A Mapping to ISO Any type of coded character set (even if it is not compatible with UCS) will be acceptable if it satisfies the requirements.

11 Who will Submit Applications? Sponsoring Authority: An organization that submit applications to the Registration Authority Not only a subcommittee/national body of ISO/IEC but also any organization having liaison status with ISO or IEC are allowed to apply Registering de facto standard
