2 Purpose of Presentation A new online registration process for facilities with air emissions will be implemented on January 31, 2017, at which point facilities that meet the eligibility criteria of O. Reg. 1/17 will be required to register their activities on the Environmental Activity and Sector Registry (EASR). 3 What Activities are Prescribed by the Air Emissions EASR regulation? Activities with air emissions that are not considered high risk and/or complex are required to be registered in the EASR, with some exceptions. Activities that meet the requirements of O. Reg. 1/17 will not be required to obtain an Environmental Compliance Approval (ECA), and instead must be registered in the EASR. 3

Reg. 1/17 Requirements Air Emissions Noise Emissions Odour Emissions EASR ESDM (Environmental Activity and Sector Registry Emission Summary and Dispersion Modelling) report prepared in accordance with O. Reg. 419/05 using one or more approved dispersion models EASR ESDM report must be accompanied by an EASR ESDM report supplement Best Management Practices Plan for fugitive dust (if applicable) Statement verifying each piece of combustion equipment (boiler or heater, electricity generation engine, or small wood fired combustor) meets in-stack limits Assessment of noise emissions using the Primary or Secondary Noise Screening Method or an acoustic assessment A noise abatement action plan may be included in a noise report if the facility commenced operation before January 31, 2017 and noise emissions exceed applicable sound level limits (see NPC-300) Acoustic summary table (if an acoustic assessment was prepared) submitted electronically with registration An odour screening report If screening report confirms circumstances as set out in O. Reg. 1/17, a Best Management Practices Plan for Odour and/or Odour Control Report must be prepared 5

6 Steps for Registering on the EASR There are three key steps to register an activity on the Environmental Activity and Sector Registry (EASR): 1. Create a Service Ontario ONe-Key Account. 2. Create and use the Ministry of the Environment and Climate Change s Client Account Management System (CAMS). 3. Register an EASR prescribed activity 6

7 Step 1: Create a ONe-Key Account Choose an ID, Password, and fill out the Password Recovery Info, Click on Confirm and Continue NOTE: Be sure to keep a record of your ONe-Key ID and Password for your records in a safe place. ID and password are case-sensitive and need to be entered exactly as they were originally. Also please be sure to fill in your into the Optional ID Recovery Info field to enable a easier account recovery process. 7

10 Client account (one per company): Types of Accounts: Client and Representative Required by every business to register an EASR activity Allows oversight of business registration and application processes Established and administered by an individual, but not the property of an individual employee Established and administrated by an: executive (i.e. smaller business, executive completes registration); or employee (i.e. mid-large business, consultant/staff completes registration) The Client account administrator can assign different roles to Representatives Representative account (one or multiple): For individuals who work for, or on behalf of the business, such as employees or consultants For individuals who organize, prepare and submit EASR registrations and ECA applications, including completing and signing technical sections, paying fees, signing complete applications and registrations on behalf of business (if they can legally bind the company) Each person needs their own personal ONe-Key and ministry account 10

11 Step 2: Create an MOECC Client Account (CAMS) Client Account Creation You have entered the Ministry of the Environment and Climate Change Tools screen Select Client to begin the initial MOECC client account setup Fields will appear to enter business information 11

12 Canada Revenue Agency Number and Business Information CRA Info CAUTION! A CRA number can only be used once. No one in the company can use this CRA number to create a separate account ever again! Do you have a 9 digit CRA Business Number? 1. Click Yes 2. Enter business information (exactly as CRA has on file) and click Next Step. Contact CRA to verify the information if validation fails. 3. Confirm Business Directory Information is correct and click Next Step 12

13 Accessing the MOECC Client Account System Click to access the MOECC account Accessing the MOECC Client Account Management System (CAMS) allows account management and completion of tasks to register an EASR. For example: My Profile provides the ability to view or edit your information. My Authorized Representatives lists or facilitates the adding of Representatives 13

