2 MedicareBlue Online Training Center Website URL Registration First time users to the portal are required to complete a one-time registration. Click on the Click here to register button, located on the left navigation. Taking this action will move the user to the preregistration page. Registration Part One Registration ID and Access code are provided by the health plan. Enter Registration ID and Access Code. Click on the Continue button. Part one of registration populates with Last Name. Enter Date of Birth and Last 4 Digits of SSN and click 'Submit'. Clicking on the Submit button will move the user to part two of registration. 2
3 Registration Part Two Part two of registration presents Last Name, Date of Birth and Last 4 Digits of SSN in read only state, and requires user to enter at a minimum all required information. Required fields are marked with an asterisk. Links to NIPR See figures 2 and 3 Captured directly from NIPR site Attesting will permit national completion certificate upload. If you are uploading an AHIP certificate, click this box during registration. Checkbox only enabled for access codes which do not require NPN. If you do not have a NPN you must check this box. Password entered here will be used during login Clicking navigates to username confirmation page and sends credential Clicking on the Register button will move the user to part three of registration. 3

5 Registration Part Three Part three of registration provides username for future visits. Clicking on the Continue button will log the user in to system and move them to the Home page. Users that register without an NPN will receive a system generated username Registration Notification After successfully completing registration, an notification containing username will be sent to the used during registration. Login Returning users will enter login information created during registration process in the left navigation. Username is received during registration part three and password would have been entered by user during registration part two. Successful login will take the user to the system Home page. Enter login information here and click Log In 5
6 Forgot Password In the event user forgets their password they entered during registration, they can reset this information by clicking on the Forgot password? link located in left navigation. Forgot password link User will be required to enter their username and click Submit Username button. Enter username here Then click here If a matching username is located in the portal, user is required to enter the answer to the security answer displayed. Correctly answering this question will allow for a new password to be set. Then click here Security question Enter new password in both fields Entering the new password in both field and clicking Change Password button will reset password and present user with Password Updated message. 6
7 Forgot Username User may recover their username information by first clicking on the Forgot username? link located in left navigation. User will be required to enter their Last Name, Date of Birth and Last 4 digits of SSN. Clicking Submit Username button will return matching username. Enter required fields and click Submit My Profile My Profile link is located on the top navigation. This page contains record of user registration and allows for the updating of optional information only. Once an update has been made, user must click Submit button to effect change My Profile page link appears on top navigation Check to import national completion Click to change password Clicking Submit updates Profile 7
8 Changing Password User may initiate password change from link located on the My Profile page. Clicking on Change Password link will move user to the Change Password page. Entering existing password, new password along with confirming it and clicking on Update Password button will complete the update. Enter current password Clicking button will effect change Enter new password and confirm Home Page Dashboard The dashboard area of the home page serves to provide a centralized location for user information. My Certification Status panel on the left displays individual user s certification status for all tracks. When a track is incomplete, clicking on the next course link permits launching of next training course. Center and far right text panel displays helpful user training reminders and information. Summary of certification status Clicking on title will launch next course. Go to certifications page to view all modules under assigned tracks 8
9 My Certifications Available user training courses may be accessed on the My Certifications page. Clicking on the Certifications link located in the left navigation will move the user to this page. Display of completion date signifies course completion. See Figure 4 for completion requirements. My Certifications page link appears on left navigation Click on title of course to launch course Checkmark appears when module is completed Completion dates appear here Pinpoint National Medicare Training When the user clicks on the Medicare Training, a new window or tab will open and the user will directed to the Pinpoint National Medicare site. During the initial visit they will be required to complete a one-time registration for the certification year. Afterwards and during subsequent visits, the user will be directly navigated to their Training page on the Pinpoint side. From here, they may launch and complete their National Medicare training (modules 1, 2, and 3, plus the final exam). When the user completes their training on the Pinpoint side, they ll receive a completion checkmark for the Medicare Training course on the product training site. Import Medicare Certificate of Completion Course (AHIP) A certificate of completion for National Medicare Training from AHIP is accepted in place of completing Pinpoint Medicare Training. The certificate of completion is added from under the Import Medicare Certificate of Completion course link located within their required Medicare track. In order for this course link to be available, a user must first attest that they have completed National Medicare training from either registration part 2 or My Profile pages. To upload an AHIP certificate, user must check the August 14, attestation 2014 box located on page 2 of registration or on the My Profile page. 9
