1 User Guide to Mesquite s Citizen Access Portal (CAP) Engineering Division New Application Updated: Thursday, July 13, 2017 The Citizen Access Portal (CAP) website is: Introduction Once you are part of the City of Mesquite s new program, Citizen Access Portal (CAP), you will have the option to create a new account or to login to your account. This account will allow you submit plans, pay fees, and check the status of your project as it goes though the review and acceptance process. Additional Procedures For information on additional procedures, please view these additional documents, also located on the Engineering website, Resources : CAP Create Account CAP Uploading a Document CAP Viewing Reviewed plans IMPORTANT NOTE: When you are creating an application, at the bottom of the page is a section that says Upload Attachments. DO NOT upload attachments using this. Documents that are uploaded at this location will not be reviewed. You will be able to upload documents after fees have been paid. When uploading documents, have all sheets in one document and have the version date in the document s name before uploading. The date should be in the format of YYYY_MM_DD. If the plans are not in this format, they WILL NOT be reviewed. Page 1 of 18

2 IMPORTANT NOTE: If you wish to have your first submittal be a Fast Track Review, please contact the Engineering Division of this preference. Engineering plan review fees for a Fast Track Review are substantially higher than a standard review. See plan review fee schedule at: for further information. By default your submittal will be set as a normal review, with a goal of completing the review and uploading comments within 15 business days. If requested, the Engineering Division must change your submittal type to Fast Track Review, with a goal of completing the review and uploading comments within 3 business days. Depending on workload and staffing levels the Fast Track Review option may not always be available. Page 2 of 18

3 Logging in to Your Account A new permit application is required for a project to be reviewed by the Engineering Department. If you have submitted for review of plans BEFORE May 15, 2017, please check to see if there is already an application for this project. Projects that have already been submitted to the Engineering Department may already have a permit application with the new software. The Engineering Department may have created the application for the project. The application made for the project may or may not already be linked to your contacts for the project. Please review to be sure the project is linked to all needed contacts and that the information is correct. Please do not make duplicate applications for the same project. After you have created and submitted your account information, you will receive an stating that your account is under review. After it has been reviewed and approved, you will receive an stating such. Once your CAP account has been created and approved, you may log on to the Citizen Access Portal and fill in the information on your project, submit plans, pay fees, and receive permits. Go to and click the Log On located in the middle left side of the screen. Page 3 of 18

4 You will automatically be taken to the following page. Fill in the fields and click Log On. Page 4 of 18

5 You will be taken to the CAP home page for signed in users. On this page you may choose to submit for permits, professional License, submit plans, and view City of Mesquite codes. You are also able to manage your account. Page 5 of 18

6 Applying for an Engineering Permit To apply for a permit with the Engineering Division, Click on Permits at the top of the logged in home page. You will be taken to Apply for a Permit page. This page allows you to apply for various types of permits. Page 6 of 18

8 The Type field is a drop down box. To apply for an engineering permit, select Engineering Permit. There are multiple classes, or Work Classes, of engineering permits. The Work Class field is also a drop down box. Select the Work Class that most pertains to the purpose of the engineering permit you are applying for. The work classes are as follows: Abandonment: This permit is for the city to abandon a designated right of way or easement City Project Engineering Plans: This is for submitting plans for projects owned, designed for, and constructed for the City of Mesquite or other government entities Drainage Study Non FEMA: This permit is for a project that requires a drainage study, but does not have to be reviewed by FEMA Flood Study FEMA: This permit is for the review of plans when the FEMA floodplain may be affected by a project and must be reviewed by FEMA Franchise Utility: This permit is specifically for franchised utilities to be able to work within the City s Right of Way Grading: This permit is for the review and authorization for grading a site. Private Engineering Plans: This permit is for all projects that are not being performed by the City of Mesquite Page 8 of 18

9 Please insert a small description of what the project is into the Description field. Please fill out the fields in the Additional Info section. After the application submission, this information can only be changed by City of Mesquite employees. This address is for the site of the project that the permit is for. Please input all known information. The two critical pieces of information need are the Disturbed Acreage and the Total Site Acreage. These two pieces of information are needed for billing purposes. The Address to use section has two options to enter information. Page 9 of 18

10 The preferred option is to search for the address. Click the New Search button. The search option allows you to input a small amount of information and then search based off of that information. Click on the orange Select to choose the address for the project. Once the desired address is selected, all of the fields of the address information will be filled in automatically. Note: The search option only allows you to select an address within the City of Mesquite Page 10 of 18

11 The second option is to enter the address information in manually. Click the Manually Entry button. The option will require you to fill in all fields with a * beside it. Note: This option will allow you to enter an address that is not within the City of Mesquite. After the information has been entered in to the fields using either option, click the Save button. This information will be added to the list of addresses associated with the project. By following the same process, more than one address can be associated to one project. In the Contact Search, the information of the contacts will be associated with the project. There are three options for adding a contact to the project: Add Favorite, Add Me, and Add Contact. 12 The Add Favorite option allows you to search through the contacts that have already been entered in to the CAP system. Select the type of contact Once you have selected the type of contact, click the search button. A list of contacts that are in the contact type will be generated. Simply select the contact that you wish to add to your project. When you click the Add Me button, you will have the option to select the type of contact you are. Page 12 of 18

14 When you click the Add Contact button, the screen will look like the screen when Add Favorite is clicked. When the Add Contact button is select, you will have the option to enter a new contact, click the Add New. Page 14 of 18

15 Fill in the required information with a * next to the field. After the information is entered, click Add. Then select the type of contact this is. Page 15 of 18

16 All contacts added to this project will appear in the list of contacts. Page 16 of 18

17 At the bottom of the page is a box labled Upload Attachments. Do not use this option for attaching plans to the application. This option will not allow for the reviewing of the plans. Please read the CAP Uploading a Document for instruction on how to upload plans for review after you have been invoiced and paid the fees. After all of the information that is related to this permit has been entered, click the Submit button. You will be automatically taken to a screen that shows all of the information on this project. 18 Your permit application has now been submitted. Your application will go into review by the City of Mesquite employees. Once the application has been reviewed, you will be ed an invoice for the reviewing process. After you have paid this invoice you will be able to upload plans for review.
