Now, Database Server Load Balancing, Resource Capacity enhancement is must to ensure smooth bank transactions. The bank intends to embrace following technologies to address increasing Transaction Volume: The central database server were built on Active-Passive structure but now a days the central server is becoming too much occupied to accommodate increasing number of transactions from all over Bangladesh. Therefore, we need to deploy Active-Active cluster with Oracle Real Application Cluster (RAC) in ASM (Automatic Storage Management) to increase the capacity of central database server. DISASTER RECOVERY CENTER Social Islami Bank Ltd has established its Disaster Recovery Center at its Uttara branch premises. The bank has deployed the required number of Database Server and WAN connectivity links for running entire banking operation from the Disaster Recovery Center. The bank intends to perform regular switching over tests from the DR as per guidelines of Bangladesh Bank. The bank needs to ensure the following services for complying with the ICT policy of the bank: 1. Ensuring high availability of database service and Switching over facility from DR. 2. Ensuring Failover facilities from DR. 3. Running Report services from Disaster Recovery center. Description of Switchover Operation : An Oracle database operates in one of two roles: primary or standby. Data Guard helps you change the role of a database using either a switchover or a failover: A switchover is a role reversal between the primary database and one of its standby databases. A switchover guarantees no data loss and is typically done for planned maintenance of the primary system. During a switchover, the primary database transitions to a standby role, and the standby database transitions to the primary role. Description of Failover Operation: A failover is done when the primary database fails or has become unreachable and one of the standby databases is transitioned to take over the primary role. Failover should be performed when the primary database cannot be recovered in a timely manner. Failover may or may not result in data loss depending on the protection mode in effect at the time of the failover. The existing system has been running in Active-Passive cluster in IBM AIX 6.1 OS and Oracle 11g. Minimum downtime must be ensured by the vendor, the time period must be mentioned in the plan. The implementation plan must mention detailed backup strategies (1 st level/2 nd level/3 rd level) and must ensure 100% accuracy of data. The vendor must provide an undertaking of the data accuracy and downtime mentioned by them. The vendor must mention detailed fallback/revert back policy to continue existing banking operation in case the installation fails within the stipulated downtime. The vendor must engage/place their implementation personnel in SIBL Data Center for 15 (Fifteen) days as post launch support. Terms and Conditions 1. The bidder should have experience in business of Supplying, installing, commissioning, operating of similar goods and providing support service in Bangladesh for the last three years in renowned organization. 2. The bidder should have the valid Partnership of Oracle Corporation (Minimum Gold Partner) for minimum 2 years. 3. Oracle Certified Professional (OCP) should exist as regular employees of the bidder. 4. The bidder must have strong presence and support offices in Dhaka with certified technical personnel (Mentioned in 3) for maintenance and support for the proposed Goods and Services. 5. The bidder must have Oracle Database RAC and ADG implementation experience in financial sector. 6. The vendor not complying with the clauses/terms mentioned in the Implementation plan will not be considered for evaluation. 7. The bidder having ISO certification will be added advantage. 8. The bidder having Project Management certified Project Manger with working experience more than 5 years will be added Advantage. 9. The bidder shall furnish a Bid Security with the Technical Proposal of the amount of BDT 5,00,000/- (BDT Five Lac) through Bank Draft or Pay Order in favor of "Social Islami Bank Ltd.". P a g e 6 9
10. The offer/ bid must be made in an organized, structured and neat manner. Brochures/leaflets etc. should not be submitted in loose form. 11. The Bidder will submit the proposal in two separate envelops namely a. Technical proposal b. Financial proposal. Both the proposals must be inside of a master envelop mentioning the tender name. 12. Photocopy of all the relevant documents should be submitted with the offer including: a. Full particulars of the ownership, constitution, year of incorporation and main business activities of the Vendor. b. Copies of Audited Annual Report for the last three (03) financial year(s). c. Copy of Valid Trade License. d. Copy of Certificate of Incorporation e. Copy of TIN certificate. f. Copy of VAT registration certificate to be submitted. g. Copy of Valid Partnership (Gold Partner) Certificate of Oracle Corporation h. At least two (02) experience letter (from customer) of Oracle Database, RAC and ADG implementation in last three years. i. List of major clients in Financial Institutions and copies of certificates issued by such financial institutions regarding supply, installation and configurations of quoted products to such financial institutions. 13. The Bank reserves the right to flexible, change or drops any of the terms and conditions of the schedule without any further notice. 14. After receiving the Work Order, the successful bidder shall have to submit a Performance Security in the form of bank guarantee for the amount of 2.5% (Two and Half percent) of total price as mentioned in the Work Order. This performance security will be kept for minimum 1 (One) year. The Bid Security will be returned after receiving the performance security. 15. The offers should have validity for at least 3 (Three) months/ 90 (Ninety) days. 16. The successful bidder must supply, install and commission the software within 8 weeks from the date of issuance of work order. In case of failure, the Performance Security of the bidder will be forfeited. After successful commissioning of the system, post implementation maintenance & support will be ensured by the vendor with their certified professional for 15 days at SIBL Data Center. 17. All quoted prices should include delivery, installation, configuration, testing and AIT, VAT, Tax and other Duties if applicable as per Govt. rules. All VAT, Tax, Govt. duties etc. will be deducted from the bill as per rule prior payment of the same. 18. The Bank reserves the right to verify/evaluate the claims made by the vendor independently. Any decision of the Bank in this regard shall be final & conclusive. 19. Proper documents, brochure, data sheet, technical spec papers of mentioned Products have to be provided by the bidder in the Technical Proposal. 20. Bidding prices must be quoted in BDT. All payment will also be made in BDT. 21. 50% Payment will be made after delivery and balance 50% will be paid after successful installation and acceptance from the Bank. 22. Any decision as to compliance of the terms and conditions of the Tender and on rejection of any Tender or any part thereof shall be at the sole discretion of the Bank and shall be final, conclusive and binding on the bidder. 23. The Bank reserves the right to re-issue the Tender and or any part thereof without assigning any reason whatsoever, at the sole discretion of the Bank. The Bidder will perform all the necessary backup strategies of all production data and must ensure full accuracy of data after implementation. 26. The Bank reserves the right to accept or reject in part or full any or all the offers without assigning any reasons thereof. Time & date of opening of tender: 20 th April, 2014 at 4.15 P.M. Bidders are encouraged to remain present during opening of Tender. 29. Vendors not having a valid VAT registration number will be considered as disqualified and necessary VAT, TAX & AIT shall be borne by the selected bidder(s). Without authentication of an officer of the Bank, the schedule will not be considered for evaluation. 30. The management reserves the right to cancel any bid/tender without assigning any reason whatsoever. The management is not bound to award contract to the lowest bidder. 31.
