3 The System The main system components: 1. DSRC Dedicated Short Range Communication: Cost efficient and high accuracy for frequent and equipped users making use of Tags or OBUs in the vehicles 2. Video: Used for in-frequent and non-equipped users and violators 3. GNSS (GPS) / CN (GPRS) Recently used for Network Tolling for equipped vehicles 3
4 Toll Roads in Australia Mainly private concessionaires operate Toll Roads in Australia but some are also operated by Authorities The Toll Accounts are business case driven. True MLFF Toll Roads Tag Accounts (focus on frequent users normally 80+%) Video Accounts for semi frequent users with associated administrative fee Video Pass for infrequent users such as Day Pass in Melbourne Mixed Toll Roads has Manual payment in addition at the plaza General trend Most of the Toll Roads are transforming operation to go for 100% MLFF where M2 Hills Motorway in Sydney demonstrated a successful first step last year Front and Rear LPN Cameras are used to enable partial automated processing of Video Account Users even for Closed Systems An official Specification controls the technical interoperability Agreements between all operators controls clearing between operators to enable <<< one customer one tag one bill >>> 4

16 Project Implementation aspects Typical Schedules have been established in RUC business Truck Tolling: 9 months of implementation from Contract to operation reach 99.8 % performance in CZ Republic Concessions: Tolling System and start up of operation is capable to be established within the construction schedule City Tolling Large schemes as London take 1 year while smaller systems take 9 month The critical path is defined by establishment of policies and marketing of the system and the associated legal framework 16
