About the Speaker Having recently retired from the Office of the Comptroller of the Treasury of the State of Tennessee, Dennis F. Dycus, CPA, CFE, CGFM spent the last thirty nine years overseeing the audits of all forms of local governments in Tennessee. These audits included cities, towns, utility districts, school activity and cafeteria funds, housing authorities, quasi-governmental entities and certain not-forprofit organizations. As director of the Division of Municipal Audit, Dycus was involved with the division s staff conducting over five hundred investigations related to fraud, waste and abuse in which millions of dollars of public funds were discovered lost due to fraud. Dycus is an active member of the AICPA, TSCPA and past president of the AGA and ACFE Middle Tennessee Chapters.

If the auditor would Walk, Talk, Look and Listen, if there is a problem, their chances of detecting it will dramatically increase. 1:00-2:40 p.m. (C01) Indentity Theft: A Fast, Safe and Easy Crime 2:40-2:50 p.m. Change Break This session presents the many ways an identity thief can steal someone s personal information, what he/she can do with it; the repercussions resulting therefrom and what to do if you find your identity has been stolen. 2:50-4:30 p.m. (D01) Why Auditors Fail to Detect Fraud This presentation is based on my many years of experience in investigation hundreds of fraud cases. In almost every case, there were numerous indications of fraud that were either ignored or not recognized by the auditor. The ACFE s 2012 Report to the Nations on Occupational Fraud and Abuse reported that only 3.3% of frauds were discovered by the independent auditor. During this presentation the importance of maintaining professional skepticism at all times; knowing your client; how to recognize an unusual transaction; how to elicit information without asking a question; and two main indicators of fraud will be stressed.
