5 IP Readiness Guidance - Background Telecommunications networks are changing TEC is broadening from alarms to include other assistive technologies This shift offers the prospect of services which are increasingly proactive. The change to IP introduces new network configurations Richer datasets will be accessible, raising questions of information security. Consumer awareness of digitally-enabled services is growing self-management by users and their care networks plays an increasing role.

16 What are the issues? VoBB cannot guarantee to support those services that have historically relied on conventional (end to end) voice services Most obvious are that those that require baseband connectivity such as Redcare and related security applications More broadly, DTMF tone transfer will be affected in ways that may make some security and care alarms malfunction Such problems will also extend to fax machines and other devices that use voice band modems This problem is already evident to some degree with VoIP being used by some communications providers in their core networks Increased call failures are being reported, which appear to be due to how calls are routed through multiple networks This problem may also extend to other applications and will need service re-engineering and/or complete service/cpe replacement to rectify VoBB will not have the line powering capability of the PSTN Telecare and other non-voice services will need alternative power arrangements Industry All IP Event, Ofcom 23/3/18 PROMOTING CHOICE SECURING STANDARDS PREVENTING HARM 16
17 Testing Testing is unlikely to categorically prove that devices (e.g. alarms) will or will not work over new networks But they can offer valuable insight into the extent and scale of any issues This insight can help all parts of the industry Creating mitigation strategies, developing new products, training and augmenting support/call centre staff To get the greatest benefit, we need to get consensus across all parties as to: Network configurations End devices Connections to call centres Coordination is necessary to agree the most optimum set of test scenarios Ofcom believes it is well placed to undertake this coordination role And looks to all parties to support it through all stages of this process Industry All IP Event, Ofcom 23/3/18 PROMOTING CHOICE SECURING STANDARDS PREVENTING HARM 17

20 Summary of Potential Impact of ALL-IP Networks Characteristics of ALL-IP that potentially affect the operation of alarms include: No line powering No primary communication path in the event of local power failure Data discontinuities, which may occur due to: o dynamic jitter buffering o packet loss o interconnections between communications sub-networks o DTMF tone detection/re-generation End to end delays and synchronisation issues
21 ALL-IP Test Guidelines: Categories of Testing Baseline Tests: end to end testing over a single communications network provider, employing selected combinations of alarm and ARC equipment and protocol types across a TDM network. Network Combinations: different combinations of paired communications providers, varying network performance characteristics, only selected combinations of alarm, ARC equipment and protocol types. Alarm System Configurations: multiple combinations of alarm and ARC equipment types, employing nominal network performance characteristics. Fault identification: communications are disconnected and the ability of the alarm system to identify faults and recover is tested. Power Testing: loss of local power is simulated, alarm system response is tested.

27 Status and Next Steps - Technology suppliers already familiarising with BT test facilities, although full network combinations are not yet available. - Part I of a common test specification has been drafted by TSA TAG, and is in review. This Part I deals with analogue connected devices operating over IP and combination networks. - Part II, for IP-connected devices is in preparation. - Joint working planned with NICC for Nov 18, to create a joint test schedule for ALL-IP. - Stay close to Ofcom and other communications providers to establish links to other test facilities.

30 Roaming SIMs Permanent Roaming Are you covered? 1. European Regulations Conditions - "Roam like at home" is intended for people who occasionally travel outside the country where they live or have stable links i.e. they work or study there. It's not meant to be used for permanent roaming. As long as you spend more time at home than abroad, or you use your mobile phone more at home than abroad, you can roam freely at domestic prices when travelling anywhere in the EU. This is considered a "fair use of roaming services". ** Roaming charges will no longer apply, as long as you are using your phone abroad temporarily. Providers can still charge you for using your SIM card in another country permanently All roaming charges for temporary roaming will be abolished on 15 June 2017 (fair-use rules are to be applied) 3. Vodafone UK standard T s & C s Inclusive roaming allowances are only for our UK customers who are on short holidays or short business trips to countries within our Europe Zone. If you re permanently roaming abroad for example, you continuously use your phone from within our Europe Zone for more than 30 days we may suspend international roaming on your account so you re no longer able to use your phone abroad. We ll contact you before we do this.

You must not use your O2 SIM with applications that primarily transfer information between fixed systems and remote assets or any other remote computer systems. Using your O2 SIM in a modem instead of a mobile phone or tablet would fall outside this Fair Usage Policy
