BOARD ACTION REQUESTED: Staff requests the Board s second consideration of an Ordinance to declare certain Village vehicles and equipment as surplus property. BACKGROUND/DISCUSSION: With the Board s approval, staff will attempt to auction or otherwise sell the vehicles and equipment listed below. Many of the items on this surplus list are no longer compatible with current equipment or standards or are otherwise obsolete, typically replaced already through refresh cycles. Staff will explore the best options to sell specialty items, but conventionally most items are sold through internet auction sites. In the past, staff has not been able to receive much in return for items in their condition, but will try to get the highest price possible. The possibility remains they will have to be recycled. For larger items, staff seeks out vendors to pick up the items for resale or recycling, but typically any value is offset by the cost of transportation. Any remaining items that are not sold or will not return a reasonable price are recommended to be recycled or otherwise disposed of appropriately. JVC Monitor 1 $50.00 Obsolete 1

Karlov Avenue in Crestwood, Illinois. The next live auction takes place October 23, Most of the vehicles will be sent to that auction but some will not be sold until the spring because replacements are not on site yet. The reserve prices are set at the minimum expected value, but often the actual price is higher than the reserve. Vehicles are evaluated annually as part of the replacement program to determine when it is appropriate and cost-effective time to replace them. Unit 39 is past its expectancy, as shown by the 117,381 miles placed on the vehicle and that it is in year 13 of a 12 year life cycle. Unit 425 has a blown rear axle assembly, which the cost to repair is more expensive than the vehicle itself. Units 71 and 72 have low mileage because they are dump trucks/snow plows, with heavy, but specialty uses. 2

Staff will attempt to auction the items for prices that meet or exceed the reserve prices listed above. If bidders do not meet the reserve price set for an item, authorized staff may waive the reserve price or decide not to sell the item at the auction. RECOMMENDATION: Staff recommends Village Board approval of an Ordinance declaring the described Village vehicles and equipment as surplus property. ATTACHMENTS: 1. 5 ORDINANCE NO. NOW, THEREFORE, BE IT ORDAINED, by the President and Board of Trustees of the Village of Glenview, as follows: Section 1: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance. Section 2: The corporate authorities of the Village, having determined that the Surplus Personal Property currently owned by the Village is no longer necessary or useful to the Village and that the Village would be best served by the disposal of such property, hereby authorize the Village Manager or his designee to direct the disposition. 6

7 Section 3: The Village reserves the right to terminate the disposal of the Surplus Personal Property at any time prior to the consummation of same. Section 4: The Village Manager or his designee is hereby authorized to execute any document necessary to complete the disposal of the Surplus Personal Property, as necessary. Section 5: Every provision of this Ordinance shall be separable, and the invalidity of any portion of this Ordinance shall not affect the validity of any other portion of this Ordinance. All ordinances or parts of ordinances in conflict or inconsistent with any of the provisions of this Ordinance are hereby repealed. Section 6: This Ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
