PURPOSE AND SCOPE The purpose of Physical Security Standard is to provide guidance in the selection of the appropriate cameras and for various use cases for the Districtwide (the District, nine colleges, and related satellite offices). In all cases, applicable security Best Practices should be followed. The Camera system may include: Cameras Recording Monitors Video storage Management Software Video monitoring Network integration This standard is intended for use in all construction and/or for renovation/replacement throughout the. This standard will ensure that the Physical Security Standard adheres to established performance criteria, design standards, and operation specifications. Further, this standard will provide parameters for Safety and Security Best Practices programs across the. The shall be: Scalability and ease of use Open standards IP friendly Customizable Mass management Optimize network resources Reduce storage requirements Lower total cost of ownership

When the light level drops below the camera s lux level, the camera automatically changes to a special low-light blackand-white mode. This typically occurs when the light fades at dusk. 2.6 Basic analytics range from motion detection built into the camera or software to intelligent analytics that can recognize behavior and other activity. The analytics can be programmed to trigger an alert or alarm. Intelligent analytics can sense human bodies, directional movement, loitering and can set a perimeter line. Consider set up and maintenance. 2.7 Back Light Compensation (BLC) BLC refers to the problem of detail being lost against a bright background light. BLC capability can enhance detail when the light level becomes low. This can be helpful for cameras looking at doors that open into the sunlight or loading dock doors that open to the outside. 2.8 LUX LUX (lumens per square meter) is the unit used to measure light. In the security field, LUX is normally used to measure the light sensitivity of a camera. The lower the LUX the less light is available to the cameras imager. The camera specification will list the lowest LUX the camera

Normal daylight is 10,750 LUX and a night with a full moon is LUX. 2.9 Edge based Edge based systems typically refer to recently developed technology often based upon wireless or network connections that allow the deployment of security components at the edge or perimeter of a facility. The edge refers to the camera s ability to record and analyze data directly on board the camera. Recording on the edge has the advantage of lowering the main storage requirement and lower bandwidth usage since the camera is not streaming video over the network constantly. Video is only sent over the network when needed. at the edge is done inside the camera. With this new intelligent technology many types of analytics can be built into the camera taking the need for an analytic server out of the picture. The latest analytic technology can monitor many different types of situations such as perimeters with virtual trip wires, direction of travel, object removed, crowd formation, human detection and much more Camera Matrix (Recommendations and Options) Camera selection will be determined by the operational needs of security and safety surveillance, the physical and environmental conditions of use, resolution, storage, retention and accessibility by authorized entities. The following standards are broken out by resolution and form factors. The District s need for image quality and resolution requires a minimum of what is typically called Standard resolution. Some applications will require 720p, 1080p up to 2/5 MP. The following is offered as a guideline for selecting video camera form factor, components and minimum performance requirements: Standard 720p 2MP /1080p 3MP 5MP Each of the categories of resolution has four matrixes which are groupings of the following form factors: Box Indoor Dome Outdoor Dome PTZ

Classroom Buildings (Mainly classrooms with a few faculty offices) 3. Classroom Buildings with Laboratories (Classrooms along with labs that contain high value equipment or store sensitive material) 4. Library Buildings (Book storage and small study rooms) General Surveillance Indoor cameras to cover hallways, main entrances and exits Exterior cameras mounted near the roof are used to monitor the perimeter of the building Emergency fire exits are to be covered by the exterior cameras Multiple fixed or wide angle megapixel cameras are preferred to PTZ (the CCTV system may not be monitored continuously) General Surveillance Indoor cameras to cover hallways, main entrances and exits Emergency fire exits are to be covered by the exterior cameras Exterior cameras are used to monitor the perimeter of the building Multiple fixed or wide angle megapixel cameras are preferred to PTZ since the CCTV system will not be monitored continuously Fixed cameras should be positioned to cover any emergency call boxes Indoor cameras to cover hallways, main entrances and exits Emergency fire exits are to be covered by the exterior cameras Exterior cameras are used to monitor the perimeter of the building Multiple fixed or wide angle megapixel cameras are preferred to PTZ since the CCTV system will not be monitored continuously Additional interior cameras should be placed to observe high value entrances and exits Cameras should be positioned to cover any emergency call boxes General surveillance Indoor cameras to cover hallways, main entrances and exits Emergency fire exits are to be covered by the exterior cameras Exterior cameras are used to monitor the perimeter of the building Multiple fixed or wide angle megapixel cameras are preferred to PTZ since the CCTV system will not be monitored continuously Cameras should be positioned to cover any emergency call boxes

Bookstore (Retail store with Pointof- Sale equipment and high value items) 7. IT Rooms (Typically located in every building containing network equipment) 8. Gymnasium Buildings (Houses locker rooms and sports equipment) 9. Parking Structures (Multi level parking structures typically have a defined entrances and exits) Require exterior cameras to cover general activities and critical access points and/or locations, i.e. electrical transformers, environmental equipment, HVAC, etc. Roof cameras should be considered for perimeter surveillance and special needs Megapixel camera may be used to monitor vehicle traffic and license plates. Interior cameras would only be needed in a main office area Need coverage by exterior cameras at the shipping and receiving docks and doors Loss Prevention requires adequate surveillance inside the store, typically interior cameras on each aisle Entrance and exits should be covered with megapixel cameras so images can be used for identification POS system should be interfaced with the video recording system so transaction data can be recorded along with the video Generally, it is not recommended to install a camera in the IT rooms. Option to install a covert camera should be proposed and approved by individual college. Refer to Physical Security Policies and Best Practices. Any activity will be captured by building cameras General surveillance in this building Interior cameras in the main public hallways Exterior cameras to cover perimeter and main entrances and exits Cameras should be positioned to cover any emergency call boxes Entrance/exits to private areas such as locker rooms should be covered with a megapixel camera for positive identification Cameras shall not be placed in locker rooms or other private areas Parking structures are generally considered to be prone to serious crimes ranging from theft and burglary of vehicles to assaults, especially to females. Cameras used at these locations should be deployed in conjunction with two-way intercoms and emergency telephones. Megapixel cameras at these locations should be used to capture license plates Megapixel PTZ s to be used to maximize coverage and minimize camera count Fixed cameras should be positioned to cover any emergency call boxes

Shall means that the District intends that the supplier or consultant adhere to the instruction or command. Will means that the existing District systems or conditions require the item or course of action. Optional means that the consultant may choose to include or omit a particular item according to its preference. However, the item chosen must still interoperate or function with the District s existing systems. Minimum of means that the stated item or course of action meets the standard but may be superseded. Glossary The following terms are defined as follows: Need means that the item or course of action is essential and it will be absolutely required at the time indicated in the standard. (e.g., a high level risk assessment needs to be performed ) Call for means that the item or course of action is absolutely required. Are to be provided means that the item or course of action must be supplied in order to meet the standard. May be required if means that if the condition stated in the standard is met, the capability, performance expectation, or any other description in the standard is absolutely required. Recommended means that the course of action is in accordance with (Insert Applicable Area such as Security) Best Practices and should be adopted.
