1. Introduction Under the Ease of Doing Business initiative of Government of Maharashtra, Maharashtra Industrial Development Corporation (MIDC) has introduced an integrated application for plot allotment. The application will facilitate entrepreneurs with fair and easy process of plot allotment. Under this application, the allotment of plots will be for Industrial Areas where plot allotment is less than 80%, new plot allotment will be made via online plot application. Henceforth, MIDC will not maintain a seniority list of land application based on date of submission of application. Plot allotment will be done based on evaluation of project. Maharashtra Industrial Development Corporation (MIDC) is going to invite request for plot allotment through the Online Plot Application. The purpose of this document is to explain the entire process of how to use the application to participate in the application process online. This manual explains how to: 1. Register on Online Plot Application Portal 2. Fill the application form for plot allotment 3. Upload the required documents 4. Make payment online 5. Submit the application form
2. Process for Registration Step 1: On the MIDC homepage, under the Investor Zone, click on the Plot Allotment link. Step 2: Under the section for Direct Allotment of plots, click on the User Registration link at the bottom of the home page.
Step 3: On the User Registration Form, fill all the necessary details. Read the disclaimer and select the checkbox to agree to the terms and conditions. Click on Register button.
Step 4: After successful registration, a verification email will be sent to your registered email ID. Demouser1@gmail.com Step 5: Click on the verification link to activate your account and login. Demouser1@gmail.com
Step 6: On clicking the verification link, you will be redirected to the land allotment portal. The verification message Your email address is verified will be displayed. Click on the Click here to login to proceed.
3. Prerequisites for submission of online plot application 1. A valid User ID and Password for applicants (received after successful registration). 2. Detailed Project Report (DPR) 3. Copy of Memorandum of Articles of Association with certificate of incorporation in respect of Pvt. Ltd./Ltd. Company/ & registered copy of partnership deed in respect of Partnership firm with registration proof/for Partnership Receipt of Registration Fees For Proprietorship Self Declaration 4. Land Utilization and proposed built-up area of required land (block Plan)
4. Guidelines for submission of Online Plot Application A. Process for filling of application form Step 1: Login to the portal using the registered user name and password. Step 2: If you have not provided the GSTIN number, you will be asked to update the same. You may update the same by entering the details and clicking Update Now or you may update later. Step 3: Click on the Apply for plot link to proceed to the application form. Step 4: Read the instructions on the application form carefully before applying. Step 5: Fill the Applicant Information section. Please select the relevant category. Note: Selecting incorrect category can result in rejection of application.
Step 6: Fill the General Information section. a) The type of venture can be selected based on the following criteria: As Per Project Investment- <= 25 Lakhs Micro Industry >25 Lakhs & <= 5 Crore Small Scale Industry >5 Crore & <= 10 Crore Medium Scale Industry >10 Crore Large Scale Industry b) Under the Manufacturing Activity Nature, select the applicable industry. Select the district, industrial area, plot, plot area from the dropdown list. Step 7: Enter the plot selection
Step 8: The applicable fees will be calculated based on the selected plot. Please Note: Processing Fee and EMD are calculated on the basis of the selected plot (as per the MIDC circular) Step 9: Fill the Company Details section. a) Under Company Constitution Type, select relevant type from the dropdown list.
b) If Company Constitution Type is selected as Partnership, Click here to Add Partner link appears. Click on the link. c) On clicking the link, a Partner Details pop-up appears. Details of all the partners along with their correct shares must be filled. Please Note: Ensure that the total of shares in % equals to 100, failing which the form cannot be submitted.
Step 10: If existing units field is selected as yes, an additional section Details of Existing Units is required to be filled.
Step 11: Under Project Details section, select relevant Nature of Project from the dropdown list. Step 12: Enter the details for Financial Arrangements for the project and Development details. The total cost of the project will be auto-generated as the sum of value entered in other amounts field
Step 13: A list of required documents to be uploaded is displayed as below. Step 14: After filling all details, you can: 1) Either press Save Draft to save the application and return to the homepage 2) Or press Save draft and next to proceed to upload the listed documents.
B. Process for Uploading Supporting Documents Step 1: After filling all details, under Documents tab, upload all documents in the Supporting Document section. To proceed, all the mandatory documents are required to be uploaded. Step 2: Once the document upload is complete, click on Next to go to the Submission tab.
C. Process for Payment of Application Fees Step 1: On Submission tab, the Processing Desk Information will be displayed. You can review your submission to verify the details, as shown below. Step 2: Click on the Pay Application Fee Button to initiate payment.
Step 3: A payment confirmation window appears. Note down the Tracking ID and Transaction Reference Number. Then, click on Confirm to proceed with payment. To cancel the payment, click on Cancel. Step 4: On clicking the Confirm button, the Terms and Conditions for Online Payments appears. Read it carefully and select the I accept the terms and conditions checkbox. Click on the OK button to proceed.
Step 5: On the payment option window, select from Internet Banking or NEFT/RTGS options and click on Pay.
D. Process for Payment via Internet Banking Step 1: For Internet Banking, select Internet Banking radio button and click on PAY. You can either pay via Credit/Debit Card or via Net Banking. If you have selected Net Banking, select the bank from the dropdown list and proceed. Step 2: If you have selected payment via Cards, select either credit card or debit card. Fill in the details of the card and the card holder and click on Pay Now.
A popup stating transaction processing is displayed as shown below. Please wait. Step 3: A summary of the payment is displayed for review. Click on Confirm if all the details are correct. Step 4: Once you click on confirm, you will be redirected to the payment gateway. Please wait.
Step 5: Make the payment via the payment gateway. Please Note: A payment confirmation email and an SMS will be sent to the applicant on the registered email id and mobile number, on successful completion of payment. Step 6: Once the payment is completed, a dialog box appears, stating the online land application has been successfully submitted. Click on Back to Home to view the dashboard. Step 7: If the payment is not successful, you may have to make a new payment for the application. In case the amount for the previous payment is debited from your account, the same will be refunded.
E. Process for Payment via NEFT/RTGS Step 1: For NEFT/RTGS, select the NEFT/RTGS radio button. Step 2: Now, a challan is generated, which consists of all details required to make the transaction (as shown below). Note: Please do not generate multiple challans for the same application.
Step 3: A status message of challan generated along with the information required to proceed with the payment is displayed. Please Note: NEFT/RTGS can be done both online or offline. Kindly complete the payment atleast 2 days before the closing date. Click on Back to Home. Please Note: A payment confirmation email and an SMS will be sent to the applicant on the registered email id and mobile number, on successful completion of payment. Step 4: On clicking the back to home button, the main dashboard is displayed. The status of the application is updated accordingly.
Step 5: Once the payment/ transaction is successful, the status is updated accordingly. On successful completion of payment, the form is automatically submitted and a Tracking ID is generated.