10 Enter completion date for National Medicare Training Browse/select certificate here Clicking attestation is required prior to submitting Clicking Submit captures updates and changes course status to Pending All uploaded certificates of completion require review and approval from a Blue Cross and Blue Shield Plan Administrator. This process may take one to two business days. Users will be notified by if an uploaded certificate is rejected. My Transcript Clicking on the Transcript link located in the left navigation will move the user to the My Transcript page. This page contains a detailed history of user course completions and is organized by annual requirement year. Transcript page link appears on left navigation Completion dates Certificate button appears after all Print courses are completed. 10
11 Pinpoint Medicare Training Status Details Clicking on the attempt link associated with Pinpoint National Medicare Advantage Training will launch a Pinpoint Status Details window containing a detailed history of user Pinpoint course completions and is organized by transcript year. The default transcript year displayed is for latest AEP. If no user completion information is available, none will be displayed. System Requirements Acceptable Browsers Acceptable browsers include Internet Explorer 7-11, Chrome , and Safari for windows. It is highly recommend accessing the site with IE. If necessary, you may install this free Internet Explorer download from the following link: Optimizing User Experience Some things that may adversely affect your user experience are higher security settings, browser add ons and external toolbars. If you do experience some issues, try applying the following browser settings: Change Security Settings o Under Tools > Internet Options, locate Security o Set level to medium-high and click OK Disable toolbars o Under Tools > Manage > Enable or Disable add ons and reference Enabled area 11
12 o Select any third-party toolbars and click Disable radio button, followed by clicking OK Attempting to view the site via company intranet may impact access and performance. Instead, try copying the link your company has provided you in a separate browser. Virtual Private Network (VPN) may impact course content performance. Discontinue if you experience issues. Flash o Make sure you have the latest Flash player installed. o Uninstall your existing Flash player and reinstalling the latest version. The latest version is available at the following URL: Training on ipad Trouble viewing and obtaining course completions on ipad The system will not support completions if you have the Articulate Mobile Player installed. Follow the itunes uninstall instructions located at the following URL: ipad configuration settings are as follows: Navigate to settings Select icloud Turn ON for Safari Please note that Safari should always be configured to accept cookies and JavaScript should also be turned ON Pages and course presentations are loading slowly on ipad You may need to clear out your cache. Navigate to Settings. Select Safari followed by Clear History and Clear Cookies and Data. 12

14 Certification basics: Who needs to be certified and why? Who needs to be certified for 2015? All agents representing (marketing, selling and servicing) MedicareBlue Rx (PDP) products must be certified. Certification is required in addition to: a) Valid state health insurance licensure b) Valid appointment with a local Blue Cross and Blue Shield plan servicing MedicareBlue Rx (PDP) In addition to agents, Blue Cross and Blue Shield employees involved with Medicare sales and marketing efforts are also required to complete certification each year. Please remember that non-licensed and/or non-appointed individuals are not allowed to act in a marketing and sales capacity and will not have a user account assigned to them. They may provide customer service support by assisting current members with their current plan, but they are not allowed to solicit new business, discuss product options, determine suitability or recommend a Medicare product to a beneficiary. Please contact your local plan if you have questions regarding this requirement. Why do I have to be certified? The Centers for Medicare & Medicaid Services (CMS) requires all plan sponsors to conduct annual training and formal testing on the following topics: Medicare rules Medicare regulations Compliance-related information Plan products In addition, plan sponsors must: Ensure that agents and other plan representatives comply with CMS regulations Conduct sales monitoring and oversight to ensure that compliance is maintained I was certified last year. If I don t become certified this year, will I still receive renewal compensation from my past sales? No. CMS states that plan sponsors must not pay agents who are no longer Medicare certified. 