Section Eight Management Assessment Program (SEMAP) Key Takeaways The SFHA s final SEMAP score is 55.2% which has a rating of Troubled. SFHA did not score the maximum 20 points under Indicator #2- Rent Reasonableness but instead scored 15 points pursuant to quality control review for that indicator. SFHA s score was reduced in September, 2015 under Indicator #11 Pre- Contract Inspections. Lack of documentation of pre-contract inspections by the former inspections supervisor for PBV units. SFHA will work to ensure better controls for initial and turnover inspection for PBV units. 10
Department Activities in Progress Department Activities Emphasis Elite Software Conversion: New management reports were developed for the Leased Housing Department generating needed reports for program efficiency in the new system continues to be an issue. Reexaminations: Staff working on December February Recertifications. SEMAP: All HCV staff received two hour SEMAP refresher training to begin new fiscal year 2016. Proposed FMR s: HUD recently published proposed FMRs are still not finalized. SFHA will be amending its Payment Standards once the published rates are finalized. Digital Conversion: Preparations for Digital Conversion of Program Files RAD: Ongoing preparation and meeting of portfolio conversion; New Program Manager hired to handle RAD converted files. 11
