Action Agendas and Investment Prospectuses AAs translate the SE4All objectives (SDG7 targets) into the national context and function as country level umbrella frameworks for energy sector development with a long term vision to ensuring overall sector wide coherence and synergy of the accumulated efforts. IPs describe priority actions, financing needs and energy investment opportunities. Baseline Scenario
Baseline Scenario Current policy landscape for water, energy, food and environment is largely fragmented and policy development and implementation is still very much sector driven. Discrete institutions for water, energy and food production but in many cases, sector policies are developed independently, with strong differences in policy frameworks and objectives. Poor collaboration among institutions, who lack a common framework for measuring and sharing their inputs and outputs. As a result, planning and management is not coordinated. Decisions are made without cross sector consultation and coordination limiting synergy across sectors and increasing risks, uncertainties and unintended consequences.

Alternative Scenario Policy coherence and integrate management and governance across sectors and scales to achieve improved water, energy and food security. Bringing together key actors required to address the interdependencies of water, energy and food and overcoming communication barriers between them to ensure that each resource is more adequately protected. What is TAPSIC Technical Assistance Programme to Strengthen Inter sector Coordination (TAPSIC)
What is TAPSIC TAPSIC is designed to facilitate technical assistance and advisory services to enable intersectoral coordination and joint implementation of programmes on cross cutting issues; A detailed programme of implementation will be worked out by the constituting parties for each specific project at various levels of governance (regional, national or local). SE4All and partners could intervene by defining the ideal intervention mechanism; identification of resources and suitable expertise; defining performance indicators and monitoring the progress of the implementation; providing technical advice on quality of the outputs to ensure long term sustainability of the technical assistance services provided;
Approach A detailed plan of implementation will be worked out by the constituting parties of each specific project within the overall programme. Nexus HIO partners could intervene by defining the ideal intervention mechanism and the project strategy; identification of funding mechanism and suitable expertise; defining performance indicators and monitoring progress. TAPSIC will initially focus on the needs and aspirations of SE4All partner countries that are in the advanced stages of developing their SE4All Action Agendas (AAs) and Investment Prospectuses (IPs). Partner countries will provide inputs through contributions in kind, e.g. the necessary physical space for offices and appoint a suitable National Project coordinator.
Some Organizational Issues At the global level, the programme will be anchored directly with in Nexus HIO which will work with SE4All regional and knowledge hubs. In partner countries, the programme will be hosted at the SE4All Country Focal Point in order to enable day to day implementation of the project, with a small team (TAPSIC Project Manager, Chief Technical Advisor (CTA), national project coordinator. The team will be responsible for reviewing and updating short term work plans and undertaking the activities and sub activities accordingly. There will be a Programme Advisory Committee (PAC), which will comprise of donors and partners of the Nexus HIO, responsible for monitoring the overall implementation. PAC will evaluate and review progress of the project at least twice a year. The donor representatives will be invited to the project countries to monitor the project at the local level and participate in the PAC meetings. The project will be subject to an independent terminal evaluation through the agreement of donors, supporting partners and the project country.
