digits of SSN and date of birth. You must enter required and valid information before you can continue. They then click, Next. The next screen prompted is ID CHECK Identification Questions. These questions are being generated as a means of identity check requested by the document sender. None of this information is provided to the document sender or to anyone except you. The questions are generated from a Lexus Nexus data base surrounding the personal credit reporting information and public records. Examples of Questions signer(s) may see: Which of the following addresses have you ever been associated with? In which of the following housing complexes or communities have you ever lived or owned property? Which of the following vehicles have you ever owned or leased? Which of the following street addresses in have you ever lived at or been associated with? In which of the following counties have you ever lived or owned property? The signer(s) must correctly pass a certain number of questions to pass the ID Verification process. The signer(s) has three attempts to pass the ID Verify set of questions before they will be locked out of DocuSign. If the signer(s) get locked out of DocuSign, they need to Page 2 of 11

3 contact the Provider to let the Provider know they were not able to complete the ID Verify through DocuSign process. This should be communicated to the signers by the Provider especially when using the Electronic by option. If using the Electronic IN PERSON at the place of business option, the Provider can assist the signers with the ID Verify process. If the signer fails the ID Verify process after three failed attempts, the Provider must delete the documents and re-generate new documents. The Provider will need to go to the applicant s loan tile in OnSpot web portal and remove document set by clicking the remove document icon. To re-generate a new document set, they click on the page icon to re-generate the document for resending to the signer. The Provider then needs to select the correct signing method Electronic DocuSign via or Electronic DocuSign via In Person based on how they want the signers to sign. The signers will need to again try and complete the ID Verify process, so they can complete the document signing process. The Provider must confirm the completion of the document signing process within the loan tile within the OnSpot web portal. The Provider will need to confirm all signers have signed and the documents signing process is COMPLETE. If signing has not been completed the same or next day, the Provider should contact the applicant to find out what is holding up the completion of loan document signing and see if they can help. Dort FCU will be notified by DocuSign that the completed loan documents are available within the Dort FCU DocuSign account. This happens immediately once completed by all signers. Once the signer(s) pass the ID Verification process, they will be prompted to the screen Please Review & Act on These Documents. The signer(s) Loan Documents Pop Up for signing. Here they can read the Electronic Record and Signature Disclosure and state that they consent to use Electronic Records and Signatures. They can also click on the Other Actions Icon with has several drop down options: Finish Later, Print & Sign, Decline To Sign, Help & Support, About DocuSign, View History, and View Electronic Record & Signature Disclosure. The signer must click on the box for I agree to use Electronic Records and Signatures. The signer(s) can click a link above the check box to read Electronic Records & Signature Disclosures. Click Yellow Continue Icon Click on yellow Start Icon in left margin of loan documents DocuSign Process Takes Place When the signer clicks on the first DocuSign Initial Icon an Adopt Your Initials box pops up. The signer can click on the yellow Adopt and Initial icon to adopt the DocuSign generated signatures and initials. The signer also has the option to DRAW their own signature and initials or Change the Style of the DocuSign generated signature and initials and adopt those - the signer has several other DocuSign style options to choose form. No matter what is chosen, the signer must click on the yellow Adopt & Initial icon. Click on all yellow initial icons, yellow signature icons, active radio boxes, and fill in all required fillable fields. By clicking on the yellow Next icon in the left margin, this icon help navigate the signer(s) through the document package. The Applicant will need their Driver s License Number, Driver s License Expiration Date, and mother s maiden name when completing the Dort Membership Application Agreement. Click Yellow Finish Icon. Next Screen states: Your Documents Are Complete. The Provider clicks on Return to Provider. The Provider is prompted to enter password of OnSpot Financing Log-In screen and clicks on the Login icon. The print icon in the loan tile will be bolded. In the lower left corner of the loan tile, it will show Completed - this signifies all signers have signed. DocuSign via IN PERSON option sends all signers via ( generated by DocuSign) copies of the executed loan documents in case the signers did not download or print the loan documents when given the chance. 4 Unlike other lending web portals were each signer is required to establish and use separate and different addresses, the OnSpot Financing web portal application allows two signers to use the same address in the application. For example; Spouses can use the same home/personal address for applicant and co-applicant. Provider options for saving, printing, and ing signed loan documents: Note: There is no need for the Provider to have these options as DocuSign sends an auto generated containing all copies of all loan disclosures and all executed loan documents to all signers. The Provider clicks blue Return To Provider Icon The Provider has to Log back into the OnSpot web-portal The Provider clicks on the Loan Tile for the Loan Requested Click on the Page icon in lower left corner of loan tile to view the completed Loan Documents. If they hover over the Page icon, it will show view documents. The Provider has the Option to: PRINT or Loan Documents to the signers. PRINT The Provider can print copies and give the copies of the executed loan documents to the Applicant and the Co-applicant. The Provider can to any address they want. The following options are: Send Link (URL) to the PDF file on the web? Send Copy of the entire PDF File as an attachment. The Provider