Bidder s Guide for submission of online application for allotment of Coal Mines (The following section is meant only to provide guidance to bidders about the bidding process on the website of MSTC. These guidelines are subject to change from time to time depending on the development of the portal. Bidders are advised to keep checking the latest guidelines from the website to keep themselves updated. They may also contact the offices of MSTC to seek clarification on any point. MSTC shall not be responsible for any mistake committed by any bidder or for any consequent loss to the bidder due to mis-understanding anything written hereunder.) System Requirement 1) The following requirements need to be fulfilled for optimum use of the features available on the website of MSTC. 2) A computer connected to internet through an ISP. 3) The computer should have adequate RAM depending on version of Windows. 4) The computer (Desktop / Laptop) should have Windows XP SP3 or above as the Operating System. 5) The website is best viewed in Internet Explorer version 7 or above. 6) All the ActiveX controls of the Internet Explorer should be set in Enable mode. As described below. Tools> Internet Options > Security > Custom level > Enable ALL Active X Controls and Plug-ins

8) All Pop-Blockers should be kept in Disable or turn off mode. 9) Scripting should be in Enable mode under Tools -> Internet Options -> Security -> Custom Level. 10) The protected mode of the computer should be turned off for higher version of Windows where available.

Under Tools> Internet Options > Security > There is a check box ENABLE PROTECTED MODE. To enable the Digital Signature Certificate appear in the Signer the box should be unchecked as shown below.

After changing the settings the message might appear on your screen Your current security settings put your computer at risk. Click here to change your security settings as shown in subsequent screenshots. This should not be fixed unless it appears with a blue question mark as shown below. In the above case, the blue question mark sign indicates that add-on/s want to run. That should be done by right clicking on the icon and running the add-ons as shown in subsequent screenshots.

Right Click on the message and run the add-on/s as they appear. A sample add-on is shown below when the add-on wants to run. Click on run to allow that add-on.

Another add-on TCS Signer (cab file) also needs to run similarly to allow DSC s to sign digitally. 11) Latest Drivers for your Digital Signature Certificate should be installed properly in the computer. 12) The website https://www.mstcecommerce.com should be added to the list of Trusted Sites.

13) The website https://www.mstcecommerce.com should be added to the list of Compatibility View Settings under Tools. Tools > Compatibility View Settings > Add our website 14) The computer should have Java Runtime Environment version 7 update 9 or above installed in it. 15) Windows user should have administrative privilege to install packages on being prompted on screen like TCS signer certificate needs to be installed for DSC operation, java applet needs to be loaded etc.

Configuring Java To configure the Java, please follow the steps given below: From Control panel Click on the Java Icon as highlighted below. To check for the Java Version Click on About under General in the Java Control panel. The version along with the update is as shown below

Click on the Security tab and drag the slider to Medium as shown below. Then add our website http://www.mstcecommerce.com by clicking on Edit Site List. On doing so a security prompt would appear as shown below.

Click on Continue to add our website to the Exception Site List. Then Click on Advanced and under Java Console select Show Console

and all the check boxes under Miscellaneous like Place Java Icon in the system tray etc, should be checked as shown in the subsequent screenshot. In some cases it may be required to uncheck the Use SSL 3.0 checkbox depending upon the individual PC configuration.

Login Visit the website www.mstcecommerce.com/auctionhome/coalblock/index.jsp and the following screen will appear. Type your User id and Password in the space provided. Enter the image code in the space provided and click on Login. The following screen will appear.

Register DSC Click on the link Register DSC. The following screen will appear. Click on the link Click to Register / Verify your digital certificate.

Click on Ok. Select the correct DSC that you wish to register and click on Ok. If the name of the certificate holder and the contact person match, system will display a message like Certificate Synchronized and Stored

Successfully. If there is a mis match in the names, system will prompt for synchronization. Click Ok to proceed. Clicking on Ok at this stage will lead to the following screen. To check if your DSC has been registered, click on the link Register DSC again and the following screen will appear.

In case there is a mismatch between the actual serial number of DSC & the one provided by you (and as displayed on screen), system will not register your DSC and will display a suitable message. In such a case, you are requested to forward an email mentioning your buyer ref. no and the correct serial number of the DSC to coalblock@mstcindia.co.in with a subject "Correction in DSC serial no". You are requested to complete the process of registering your DSC as final submission of bid/application will not be permitted without a registered DSC.

Submission of online application After login, click on View Details The following screen will appear.

Click on the link Allotment. The following screen will appear. To submit Technical Bid and Initial Price Offer, click on Bid Floor Manager.

In the next screen, click on Click Here under LIVE AUCTIONS. This will display the list of coal mines alongwith the event number for each coal mine as shown below. Click on the number of the event where you wish to submit your application. Please wait for the following encryption Applet to appear on screen.

When it appears, tick the check box and click on Run. This may have to be done twice. If the above applet does not appear, check your Java settings and refer to the concerned part of the Guide for assistance. Upon successful Run of the applet, the following screen will appear.

Click on the link under the Technical Bid. The following screen will appear. Fill up the Form, with required details and click on Save. The AGREE option can t be changed.

If the following message comes, click on Allow. An alert as shown below will appear and click on Ok. The following screen will appear.

Note the Bid Status. After saving the technical bid, you may edit these bids as many times as required before the Final Submission is made and before close of bid submission time. To make Final Submission, click on the link Final Submission. The following screen will appear.

Clicking on Proceed to Sign Your Bid, will give the following screen. Select the registered DSC to sign the bid (any other DSC will not be acceptable). Selecting any non registered DSC will give the following message. Click on OK and select the registered DSC.

Successful Submission will give the following screen. Note the Bid Status. After Final Submission, the links for Withdraw Bid and Delete Bid buttons will get activated.

Upload Documents To upload documents, first prepare the documents in pdf format and save them in separate folder in your computer. After login to the website click on View Details and then click on Allotment. The following screen will appear. Click on Upload Documents. The following screen will appear. Click on Upload File. A pop up window will open as shown below.

Browse your file from the folder in your computer and select upto three files at a time. Then click on Submit files. The uploaded file will appear on screen as shown below. The Remove button on the right side can be used to remove some file that is not intended to be uploaded.

Attach Documents After uploading, to attach files with desired auctions, click on View Details and then on Allotment. The following screen will appear. Click on Attach Documents. The following screen will appear.

The screen will display the list of files that have already been uploaded. Select the auction (Event) from the dropdown. Then click on the Attach button provided in front of each document (file name) to attach the document with the auction (Event) selected. Once a document has been attached successfully, the button will display Detach which will enable a bidder to detach a document from an auction (in case a wrong document has been attached). Note: 1. Please remember to attach documents after uploading. Documents not attached to any auction will not be downloaded during opening of technical bids and will not be considered. 2. Common documents should be uploaded only once; these documents can be attached with multiple auctions.
