Memo No.6378/Prog.II/A1/2015,dated:03/12/2015 and 30 12 2015. o0o In pursuance of the Government orders 1 st to 3 rd read above, and in view of permission granted by the Government vide Memo 4 th read above, the Director of School Education, Telangana, Hyderabad is pleased to grant Renewal of Affiliation in respect of 163 Private D.EI.Ed colleges as per Annexure for the academic year 2015 16 for running the D.Ed. course with an annual intake of 50 / 100 students, subject to fulfillment of the following conditions failing which the Regional Director, SRC, NCTE, Bangalore will be informed for withdrawal of recognition in addition to withdrawal permission for the Academic Year 2016 17. 1. The Educational Society shall maintain bio metric for students and staff for attendance monitoring. Submit report periodically to the affiliation body / the District Educational Officer concerned. 2. The list of Governing Body of the Society and subsequent changes shall be furnished to the Affiliating Body within 30 days with AADHAAR Numbers, Identity proof with full residential address etc. 3. The college shall not change the location of the D.EI.Ed. programme without prior permission of the SRO, NCTE, Bangalore, under information to the Affiliation Committee. After approval of the NCTE and the affiliation committee, the change shall be displayed on website. 4. The land registered in the name of the Educational Society shall not be alienated / transferred / leased out to any individual or society. 5. As per rule 8.4 (III) the Society sponsoring institution shall be required to transfer and vest the title of the land and building in the name of the institution within a period of six months from the date of issue of formal recognition order under subregulation (16) of regulation 7. However, in case, the society fails to do so due to local laws or rules or bye laws, it shall intimate in writing with documentary evidence of its inability to do so. The Regional Office shall keep this information on record and place it before the Regional Committee for the approval. 6. The institution shall be located in composite institutions and the existing teacher education institutions shall continue to function as stand alone institution, and gradually move towards becoming composite institutions. 7. The institution shall adopt the curriculum and syllabus prescribed by the Government of Telangana from time to time and comply with the norms and standards as prescribed by the NCTE Regulations. 8. The institution should run the D.EI.Ed. course as per the Almanac communicated by the Director, SCERT Telangana. 9. The management shall open its college website and display all the details of the college (viz; address of the institution, educational society complete details, approved staff particulars, students particulars, information about the other
institutions functioning in the same location) and all the information as per the NCTE regulations as given under section 7 of sub section 14 of NCTE Regulations 2014. 10. The institution shall upload land documents, Sale Deeds / Gift Deeds, ECs, BCC, approved Building Plan, Fire NOC, formal recognition on the college website. 11. The management shall upload the college information in All India Survey on Higher Education portal (www.aishe.gov.in). 12. The management shall upload the college location / details in NCTE portal (www.ncte india.org). 13. As per Rule 8 (14) of NCTE (Recognition Norms and Procedure) Regulations, 2014 the institution shall adhere to the mandatory disclosure in the prescribed formats and display up to date information on its official website. 14. As per Rule 10 (3) of NCTE (Recognition Norms and Procedure) Regulations, 2014 the institution shall display on its official website, every financial year by the 30 th day of September, the following statements of accounts duly certified by Charter Accountant: (i) Balance sheets as on the last date of the financial year (ii) Income and expenditure account for the financial year (iii) Receipt and payment account for the financial year. 15. AS per Rule 8 (13) of NCTE Regulations 2014 the institution shall maintain records, registers or other documents, which are essential for running an educational institution especially those prescribed under the relevant rules or regulations and norms and standards and guidelines or instructions of the Central or State or Union territory administrations, affiliating or examining bodies. 16. The institution shall make the information or documents available to the affiliating authority as and when required by them and failure to produce or show any of the required documents, shall be treated as breach of the conditions of recognition. 17. The copy of the affidavit shall be displayed by the institution on its official website. In case, the contents of the affidavit are found to be incorrect or false, the society or trust or the institution concerned shall be liable for civil and criminal action under the relevant provisions of the Indian Penal Code and other relevant laws, and shall also be liable for withdrawal of recognition by the Regional Committee concerned. 18. If the documents submitted by the management i.e. Sale Deed, E.C., BCC, Building Plan, Fire NOC, NCTE Formal Recognition copies are noticed as fake/ fabricated at any point of time, necessary action shall be taken as per rules. 19. As per Rule 10 (2) of NCTE (Recognition Norms and Procedure) Regulations, 2014 the academic and other staff of the institution shall be paid such salary as may be prescribed by the concerned Government or Board or affiliating body through account payee cheque or as per advice into the bank account of employee specially opened for the purpose. The institution shall maintain complete record of payment of salary to the employees, Employees Provident Fund, details of which may be given in the self appraisal report and which may be verified at any time by the Council or State Government or affiliating body. 20. The copy of the Appraisal Reports and Certified Copy of the Chartered Accountant with reference to the Financial Statement of last financial year shall be furnished to the Affiliating Body for verification within 30 days from the date of receipt of this order. 21. The management shall not make spot admissions for the left over or not reported vacancies without prior permission from the competent authority, failing which action shall be initiated as per rules. 22. The management shall not admit students over and above the sanctioned strength by NCTE. 23. The qualified faculty approved by the Affiliating body shall only be appointed. If any faculty member resigned or left the college, the management shall appoint
another faculty with the approval of the Director, SCERT Telangana within fortnight duly following the procedure in vogue. 24. The institution shall not organize educational tours to the students without permission of the District Collector concerned. 25. The Educational Society shall abide by the instructions / rules/ norms & regulations issued by the NCTE / State Government from time to time. Further, the management concerned is informed to pay Rs.25,000/ only towards affiliation fee as renewal of affiliation is being granted for four years. The renewal of affiliation now granted is liable for withdrawal by the competent authority for violating the rules/instructions, if any, issued by the Competent Authority from time to time. It is further certified that the management has studied the National Council for Teacher Education (Recognition Norms and Procedure Regulations, 2014 and State Government) Rules carefully and has understood their implication for the existing Teacher Education Institution offering NCTE recognized teacher education programme (s). Further, I have been authorized by the management to state that the institution shall fulfil the revised norms and regulations such as infrastructural, instructional facilities, Staff, Implementation of Curriculum and also to abide by the following conditions. 1.