clicks on the following Icons: Send Link Send Copy Cancel If Click on Send Link: The Provider can the link to loan documents to any address they want. If sent by Send Link, the Provider s the link to the applicant and co-applicant. The loan documents will pop up on an OnSpot web page and the person ed the Send Link can: SAVE PRINT or loan documents. If Click on Send Copy: The Provider can the loan documents to any address they want. If sent by Send Copy, the Provider s the loan documents to the Applicant and Co-applicant. The loan documents pop up on an OnSpot web page and the person ed the Send Copy can: PRINT or the loan documents. DocuSign Electronic via on a Computer: The same process happens for the Applicant as well as a Co-Applicant. A Generate Documents pop up box appears with following statement: Documents have been generated and ed to the applicant. The Provider clicks on the OK Icon to move out of the pop up box and remains on the OnSpot Loan Tile page for the applicant in the OnSpot web portal. The Applicant (or Co-Applicant) receives to his/her personal address provided in the OnSpot loan application. It will come from Johnna Scherzer via DocuSign. Subject line: OnSpot Financing Documents. The Signer OPENS their . If the recipient (Signer) reads the full they will see several IMPORTANT NOTICES AND OPTIONS below the yellow Review Document icon: The Do Not Share This notice. This notice states that the contains a secure link to DocuSign and tells the Signer do not share this , links, or document access code with others. Instructions for Alternate Signing Method. The signer can log into DocuSign website (without having a DocuSign account) and click on Access Documents and enter in the security code provided in the to access the loan documents for signing. If they decide to sign up for a free DocuSign account, they have to provide address, provide a password, confirm the password, and click acceptance of DocuSign Terms & Conditions. They then click on Sign Up icon for their free DocuSign account. Or, they can select No Thanks. When the signer clicks No Thanks, the next screen states You re Done! Thank You for Signing with DocuSign. Once all signers have finished, check your for a link to the document. 9 The next screen will state Request for Signature. Johnna Scherzer of Dort Federal Credit Union requested your signature. This page also allows the signer to click on several options before they click on the yellow Review Documents icon to begin the signing process: 1) the signer can click on How It Works for short instruction of How to sign a document with DocuSign. 2) The signer can click on DECLINE (decline from signing). If they choose to continue this option, the documents will be void and inaccessible to other signers. To request changes to this document, they are instructed to Finish Later and contact the sender directly with their request. 3) The signer can click on Change Signer. They have to enter in address of the new signer; enter in name of the new signer; they have to insert text (up to 250 characters) to provide a reason to Johnna Scherzer for changing signer responsibility. It states that Clicking to change signer button will send notification to the person whom the person assigned this envelope. The original sender will also receive notification. The signer will be added as a Carbon Copy (CC) recipient. 4) They can click on the Cancel Icon to cancel and it will take them back to previous page. 5) They can click on yellow Review Documents icon at any time as well. On this same screen, the signer can click a link above the check box to read Electronic Records & Signature Disclosures. The signer must click on the box for I consent to use Electronic Records and Signatures. Click on yellow Review Document icon. The next screen will show the loan documents. It instructs signer to Tap Start to Begin. Click on yellow Start icon located at top right of screen. As each initial or signature icons are selected, DocuSign migrates the signer through the initial and signature icons. The signer can use the Go key on their key pad or the yellow Next icon at upper right to move through the signing process. Special Note: Due to the fact that the Provider currently has access to save, , and print loan documents within the OnSpot web portal after loan documents have been generated and signed by the applicant and coapplicant, the Dort FCU Point of Sale Financing Agreement was updated to include the Consumer Financial Protection Bureau s Regulation P (12 CFR 1016), and Part 748 of the National Credit Union Administration Rules and Regulations for Consumer Privacy. Dort FCU has requested that OnSpot Financing include a change in any system upgrades so the Lender can shut this option off. OnSpot Financing has stated they will consider this as part of their next upgrade. They stated to Dort FCU that some CU s have actually requested the Providers have this option. In the Dort FCU Point of Sale Agreement, Paragraph H - Privacy of Nonpublic Personal Information; Disposal of Consumer Information Addresses the Provider or Merchant s obligations for Consumer Privacy and Protection. It states: Merchant agrees to maintain the strictest level of confidentiality regarding the nonpublic information of the members and non-member consumers of Credit Union, and specifically agrees to implement appropriate measures designed to meet the objectives of NCUA Rules and Regulations Part 748 and its Appendices A and B. Merchant agrees that it shall not disclose to any third party or use the nonpublic personal information of the members or non-member consumers of Credit Union it obtains other than to carry out the purposes for which the information is disclosed in the ordinary course of business pursuant to this Agreement. Merchant specifically agrees to only access or use nonpublic personal information, in any form, when authorized or required by this Agreement and agrees to explain this obligation to employees, independent contractors and other agents of the Merchant. Nonpublic Personal Information shall mean personally identifiable financial information, and any list, description, or other grouping of consumers (and publicly available information pertaining to them) that is derived using any personally identifiable financial information, and as otherwise more specifically defined at Part 1016 of Title 12 of the Code of Federal Regulations, and as may be amended from time to time by the Consumer Financial Protection Bureau.