15 2015 Certification Requirements What is required to become certified for 2015? Like last year, Blue Cross and Blue Shield s Medicare certification will have two required components. Both of these components are accessed at the MedicareBlue Online Training Center Core Training: New this year, Pinpoint Global Communications (Pinpoint), in partnership with ClearStone Solutions for content, provides Medicare Basics and Compliance & Sales Oversight training. Also included in the core training is Medicare Parts C & D Fraud, Waste and Abuse (FWA) Training and General Compliance Training, developed by CMS. o Benefits of Pinpoint Medicare Basics include: Scenario based training that creates relevant framework for learners Interactive courses that engage learners, improve understanding, and allows knowledge to be applied in the field Reduced training time through efficient content that meets all CMS requirement Maximizes compliance and sales outcomes through effective training Voice guidance on course content with periodic knowledge checks to reinforce learning Lower cost compared to other Medicare core training programs o Note: America s Health Insurance Plans (AHIP) Medicare training will be accepted in lieu of Pinpoint Medicare training. If you completed 2015 AHIP, you will have the opportunity to upload your 2015 AHIP completion certificate to the Blue Medicare Online Training Center. Product Training: Product training is provided through Blue Cross and Blue Shield What courses do I have to take? Required courses will be assigned to you by your plan administrator. In addition to the Medicare core and FWA course curriculum, you will be registered in one or both of the following Blue Cross and Blue Shield learning tracks: Individual Medicare Product Certification Requirements: 2015 MedicareBlue Rx Enrollment and Disenrollment 2015 MedicareBlue Rx Products Attestation of Fraud, Waste and Abuse training Group Medicare Product Certification Requirements: **Only required for agents representing Group MedicareBlue Rx products** 2015 Group MedicareBlue Products Attestation of Fraud, Waste and Abuse training 2015 MedicareBlue Rx Training & Certification FAQ For Blue Cross and Blue Shield agent use only. 16 Do I have to take the courses in a particular order? Medicare Basics training must be taken first and then the other modules in the order they are listed on the screen from top to bottom. Is there a criteria for passing the certification training? Successful completion of the Pinpoint Medicare Basics training course is 85%. Successful completion of Blue Cross and Blue Shield product specific courses is 85%. How many times can I take the exams? Pinpoint Medicare Basics and Blue Cross and Blue Shield modules may be repeated as many times as necessary and must be passed with a score of 85% or higher. Is there a deadline to complete certification? To avoid compliance violations and potential disruption of service fee payments, individuals must complete all required courses in a timely manner. Do not sign an enrollment application or meet with a client to discuss 2015 plans until you have completed all 2015 training. Please contact your local plan for more information. Is there a cost for the certification training? For independent agents and brokers, there is a $70 fee associated with the Pinpoint training. You will need to pay this fee when you log in to the Pinpoint Medicare Certification System unless you are uploading a 2015 AHIP completion certificate to satisfy the core training requirement. I completed America s Health Insurance Plans (AHIP) Medicare training. Will Blue Cross and Blue Shield accept that in lieu of Pinpoint s Medicare training? Yes, AHIP Medicare training will be accepted in lieu of completing the Pinpoint Medicare training. You will be required to upload your AHIP completion certificate to the Blue Medicare Online Training Center. Accessing the MedicareBlue Online Training Center What is the link to the MedicareBlue Online Training Center? Log on at: The MedicareBlue Online Training Center has a new location beginning with 2015 training. It houses links to the Pinpoint Medicare Certification System for Medicare Basics training and Blue Cross and Blue Shield product training for easy accessibility and completion MedicareBlue Rx Training & Certification FAQ For Blue Cross and Blue Shield agent use only. Blue Cross and Blue Shield will be notified of your completion status through MedicareBlue Online Training Center reporting.* Note: if you completed AHIP Medicare training and wish to use that to satisfy the Medicare Basics training requirement, you will be required to upload your AHIP certificate to the Blue Medicare Online Training Center. *Agents associated with the following plans are required to submit a copy of their completion documentation to the plan administrator: Blue Cross Blue Shield of North Dakota Continuing Education (CE) Credits for Pinpoint Training Are Continuing Education credits available? Pinpoint offers Continuing Education (CE) credits at an additional cost. If you elect to purchase the final exam with CE credits, the fee must be paid on the site. CE credit requirements are different for each state. Some states require the final exam to be taken with a monitor present and an Exam Monitor Affidavit must be completed. Individuals electing CE credit should read the Exam Monitoring Requirements for the specific states they are interested in.