14 Choose a Ministry Service To view, modify, delete existing draft EASRs, or to create new EASRs: 1. Click on My Services 2. Select the service (i.e. EASR APPLICATION) 3. Click Submit. 14

15 Create an EASR Choose the service action from drop down menu: Create EASR Services Table: List of registered EASRs that have been submitted and paid for Service Applications: Draft EASRs 15

16 Select the Activity to be Registered Click on the Air Emissions bubble to select the activity. Click Save and Continue. 16

17 Before You Register On the Before You Register page, the applicable EASR regulation, information and guidance materials are referenced Click Save and Continue 17

18 General Instructions for Registering Activities Read the information provided on the General Instructions page Click Save and Continue 18

19 Part 1: Registrant Contact Information Confirm that the information provided on the page is correct Click Save and Continue 19

20 Operation Information Provide the Operation Name, and any applicable NAICS codes for the facility. Click Add NAICS Code after selecting NAICS code from dropdown Click Create New Site Note: North American Industry Classification System (NAICS) is a 5/6-digit code used to classify the specific type of activity a business is engaging in. 20

21 Insert NAICS and Other Site Information Add NAICS Code: 1. Enter site name 2. Select NAICS code from drop down lists 3. Click Add NAICS Code to Site, then click Next Next screen asks if site is in a Special Policy Area or Source Protection Area If unsure, choose yes to review a list; if still unsure, contact the local Conservation Authority Choose no if site is not in a Special Policy Area or Source Protection Area 21

22 Part 2: Add and Set Site Address Type a few letters; choose from drop down! Add Site address: 1. Enter postal code into Postal Code Lookup to pre-populate most fields 2. Populate any remaining fields and click Add 3. Once the site has been added, click Next 22

23 Enter Geo Reference and Preview Site Information Add Geo Reference Information: 1. Highlight and click on the site address (should pre-populate; if not, Geographic Latitude and Longitude can be found on ) 2. Click Next 3. Review information in the Site Preview; if correct, click Create. 23

24 Confirmation of Site Creation A confirmation screen will appear; click Ok Your site will be listed under My Sites (in your dashboard) 24

25 Part 3: Activity Information In Part 3, you will answer questions about your activities Based on how your facility operates, the EASR form will help determine whether or not the activities are prescribed by O. Reg. 1/17 As you answer each question, system will either: Provide you with the next question; or Show an on screen message in red text instructing about next steps Save and Continue appears if all answers indicate the activities are prescribed by O. Reg. 1/17; click to continue 25

26 Part 4: Operational Information In Part 4, you will answer questions about the operations of the facility There are four tabs to complete, Air, Fugitive Dust Control, Noise, and 4.4 Odour After answering questions in each applicable section, the Save and Continue button will become available. Click Save and Continue once complete 26

27 Part 5: Supporting Documentation You may be required to upload an Emission Summary Table, and an Acoustic Assessment Summary Table. These can be uploaded in Part 5 Click the Browse button to search for a select the applicable file. Click Upload to upload the document. Click Save and Continue once all required files are uploaded. 27

28 Part 6: Related Applications Part 6 will ask for any related application information, such as existing ECAs, previous EASR registration numbers, or Order numbers Click Save and Continue once all questions are answered 28

29 Part 7 Verification & Certification of EASR The Business Accountable Person (someone who has signing authority on behalf of the business) completes Part 7 to legally bind the company. They are required to: 1. Read and select the option that best represents their situation 2. Read the Certification paragraph and Certify that the information is complete and accurate 3. Enter the Company Name and Title of the person certifying 4. Click Save and Continue. 29

30 Part 7 Verification & Certification of EASR The person certifying will be asked if they would like to continue with the attestation. If proceeding, click Yes 30

31 Application Summary Once the attestation is complete, the EASR registration can be submitted An Application Summary page will be displayed, which will show all information provided for the application Confirm that the information is correct, then click Submit The user will have the option to Pay Now or Pay Later (online only via Credit Card or Interac Debit) 31
