1 Information Technology Department Kolkata EOI NO.: BL/ /EOI/10 DUE ON : 07/10/2013 DATE : 16/09/2013 Expression of Interest (EOI) for Supply, Installation of UPS with accessories and integrating with existing smart modular 80KVA UPS at Corporate Head Office Kolkata. Balmer Lawrie & Co. Ltd. (BL) invites Expression of Interest (EOI) from reputed and competent bidders (Original Equipment Manufacturer (OEM)/Authorized highest level of sales and support partners of the OEM) for supply and installation of SMART MODULAR UPS system and seamlessly integrating with the existing smart modular 80KVA UPS System. BACKGROUND INFORMATION BL a Central Public Sector Unit having Corporate Head Office at 21, N.S. Road, Kolkata. The proposed UPS is being procured to provide complete redundancy to the existing 80KVA UPS System. DEFINING THE NEED FOR SECONDARY UPS BL intends to procure and integrate secondary UPS system at Corporate Office, Kolkata. Seamless integration with existing UPS system : The secondary SMART MODULAR UPS system should integrate with BL primary SMART MODULAR 80 KVA (N+X) DELTA make UPS, The UPS system should comply with current standards and integrate with similar smart UPS systems with (N+X) redundancy. Full Synchronization capability : The primary and secondary UPS should be in full synchronization all time. Single/Dual Input devices: The solution should be able to feed clean power to single & dual input power devices. Suppression of transient voltage and surges: The solution should suppress transient voltage and surges to a minimum of 150 KVA. Remote Management : The new UPS system should have a full remote management support. PRE-REQUIREMENT HARDWARE AND SOFTWARE REQUIREMENTS Modular Unit The UPS should be smart modular with hot swappable 20KVA modules supporting N+X redundancy. The chassis should support at least five slots. Transient Voltage & Surge suppressor The proposed solution should be able to withstand transient voltage and surges upto 150 KVA. Static Transfer Switch The solution should successfully cater to single input devices and dual input devices individually. Sealed Maintenance Batteries Total quantity of SMF batteries should be minimum in count and highest in Ampere-hour rating with continuous diagnostics of the health of each and individual batteries. 2 SYNCHRONISATION New UPS System and existing DELTA (N+X) KVA (N=60, X=20) redundancy should be in complete synchronization. MANAGEMENT The proposed solution should be managed remotely and have online event logging. ELIGIBILITY CRITERION Bidders who are interested to participate should meet the following eligibility criteria. i. Bidder shall be a profitable and financially sound company and be registered in India and possess valid sales tax / service tax registration certificate, provident fund registration certificate and other necessary licenses. Bidder should have direct presence in India at least for the last three years. ii. The Bidder should have a minimum turnover of Rupees One (1) Crore for each of the last three (3) financial years. This has to be substantiated by the balance sheet of the Firm / Company or certified by recognized chartered accountant firm for the relevant years and should also be supported by appropriate documentary evidence. iii. The manufacturing company of the equipment s being proposed by the bidder should have direct presence in India at least for the last three (3) years and have direct presence in Kolkata. This is required to facilitate spares availability, Escalated emergency support etc. iv. The bidder should have the highest level of sales and support partnership for the last three (3) without break with the equipment manufacturing company being proposed. v. Bidder needs to be supported by Manufacturer's Authorization Certificate from the respective OEM. vi. The bidder should have executed and successfully completed at least three (3) nos. similar installations in India. Purchase order copy / successful completion certificate / Authenticated documentary evidence of the same from customer is to be provided. vii. Bidder should have competent Support offices (Company owned / Franchisee ) at Kolkata, to offer timely support service. Details of support network to be provided. viii. The response to this EOI must be complete and comprehensive with explicit documentary evidence in support of all the eligibility criteria mentioned herein (copies of Purchase Orders / Installation Certificates etc.). The Expression of Interest should contain the information as per attached Annexure SHORTLISTING OF BIDDERS The bidder shall be shortlisted on the basis of compliance to the specified eligibility criteria. The shortlisted bidder will provide a technical presentation on the synchronization of the proposed UPS with the existing (60+20)KVA DELTA UPS. The bidders who demonstrates capabilities in terms of synchronization of the new UPS with the existing (60+20)KVA DELTA UPS will be eligible to participate in the subsequent phases of tendering. 3 The company reserves the right to accept or reject any or all EOIs without assigning any cause. Incomplete documents are liable to be rejected. No deviations shall be granted. The company reserves the right to inspect any operational installation. The last date of site visit at BL HO is 1600 hours on 03/10/2013.
